The La Verne Firefighters' Association would like the city council to decide whether we are staying La verne Fire or transitioning to La county Fire. continuing to go down both roads is counterproductive and is a waste of resources. We cannot fix the ongoing problems plaguing the department, such as recruitment, retention, and an automatic aid agreement with LacoFD, until the city council decides on a definitive direction. Without that direction and commitment, it will be difficult to provide the best service and provide a high level of safety for both the citizens and your Firefighters alike.

The LVFA continues to voice our support in the direction that Fire chief Nigg is leading our Fire Department. we supported his plan to start an Ambulance operator Program, staff Fire station 3 with a Fire Engine, and staff our Fire Ladder Truck (Quint 751). Although this is a huge step forward, it is only the initial step. A commitment to save the Fire Department means a commitment to continue funding wages, benefits and the operational needs to support and keep us safe in our duties. lf city council affirms its commitment to all of the above, we, in turn, commit to supporting council in discontinuing contract discussions with the LA County Fire Department' Thank you' Sincerely,
Andy Glaze

67 Agenda Report
Public Hearing for Easement Vacation at 1520 and 1530 N. White Ave March21,2022

Page 2 ends

The two subject easements being considered for vacation can be generally described as both having a width of 10 feet and being situated on the westerly and south easterly limits of the property at 1520 and 1530 N White Avenue. An exhibit depicting the limits of the easement is attached to this report for reference. currenfly, there is no longer a need for the public water main as located in the easement. The future condition of the proposed project will obtain water service connections from the frontage along N. white Avenue, and an existing sewer easement located on 1510 N. White Avenue will be preserved. Given alternative service connection options and the conflicting location of the subject easements with the proposed improvements, the property owner has requested that the city vacate the easement.

Public Works has reviewed the existing utility easement and determined that the proposed vacation will not impact any existing or future service for the area. lt should ilso be noted that while the rights granted to the City for this easement include sewer use, there is no indication based on available records that any public sewer main is located within this subject easement.

AGENDA SUMMARY
tn February 2020, the City Council gave preliminary authorization for the City to pursue_funding alternatives to initiate the work scheduled in the City's Enhanced lnfrastructure Financing District's plan (EIFD). Since that time, staff in collaboration with the Public Finance Authority (the EIFD's gor"rning board) has been evaluating the.priority projects, estimated cost, as well as acceptable 6ptions t5 tinanc6 the work. At their March 9th meeting the PFA was presented with an updated status report and provided authorization to proceed with issuance of a bond. Given that the bond would be issued under the City, staff is seeking the Council's concurrence before proceeding' It is recommended that the City Council authorize staff to continue the process as previously directed w1h intent of returning for final authorization on issuance of a lease revenue bond.

BACKGROUND
ln 2017 the City created an Enhanced lnfrastructure Financing District. TJre purpose of the district was to fund over $33 million in projects that are anticipated to support the Gold Line riders as well as facilitate the Transit Oriented Development that is expected to occur with the addition of that service.

The EIFD allows the City to fund these projects through Tax lncrement Financing (TlF). This concept is similar to how the former Redevelopment Agency generated funds to take on the various projects during its existence.

The EIFD receives its revenue by the incremental property tax that is generated within the designated area. By its nature, an glfO needs time to create a sustained revenue stream to support the iork is expected to pay for. ln order to initiate projects in a more expedient manner, the City typically fronts ihe erpenses with the understanding it will be reimbursed by the EIFD at a later date' With that concept in mind, over the last year staff, Council, and the PFA have been working on the mechanics of that structure. One criticai action that has already taken place is the execution of a Cooperation Agreement between the City and the PFA. Though this instrument, the EIFD is obligated to reimburse tnL City for any funds expended to achieve the District's purpose.

Several of the projects have been deemed a priority and should be completed prior to the G-old..Line becoming opeiational. These include the pedestrian bridge and the connectivity wglk to facilitate movement between Old Town/ULV's main campus and the station. This is generally E Street to Second and Second to D Street. While funding for the pedestrian bridge is being pursued under other efforts (mos1y grants and federal funds), thsconnectivity work is expected to be funded through a 79 ln February the Council gave conceptual approval to the approach of the City issuing bonds to pay for this work with the pFA reimbursing the city once they had a sufficient sustained revenue stream.

Since that time staff has been working on the several oi tne particulars associated to the effort and are now in a position to proceed with bond issuance'
prior to moving forward staff wanted to update the PFA and council on the various details and confirm there is still
-upport for moving forward. To that end, on March th staff met with the PFA who concurred with the *ork to be completed and reconfirmed their support of the financing arrangement.

Following is a summary of the relevant points associated to the issuance. Staff will provide additional details dlring their presentation at the Council meeting' o Costs of the improvements are estimated at $3.5 million. Proposed work to be completed includes: ne,w sireet lighting, replacement of trees, expansion of sidewalk with bulb out at intersections, enhance crosswalks and class 3 bike lane. o Bond structure being recommended is a "Lease Revenue Bond". Through this format the City' through its Finance-Authority, will identify properties that will be used as the leased property.

The Finance Autnoritv wiil s6it bonds and tne'proceeds will be loaned to the EIFD to fund the identified improvemehts. The City witt make the_ annual lease payment payable from its general tund' but it is expected t'hat the annual Proposition C allocation will be the initial source of sucn fayments. Based on current estimates the annual payment will range from $1 15,000 - $206,000.
o Four City-owned properties are being evaluated for this transaction (City Yard --Parks, City yard - Main, Aquitics Center, ,nd C6rrunity Center). Should they choose, the Council may wish to provide direction on oi their preference on the order these properties should be considered.
o provided Council gives authorization to move fonrard, staff is expected to bring back bond documents for City Council .no tn" Public Finance Authority's approval at the May 16th meeting.
o Throughout this process we will simultaneously work to finalize the construction drawings and initiate tne HFF iro."r, in order to be in a position to award contracts as soon as funds are available.
