mendments to the Fiscal Year 2022 - 2023 Adopted Budget - The City’s fiscal year 2022- 23 adopted budget requires several revisions to insure that there is sufficient funding t o ac
commodate the year’s anticipated expenditures. These are: 1.) The appropriation of funding f
or the Los Angeles Interagency Metropolitan Police Apprehension Crime Taskforce (LA I
MPACT); and 2.) The appropriation of funds from the section 115 pension trust fund to pay a por
tion of the City’s PERS retirement system unfunded liability. Since neither of thes e c
hanges require an appropriation from the General Fund, the City’s General Fund reserves remain unchanged. Additionally, each of the changes reflects corrections in the final budget document that was presented to the City Council.
I
nterim Finance Director Yelton recommends that the City Council amend the fiscal year 2022-23 budget to include an appropriation of $646,150 for programs related to LA IMPACT, and to allocate $533,100 from the Section 115 Pension Trust Fund to provide for the City’s full payment to the PERS unfunded liability. e. M
otorola Radio Purchase - The Fire Department is procuring new portable radios t o standardize all portable radios to one make and model. The City Council was asked to consider a new three-year agreement with Flying Deuces for two cars shows to be held in Old Town La Verne. This is a renegotiated agreement with the same promoter, as the previous agreement is now expired. He reported that the cost to the City associated with these events is $8,500. In addition, the La Verne Police Department has requested that an engineered Traffic Control Plan be created for these events for a one-time cost of $6,000.
Community Development Director Scherer recommended that the Council review the financial cost to the City which is absorbed in the budget for these events and to consider appropriating the necessary funds. He stated that the City Council can appropriate the necessary funds to cover the costs associated with having the November 19, 2022 event ($14,500) and approve the draft Exclusive Franchise Agreement with future events becoming part of the adopted City Budget; or
Provide staff with further direction on how much the Council wishes to financially support the event so that staff can go back and renegotiate with the Promoter and return to the Council with a modified Agreement. This most likely means that the November 19, 2022 event cannot occur.

The City appropriated $300,000 to be utilized by the Police Department to provide resources, education, enforcement, and maintain the quality of life in dealing with our homeless community. She reported that the Police Department staff created a plan to expend those resources effectively and efficiently and support a Homeless Outreach Support Team (HOST). She introduced Police Sergeant Jay Alvarado who will be spearheading the plan and Homeless Outreach Support Team (HOST).

He spoke about going to other cities to see their plans/operations for the homeless. He stated that with the arrival of the Gold line (L Line) in La Verne, there was concern that there would be an increase in the homeless population. A strategic plan will be put in place where the deployment of HOST Team members will work ten days a month to meet the community needs while taking service calls related to the homeless population, thereby, freeing patrol to focus on other service calls. In addition, he reported that the City Council would be asked to consider amending the public nuisance, persons obstructing public way or place, and park locations, curfew ordinances at a later date.

FROM: Michael Yelton, Interim Finance Director
SUBJECT: City of La Verne Treasurer’s Report for the Quarter Ended June 30, 2022
_____________________________________________________________________
AGENDA SUMMARY
As of June 30, 2022, the City had total cash and invested funds (cost basis) of $95,916,410. Of this amount, $19,301,275 is held in a fiduciary capacity for the Los Angeles Interagency Metropolitan Police Apprehension Taskforce (LA IMPACT). The City’s portfolio is fully liquid ; 96% ($91,671,833) is maintained in on- demand accounts, including those held by the State Local Agency Investment Fund (LAIF). The investment portfolio conforms to the City’s investment policy and sufficient money is available to meet City obligations due within the next six months.
Recommendation
Staff recommends that the City Council receive and file the Treasurer’s Report for the Quarter ended June 30, 2022.
Background
The attached Treasure’s Report is provided to the City Council per the City of La Verne Administrative Regulation Number 215, Investment Policy , and the State of California’s Government Code (GC) Section 53646. GC 53646 requires that a quarterly report (or monthly if legislatively elected) be submitted to the City Council within 30 days following the end of each quarter. This report details cash and investments held by the City, a statement that the portfolio complies with the Investment Policy, and confirms the City’s the ability to meet pooled expenditure requirements for the next six months.

