E.3 CONSIDERATION OF A PROFESSIONAL SERVICES AGREEMENT FOR TRANSPORTATION SERVICES WITH CIRCUIT TRANSIT INC. IN THE AMOUNT NOT TO EXCEED $3,928,528.00
Senior Planner Galvan introduced the item and Assistant Planner Karen Iniguez, who provided a presentation regarding the proposed changes to the City’s public transportation services, including the La Puente LINK Shuttle and Dial-A-Ride programs, as well as the proposed implementation of microtransit services through Circuit Transit, Inc. Assistant Planner Iniguez introduced Circuit Transit, Inc. representative, Max Hendrix, who provided a brief presentation on the proposed microtransit services provided through Circuit Transit, Inc.

Discussion ensued regarding the City logo on the vehicles, animals and service animals, age requirements, solo rider options, changes to the transportation coverage area, estimated amount of time of full cycle ride, and cost for riders.

CC/SA MINUTES PAGE 5 OF 7 SEPTEMBER 22, 2026
Council Member Quinones inquired regarding the continuation of Dial-A-Ride services following implementation of the microtransit program. Assistant Planner Iniguez confirmed that Dial-A-Ride would no longer be provided once the microtransit service was implemented. Council Member Quinones expressed support for maintaining affordable transportation services for seniors and passengers with disabilities and discussed the possibility of reducing the proposed fares for the LINK service.

Council Member Argudo expressed concern that the proposed service could affect residents who currently use Dial-A-Ride to travel to medical appointments located within five miles outside the City limits. Discussion ensued regarding the proposed five-mile transportation coverage area, particularly for seniors and passengers with disabilities who utilize transportation services for medical appointments outside the City. Mr. Hendrix stated that the coverage area could be adjusted based on community feedback and that the service could accommodate designated medical destinations within the five-mile area.

Council Member Argudo expressed support for maintaining the existing five-mile medical transportation coverage for City residents and stated that the service should continue to accommodate seniors and passengers with disabilities traveling to medical appointments outside the City.

Council Member Argudo expressed concern regarding increasing the fare for seniors and passengers with disabilities from the existing $0.25. Discussion ensued regarding the proposed fees and the relationship between fare revenue and the City’s overall contract costs.

Discussion ensued regarding the distinction between the fixed-route LINK service and the microtransit service, as well as ridership levels, potential increases in demand for microtransit services, wait times, and the potential need for additional vehicles. Mr.

Hendrix stated that the service would include tools to monitor demand and wait times as well as customer service and assistance for microtransit riders.

Mayor Klinakis provided direction to Staff to monitor the new transportation services and return to the City Council with a report in six months.

Mayor Klinakis inquired whether the City would have the ability to terminate the agreement if the new transportation services did not meet the City’s needs. City Attorney Altamirano stated there is a severability provision in Section 19 of the agreement and Section 6 provides for suspension or termination of the agreement.

Director of Administrative Services Grunklee stated the City could potentially save between $62,000-$156,000, depending on the amount of fare revenue collected. He further explained that the proposed contract amount is a not-to-exceed amount and that fare revenue collected would reduce the amount paid by the City.

CC/SA MINUTES PAGE 6 OF 7 SEPTEMBER 22, 2026
Mayor Klinakis inquired if the cost was accounted for in the Budget for FY 26-27. Director of Administrative Services Grunklee confirmed that the transportation services cost was accounted for.

The City Council provided direction to Staff with the proposed changes to the cost of transportation services for the LINK fixed-route fare at $0.50 per ride for seniors and passengers with disabilities, and $2.00 per ride for all other riders; the microtransit fare at $0.50 per ride for seniors and passengers with disabilities traveling to designated medical appointments within a five-mile radius outside the City, $1.00 per ride for seniors and passengers with disabilities for all other trips, and $5.00 per ride for all other riders ages 16 and older.

Mr. Hendrix stated that the microtransit technology could distinguish between designated medical destinations and could apply the appropriate fare based on the rider’s eligibility and destination.

Mayor Klinakis inquired regarding the insurance requirements. Mr. Hendrix stated that the company maintains high insurance limits than those originally included in the agreement and Staff recommended that the motion include an amendment to the insurance requirements to reflect the additional coverage.

A motion was made by Mayor Klinakis, seconded by Council Member Argudo, to: (1) approve a Professional Services Agreement with Circuit Transit, Inc., with the following amendments: the LINK fixed-route fare at $0.50 per ride for seniors and passengers with disabilities and $2.00 per ride for all other riders; the microtransit fare at $0.50 per ride for seniors and passengers with disabilities traveling to designated medical appointments within a five-mile radius outside the City, $1.00 per ride for seniors and passengers with disabilities for all other trips, and $5.00 per ride for all other riders ages 16 and older; amend Exhibit D, the insurance requirements of the agreement, to $1 million per occurrence, $2 million aggregate, and $5 million umbrella for total available coverage of $6 million per occurrence and $7 million aggregate for bodily injury, personal injury, and property damage; and automobile liability insurance in an amount not less than $1 million primary single limit for each accident and $5 million umbrella for $6 million combined per occurrence; and (2) authorize the City Manager to execute the agreement with the changes.

Agenda Report
Agenda Item No. D.2
To: Mayor and City Council For meeting of: October 13, 2026 From: Bob Lindsey, City Manager
By: Troy Grunklee, CPA, Director of Administrative Services Subject: CONSIDERATION OF APPROVAL OF A PURCHASE ORDER CONTRACT WITH F.E.C.

ELECTRIC INC. FOR THE PURCHASE OF TWENTY-ONE LEVEL 2 ELECTRIC VEHICLE CHARGERS IN THE AMOUNT OF $70,865 AND A PURCHASE ORDER

CONTRACT WITH HIGH NOTE TECHNOLOGIES FOR THE PURCHASE OF TWO LEVEL 3 ELECTRIC VEHICLE CHARGERS IN THE AMOUNT OF $71,852.13 TO BE

INSTALLED AT THE HACIENDA PARKING LOT AT LA PUENTE PARK

BACKGROUND/DISCUSSION
In May 2026, City staff applied for Southern California Edison’s (“SCE”) Charge Ready program. The Charge Ready program assists business and property owners with deploying the infrastructure and equipment necessary to support electric vehicle (EV) charging stations at their locations. This program helps by providing financial incentives, infrastructure, and technical support to facilitate the installation and maintenance of EV charging stations. With greater ease and affordability, business customers can now meet the growing demand for clean energy charging options from their customers, employees, communities, and/or tenants. Upon installation, SCE will reimburse the City up to 80% of the cost of installation including engineering costs, charger costs, and installation costs.

The application was approved to install 21 Level 2 EV chargers at the Hacienda parking lot behind the baseball field at La Puente Park. The next step in the process is for the City to procure the Level 2 EV chargers. City staff are recommending the approval of a purchase order with F.E.C. Electric for the purchase of 21 Level 2 EV chargers in the amount of $70,685.

The next step in the process is for SCE to review the engineering documents, then construction will begin on the SCE side wherein SCE will bring power close to the parking lot where the chargers will be installed. Once that is complete, the City will complete the installation process by installing switch gear and the necessary conduit and wiring for the charger installation. Once the chargers are up and running, the City will be able to submit for 80% of the project costs.

Additionally, as part of the Park Master plan project, underground work was completed to install chargers at the Hacienda Parking Lot by Red softball field. Since Level 2 EV chargers will be install on the other side of the parking lot, city staff are recommending that two Level 3 EV chargers be installed. Level 3 EV chargers offer users a fast charging option, typically up to 80% charge level in approximately 20 minutes. As such, City staff are recommending the approval of a purchase order with High Note Technologies for the purchase of 2 Level 3 EV chargers in the amount of $71,852.13.

Both purchase orders will be awarded through a competitively bid contract (Master Contract #021825-BLN) by Agenda Report – PURCHASE ORDER CONTRACT FOR EV CHARGERS For City Council And Successor Agency Meeting of October 13, 2026

Sourcewell (formerly the National Joint Powers Alliance). Sourcewell is a public agency service cooperative that serves over 50,000 members. Through national solicitations, they provide the opportunity for members to purchase through nationally leveraged, competitively bid contracts. Sourcewell contracts offer a multitude of products, equipment, and services to government agencies and non-profit entities. The City of La Puente is a member of Sourcewell and has used Sourcewell contracts in the past. Section 2.20.090 (e) of the La Puente Municipal Code authorizes the City to participate in cooperative purchasing plans or programs such as Sourcewell.

FISCAL IMPACT
The total purchase for the Level 2 and Level 3 EV charger purchase orders including tax and delivery is $142,537.13 and will be paid for using AB 2766 funds. As stated, the City will be reimbursed for 80% of the total Level 2 EV charger project once the project has been completed.

RECOMMENDATION
It is recommended that the City Council: (1) approve the purchase order contract with F.E.C. Electric for the purchase of 21 Level 2 EV chargers in the amount of $70,685 for the purchase of 21 Level 2 electric vehicle chargers to be installed at the Hacienda parking lot at La Puente Park; (2) approve the purchase order with High Note Technologies for the purchase of 2 Level 3 EV chargers in the amount of $71,852.13 to be installed at the Hacienda parking lot at La Puente Park; (3) authorize the City Manager to execute, on behalf of the City, all documents necessary to effectuate this action.

BACKGROUND/DISCUSSION
At the City Council meeting on September 22, 2026, the City Council authorized City staff to solicit bids for the monument signage for the La Puente Paws and Play Park located at 16550 Old Valley Blvd.

The City opened a public bid for the fabrication and installation of the proposed monument signage at the La Puente Paws & Play Park on September 28, 2026. The bid closing and public opening took place on October 7, 2026. No bids were received for this project.

In accordance with section 2.21.050 (h) of the La Puente Municipal Code, if no bids are received the project may be performed by city employees by force account, informal bidding procedures, or negotiated contract.

City staff are recommending the City Council approve a purchase order contract with Mark’s Welding in the amount of $36,500 for fabrication and installation of the monument signage for the La Puente Paws and Play Park located at 16550 Old Valley Blvd.

FISCAL IMPACT

If CONTRACTOR was an employee, agent, appointee, or official of the City in the previous twelve (12) months, CONTRACTOR warrants that it did not participate in any manner in the forming of this Agreement.
