BUSINESS SESSION ITEM NO. 1
Revised 6/18/2026 – tracked changes below
on pages 3-4 of the staff report, or pages 7-8 of the agenda packet CLICK HERE to Return to Agenda
The City advertised the upcoming vacancies on the City website and social media from March through June 2026; in the April and May issues of The Gem magazine; and the Desert Sun newspaper on April 10, 2026.
The City accepts applications year-round and holds them as pending until a recruitment is conducted. Pending applicants as well as applicants from prior recruitments who were not appointed were notified of existing and upcoming annual vacancies. Current Commissions’ members whose terms will expire this year can also reapply.
Pursuant to LQMC Section 2.06.020(D) “The order of appointments to serve on boards and commissions shall be taken up by the city council or housing authority, as applicable, based on a random drawing publicly conducted by the city clerk or authority secretary, as applicable.”
The City received 37 applications for the 2026 recruitment. To manage the high volume, Council conducted a random draw determining the order of interviews during the June 16, 2026, regular meeting, allowing applicants to receive specific interview times and minimizing the waiting period. The interview schedule established pursuant to the random draw is tentatively as follows:
Financial Advisory Commission – beginning at 4 p.m.
Housing Commission – beginning at 4:30 p.m.
Planning Commission – beginning at 5 p.m.
Arts and Community Services Commission – beginning at 6:45 p.m.
LQMC Section 2.06.030, subsection E, states that “After serving two (2) consecutive three (3)-year terms, or a total of six (6) consecutive years, on a specific board or commission, that member shall rotate out of that board or commission and shall not be considered for reappointment to that specific board or commission until one (1) year has elapsed.” However, Council/Authority may extend the service term limitation in accordance with LQMC Section 2.06.030, subsection H, which states that “Any term for a board, commission, or committee may be extended by action of the establishing body.” In an effort to streamline the development review process, the City disbanded its 3- member Architectural and Landscaping Review Board (ALRB) in 2016; and simultaneously expanded the Planning Commission (PC) membership from 5 to 7 to maintain having design professionals involved in project review. The additional 2 PC members are required to have a strong background in architecture or landscape architecture (“professional members”) in accordance with LQMC Section 2.29.030 – Qualifications of Members.
There are a total of four (4) PC vacancies to be filled, two (2) of which are the professional member positions. Both current professional member incumbents, Commissioners McCune and Nieto, have re-applied, although they have exceeded the maximum number of service years allowed per LQMC Section 2.06.030, referenced above. Of the 12 6 CLICK HERE to Return to Agenda
applications received during this recruitment, Commissioners McCune and Nieto are the only applicants that meet the qualifications for the professional member requirements.
Further, the above-mentioned merger of the ALRB and PC in 2016 resulted in the majority of PC members’ terms rotating at the same time (rotation 4:3). To achieve a more balanced terms staggering, Council may elect one of the following options when appointing candidates:
(a) An unexpired term ending June 30, 2029, resulting in the current terms staggering of (4:3)
(b) Two (2) 1-year terms ending June 30, 2026, and two (2) full 3-year terms ending June 30, 2029, resulting in a revised term staggering of (3:2:2), or (c) One (1) 1-year term ending June 30, 2026, and three (3) full 3-year terms ending June 30, 2028, resulting in a revised term staggering of (3:3:1) LQMC Section 2.80.030 – Qualifications of Members and California Health and Safety Code Section 34290 require the Housing Commission membership to be comprised of one (1) tenant of the Authority, one (1) tenant who is also 62 years of age, and the remaining three (3) members to be city residents.
During the 2025 annual recruitment process, the Authority appointed Commissioner Lewis to a one-year term in the required 62+ tenant member category to achieve a balanced terms staggering for the Housing Commission (2:2:1); his term expires on June 30, 2026. A total of four (4) applications were received during this recruitment; of which, Mr. Lewis is the only applicant that meets the tenant and age requirement.