DATE: August 15, 2022
TO: Honorable Mayor and City Council
FROM: Michael Yelton, Interim Finance Director
SUBJECT: Amendments to the Fiscal Year 2022 - 2023 Adopted Budget _____________________________________________________________________
AGENDA SUMMARY
The City’s fiscal year 2022-23 adopted budget requires several revisions to insure that there is sufficient funding to accommodate the year’s anticipated expenditures. These are: 1.) The appropriation of funding for the Los Angeles Interagency Metropolitan Police Apprehension Crime Taskforce (LA IMPACT); and 2.) The appropriation of funds from the section 115 pension trust fund to pay a portion of the City’s PERS retirement system unfunded liability. Since neither of these changes require an appropriation from the General Fund, the City’s General Fund reserves remain unchanged. Additionally, each of the changes reflects corrections in the final budget document that was presented to the City Council.
RECOMMENDATION
It is recommended that the City Council amend the fiscal year 2022- 23 b udget to include an appropriation of $646,150 for programs related to L A IMPACT, and to allocate $533,100 from the section 115 pension trust fund to provide for the City’s full payment to the PERS unfunded liability.
BACKGROUND
On June 20, 2022, the City Council concluded its fiscal year 2022- 23 budget preparation process, and formally adopted it by means of Resolution No. 22- 36.
Unfortunately, the budget has since been found to contain a number of errors and omissions. They occurred primarily due to staff turnover, and unfamiliarity with the budget format. The errors and omissions are mostly minor, and many can be addressed as part of the City’s mid-year budget review process. There are, however, two corrections that staff feels are more significant and require more immediate attention.
The first of these amendments pertains to the LA IMPACT program. LA IMPACT is a multi-agency, multi -jurisdiction entity that works to combat illegal narcotics that are being imported or distributed within the region. The City of La Verne has been a 26 August 15, 2022, City Council Meeting
member of LA IMPACT for many years. As such, the City has committed to using all or part of the Federal money it receives from asset forfeitures to help pay for the program.
For the current fiscal year, the City’s intent was to fund LA IMPACT in the amount of $646,150. However, this amount was not included in the adopted budget. To correct this error, staff recommends that the City Council amend the budget to appropriate the necessary funds.
The second of these amendments has to do with the unfunded liability portion of the City’s PERS retirement system. Each year , PERS does an actuarial analysis to determine how much money the City has set aside for its future retirement liabilities and how much remains unfunded. PERS then requires the City to pay a portion of the unfunded liability in the current year with the intent of having all the money available in the future when retiree benefits become due. This fiscal year, PERS is requiring the City to contribute $876,900 towards its unfunded liability.
Of the $876,900 total, the adopted budget allocated $343,800 from a combination of General Fund, Water, and Sewer operational budgets. What was not accounted for was the portion of the payment that was to be funded by the City’s section 115 pension trust fund. As a reminder, the Section 115 trust fund was specifically created to set aside monies to pay a portion of the City’s unfunded liability. Currently, the trust fund has a balance in excess of $4.5 million, due largely to proceeds pledged to it from the sale of property.

CITY OF LA VERNE
Fire Department
DATE: August 15,2022
TO: Mayor and City Council
FROM: Chris Nigg, fire Cnied
SUBJECT: Motorola Radio Purchase
SUMMARY:
The fire department is procuring new portable radios to standardize all portable radios to one make and model. While funding for the purchase was appropriated in the 2022-23 budget, due to the amount of the purchase, Council's approval is required. As such, staff is requesting authorization of the $144,321 purchase from Motorola Solutions.
RECOMMENDATION:
Staff recommends that the City Council approve Purchase Order No 34370 and 34371for the purchase of 10 Motorola APX 8000 portable radios, 33 Remote Speaker Mics, and flash software upgrades for existing fire department radios. The total purchase price of $144,321.92 is based on current contract pricing for the County of Los Angeles lnternal Services Department (lSD) and users of the lnteragency Communications lnteroperability System (lCl), of which the City is a member agency.
BACKGROUND:
The fire department is procuring new portable radios to standardize all portable radios to one make and model, replace obsolete grant-funded radios, and ensure that each firefighter in the department has an assigned portable radio to enhance firefighter safety and accountability.
Additionally, the software in the department's radios will be upgraded to the latest standard, and all fire department members will be provided with a remote speaker microphone for routine and firefighting operations. The software upgrade will provide a standardized platform for all radios and improve the maintenance and operation of the existing devices. The remote speakers allow for enhanced, hands-free communication when operating in noisy operational environments.
The award of this contract is in accordance with City Purchasing Regulations and is based on cooperative purchase pricing between Motorola Solutions and the County of Los Angeles lnternal Services Department (lSD).

