Dear Mr. McMillen,
Thank you for providing the Desert Valleys Builders Association with the opportunity to review and comment on the City of La Quinta's User and Regulatory Fee Study Up-Date, for 2026. Upon review we had several questions. Those questions have been answered and the DYBA is satisfied that the City has appropriately supported the fee increases for 2026. ,/

Subject: Public Comment 4 Aug. CC meeting-Final Tract Map Coral Mt. Club on Consent agenda City Council,
The final tract map that is referenced in the City Council agenda for 4 Aug Consent item 14 for the CM Wave Development does not include either by reference or plotted on the map an easement that was promised for a public trail alongside west side of property. This reference was included by reference on the TTM and an appeasement made to make the development more palatable to the planning commission when it was approved. Could the Developer please give an update on how this easement will be incorporated into the final tract map. This is a necessary recreation feature that highlights our history and is an amenity that City Council agreed should be available to all La Quinta residents in order to circumnavigate Coral Mountain a prominent feature that has been a recreation asset for this area for over 100 years. I am dismayed that the Developer has ignored this promise.
Clip from TTM shown below where easement is referenced (the lot reference should be AH not Y which was a mistake noted in previous public comments and an appeal of the approval of this TTM) Another easement that was included in the TTM ant is not included on this final map is triangle 9 on the TTM which was for ingress/egress and utility with adjoining property. This is not included in Final tract map. I have noted these because they are of particular interest to me. But before this final map is approved there should be some additional review of the entire map to find what other ommissions have been slipped in.
CITY COUNCIL MEETING - AUGUST 4, 2026 - WRITTEN PUBLIC COMMENTS BY RESIDENT MARY MANN BUSINESS SESSION ITEM NO. 3 (PULLED FROM CONSENT CALENDAR ITEM NO. 14) - OPPOSED TO CONDITIONAL APPROVAL OF FINAL TRACT MAP 39058-1 FOR CORAL MOUNTAIN RESORT DUE TO MISISNG EASEMENTS 2 Please remove this item from consent agenda and refrain from a vote until a further review has been made.
Thank you,
Mary Mann
