B1 – Approve Amendment No. 1 to Cooperative
Agreement with the County of Riverside
15 16
August 4, 2026
9 Background
• The City contracts with the Riverside County Fire Department (County Fire) for fire services. The contract includes fire staffing for all 3 City fire stations. • The California Department of Forestry and Fire Protection (CalFire) and County Fire recommend adopting the municipal staffing model, which is the industry standard for fire service staffing.
• In October 2023, Council approved changes to staffing levels at Fire Station
93. • County Fire has requested that the City transition the 2 remaining Fire Stations 32 and 70 to the municipal staffing model.
Recommendation
County Fire recommends adopting the Municipal Staffing Model to increase the safety and productivity of fire staff and align staffing levels with other cities in California.
• Under the current model, a Captain is only available for one 72-hour shift a week, thus leaving staff without the support of a Captain for approximately 96 hours during a seven-day period.
• Municipal Staffing provides a Fire Captain 24 hours a day, seven days a week, thus providing leadership, guidance, and oversight on a continuous basis.

10 Fiscal Impact
• Per County Fire, the net annual increase for the current contract in fiscal year (FY) 2026/27 is estimated at $293,700. • However, because the estimated fire service costs are calculated using the top step of the salary range and staffing changes will occur gradually as positions are filled and personnel complete training, staff does not anticipate expenditures to exceed the current budget amount of $11,330,000 in FY 2026/27.