Page2
FISCAL IMPACT:
The purchase of the radios was included as part of the Fiscal Year (FY 22123) budget as approved by the council. There will be no impact on the General Fund as the Fire Department equipment replacement fund (250) will be used for the purchase.

SIIBJECT: Declaration of Surplus Property
AGEI\DA
The listed police equipment is obsolete and is no longer needed as it has been replaced with current technology. Each piece of equipment will become surplus to the City's operational needs and staffis requesting that City Council authorize staff to dispose of the equipment as outlined below.
RECOMMEI\DATION
Staffrecommends that the City Council declare the equipment identified in Attachment A as surplus to the City's needs, and further recommends that the staff be directed to sell each piece in a fair and equitable manner to Sunny Communications.
BACKGROT]I\D
The Department possesses obsolete radios that no longer provide value to the organization or another law enforcement agency within Califomia. The radios contain sensitive radio frequencies that inhibit use by other departrnents within the City (AR 606 $ B (l). Additionally, the sensitive information within each radio restricts the Departments ability to proceed with the recommended auction process as described in subsection B (2) ofAR 606.
The Departnent sought bids from local qualified Motorola vendors interested in the equipment. The proposal required the vendor to delete the sensitive information before repurposing the radio. The Department did not receive any local vendors interested in the equipment. The Department also considered the cost of deleting the information to repurpose the equipment in-house or attract other vendors, and found the cost to be fiscally challenging.
30 August 15, 2022, City Council Meeting
Declaration of Surplus Property Staff Report August 15, 2022 The Department received a referral from a Motorola representative of a vendor located in Lakewood, Colorado, willing to meet the proposed requirement(s).
Sunny Communications offered the Deparfnent $7,260, and will provide a letter of guarantee assuring the sensitive information is deleted before repurposing the equipment. The company has an active registration with SAM.GOV, and the Deparfinent did not find any negative information.

From: Yvonne Duran, Community Services Manager
Subject: Request for Approval of Application to Apply for Excess Proposition A Grant Funds for the Las Flores Park Improvement Project and Adoption of a Youth Employment Plan
SUMMARY
Staff has prepared a grant application and Youth Employment Plan to be submitted to the County of Los Angeles. The $650,000 grant request is for funding towards the Las Flores Park Improvement Project and Youth Employment Plan. The attached resolution and Youth Employment Plan must be submitted as part of the application packet.
RECOMMENDATION
Staff recommends that City Council approve Resolution No. 22-64, allowing staff to submit a grant application and Youth Employment Plan for the Las Flores Park Improvement Project.
BACKGROUND
In 2016 the City was awarded $500,000 in grant funds through The Los Angeles County Proposition A Safe Neighborhood Parks, Gang Prevention, Tree-Planting, Senior and Youth Recreation, and Beach and Wildlife Protection of 1992 for the La Verne Wilderness Area Project. In July of 2017, The Los Angeles County Regional Park and Open Space District allocated excess funds of $150,000 to be used towards the La Verne Wilderness Area project which brought the total to $650,000 in grant funds for the project. In order for the City to utilize the grant funds, the entire scope of the project would be required to be completed.
City staff determined that the entire scope of the La Verne Wilderness Area project was not able to be completed and the City was required to release the funds back to Los Angeles County. At that time staff submitted a request to repurpose the funds for the Las Flores Park Improvement Project. This project would include a new restroom facility on the south end of the park by the softballs fields, resurfacing of the tennis courts which would include adding lines for four pickle ball courts on two of the tennis courts, and re-fencing of the tennis courts which would also include new windscreens.

Agenda Report- Grant Application for Las Flores Park Improvments August 15, 2022
On May 5, 2022, the City was notified that we received approval for the repurposing of the grant funds for the Las Flores Park Improvement Project. In order to receive these funds, the La Verne City Council needs to adopt a resolution to apply for the Proposition A Funds as well as adopt a Youth Employment Plan for the Project.
As part of the grant, the City is required to implement a Youth Employment Plan for at-risk youth. This plan would be for at-risk youth to perform tasks associated with the project. Due to the nature of this project, it requires that all work be performed by skilled laborers; therefore, this project is not appropriate for the employment of At -Risk Youth. The County anticipates that this project will go to their board in October 2022 for approval.