A total of 37 applications were received from the residents listed below in alphabetical order; (*) indicates incumbent:

DESCRIBE YOUR KNOWLEDGE OF THE FUNCTIONS, REGULATIONS, AND
PROCEDURES OF THE BOARD, COMMISSION, OR COMMITTEE YOU ARE APPLYING FOR.
The FAG is an oversight commission that reviews investment policies, budgets, audits, expenditures and reports to ensure that the procedural activities of treasury/finance are in compliance with state, county and city controls and regulations. Reviews audit outcomes to ensure that no deficiencies exist or are left un-addressed that would suggest noncompliance with existing internal controls and policies.
The commission acts in a 'canary in a coal mine' position as well since it can be the first line of defense via its frequent report review and audit oversight to identify and correct any shortcomings at the outset.
21 CLICK HERE to Return to Agenda
WHAT SPECIFIC ISSUES OR PROBLEMS FACE THIS BOARD, COMMISSION, OR
COMMITTEE, AND DO YOU HAVE ANY SUGGESTIONS TO ADDRESS THOSE ISSUES OR PROBLEMS?
In my review of over 6 hours of the commission's procedural activities, it is apparent at this time that the commission understands its role and interacts well with the Director of Finance and the Financial Analyst. I adhere to the mindset that if it is not broken, it does not need to be fixed however since the economy and technology tend to be dynamic, there may be a need to amend the commission's scope and/or procedures to address any unforeseen challenges. As a new commissioner integrates into the system, there could be innovative ideas or constructive observations to be made.
WHAT SPECIFIC ATTITUDES, SKILLS AND/OR EXPERTISE DO YOU THINK YOU HAVE THAT WOULD ENHANCE THE WORK OF THE BOARD, COMMISSION, OR COMMITTEE? During my career, I have performed a number of the duties and functions of the city's finance, investment and oversight personnel. I authored internal controls, implemented and strengthened credit and investment protocols, performed forensic credit reviews of financial data and worked closely within the purview of prominent Wall Street bankers. As a federally regulated entity, I gained a full understanding of compliance issues and a keen awareness of the necessity for transparency while interacting with institutional investors that included pension funds, municipalities and sovereignties. Plus, I am an overall good guy. 22 CLICK HERE to Return to Agenda

Biographical Sketch – Marty W. Butler
I am a longtime Coachella Valley professional with over four decades of experience in real estate development, land use planning, and residential sales. My career has encompassed the full lifecycle of community development, including land acquisition, entitlement, project management, construction oversight, and marketing of residential communities throughout Riverside County and the surrounding region.
I held senior leadership roles with several development firms, including serving as Division Manager and Vice President of Forward Planning for a major homebuilder, where I oversaw large-scale master-planned communities. Notably, I managed the development of Griffin Ranch, a 240-acre residential community in La Quinta that integrates housing, recreational amenities, and equestrian facilities. Over the course of my career, I have been involved in the planning and development of thousands of residential units, including market-rate, senior, and affordable housing.
A significant portion of my work has involved coordinating with city and county agencies, planning departments, and regulatory bodies to secure entitlements and ensure compliance with zoning, environmental, and infrastructure requirements. I regularly participated in public hearings and worked alongside engineers, environmental consultants, and community stakeholders to guide projects through the approval process.
In addition to my development experience, I remained active in residential real estate sales in La Quinta and the greater Coachella Valley, giving me ongoing insight into local housing trends, community needs, and growth patterns.
Earlier in my career, I served as a high school Economics and Civics teacher, earning recognition for excellence in teaching. This background provided me with a strong foundation in government processes and public policy, which continues to inform my approach to community development and civic engagement.
I hold a Bachelor of Arts in Economics and History from UCLA and a Secondary Teaching Credential from USC. I am also a licensed California real estate professional and a past board member of the Building Industry Association’s Desert Chapter.
With my extensive background in land use, housing development, and public process, I bring a balanced, informed perspective to issues of growth, planning, and community character in La Quinta.