DATE: August 15, 2022
TO: La Verne Public Financing Authority Board of Directors
FROM: JR Ranells, Assistant City Manager
SUBJECT: A doption of La Verne Mobile Country Club; and Valley Rancho Mobile Home Park 2022- 23 Budgets
SUMMARY
Annually, the La Verne Public Financing Authority (LVPFA) reviews and approves the operating budgets for the two City owned mobile home parks. The budgets do not reflect significant changes from previous years and are attached for the Authority’s consideration and adoption.
RECOMMENDATION
Staff recommends that the La Verne Public Financing Authority adopt Resolutions No. JPFA-64 and JPFA-65 approving the 2022-23 annual operating budgets for La Verne Mobile Country Club and Valley Rancho Mobile Home Park.
BACKGROUND
At the time the City acquired each of the parks, it was determined there would be an annual review of their budgets by the City’s Financing Authority. In line with the operating agreement with the City, Haven Management Services prepares the budgets with the assistance of City staff by evaluating each park’s anticipated needs as well as increases associated to current trends. Additionally, the City Council assigned Mobile Home Park Liaisons Mayor Hepburn and Mayor Pro Tem Crosby have reviewed the draft budgets prior to bringing forth to the full La Verne Public Financing Authority for final approval.
This year’s proposed budget has sufficient revenues generated to support the recommended activities and allow each park to function independently without subsidy from other City sources.

Agenda Report – 2022/23 MHP Budgets
August 15, 2021
La Verne Mobile Country Club (LVMCC)
A significant amount of the revenues generated from this park are utilized for the Bond payment that purchased the park in 1996. This year will mark the 26 th year of
the 30 year bond payment ultimately ending in 2026.
Revenues are expected to be relatively flat with an estimated five percent increase in space rent beginning March 2023. Included with this year’s budget, is $15,000 to reroof the small club house, $16,500 to paint both the small clubhouse and car wash building, $40,000 to convert areas of turf to drought resistant landscaping, and $35,000 has been allocated to the final phase/installation of the water meter project.
As part of the Bond financing utilized to purchase the park, the Homeowners Council reviews the draft budget and provides feedback for consideration. The Homeowner’s Council is supportive of the La Verne Public Financing Authority’s approval of the budget as submitted.
Valley Rancho Mobile Home Park
Expenditures for this mobile home park budget are similar to prior years with additional funding going toward refurbishment and repair of park owned facilities (approximately $63,250). Additionally, there will be a rent increase of 5.9% as of September 2022 and a management fee increase of 5% based on the agreement with Haven Management.

d. Amendments to the Fiscal Year 2022 - 2023 Adopted Budget - The City’s fiscal year 2022- 23 adopted budget requires several revisions to insure that there is sufficient funding to accommodate the year’s anticipated expenditures.
Interim Finance Director Yelton recommends that the City Council amend the fiscal year 2022-23 budget to include an appropriation of $646,150 for programs related to LA IMPACT, and to allocate $533,100 from the Section 115 Pension Trust Fund to provide for the City’s full payment to the PERS unfunded liability.
e. Motorola Radio Purchase
- The Fi re Department is procuring new portable radios to standardize all portable radios to one make and model. While funding for the purchase was appropriated in the 2022- 23 budget, due to the amount of the purchase, Council’s approval is required. Fire Chief Nigg recommends that the City Council approve Purchase Order No 34370 and 34371 for the purchase of 10 Motorola APX 8000 portable radios, 33 Remote Speaker Mics, and flash software upgrades for existing Fire Department radios. The total purchase price of $144,321.92 is based on current contract pricing for the County of Los Angeles Internal Services Department (ISD) and users of the Interagency Communications Interoperability System (ICI), of which the City is a member agency. f. Declaration of Surplus Property
- The listed police equipment is obsolete and is no longer needed as it has been replaced with current technology. Each piece of equipment will become surplus to the City’s operational needs and staff is requesting that City Council authorize staff to dispose of the equipment as outlined below.
Police Chief Flores recommends that the City Council declare the equipment identified in Attachment A as surplus to the City’s needs, and further recommends that the staff be directed to sell each piece in a fair and equitable manner to Sunny Communications.
g. Staff recommends approval and passage of the following Resolutions:
