Pulled from the Consent
Calendar
Amendments to the Fiscal Year
2022 - 2023 Adopted Budget
La Verne resident Danita Beauchamp pulled from the Consent Calendar the Amendments to the Fiscal Year 2022-23 adopted Budget for further discussion.
Ms. Beauchamp questioned the LA Impact expenditure.
City Manager Russi and Mayor Hepburn responded to her concerns.
It was moved by Johnson, seconded by Lau, and carried by roll call by a vote of 5-0, to approve the amendments to the Fiscal Year 2022-23 adopted budget.
Amendments to the Fiscal Year 2022 -23 Adopted Budget - The City’s fiscal year 2022-23 adopted budget requires several revisions to insure that there is sufficient funding to accommodate the year’s anticipated expenditures. These are: 1.) The appropriation of funding for the Los Angeles Interagency Metropolitan Police Apprehension Crime Taskforce (LA IMPACT); and 2.) The appropriation of funds from the section 115 pension trust fund to pay a portion of the City’s PERS retirement system unfunded liability. Since neither of these changes requires an appropriation from the General Fund, the City’s General Fund reserves remain unchanged. Additionally, each of the changes reflects corrections in the final budget document that was presented to the City Council.
Interim Finance Director Yelton recommended that the City Council amend the fiscal year 2022-23 budget to include an appropriation of $646,150 for programs related to LA IMPACT, and to allocate $533,100 from the Section 115 Pension Trust Fund to provide for the City’s full payment to the PERS unfunded liability. Approved.
Motorola Radio Purchase Motorola Radio Purchase - The Fire Department is procuring new portable radios to standardize all portable radios to one make and model. While funding for the purchase was appropriated in the 2022-23 budget, due to the amount of the purchase, Council’s approval is required. As such, staff is requesting authorization of the $144,32.92 purchase from Motorola Solutions.
Fire Chief Nigg recommended that the City Council approve Purchase Order No 34370 and 34371 for the purchase of 10 Motorola APX 8000 portable radios, 33 Remote Speaker Mics, and flash software upgrades for existing Fire Department radios. The total purchase price of $144,321.92 is based on current contract pricing for the County of Los Angeles Internal Services Department (ISD) and users of the Interagency Communications Interoperability System (ICI), of which the City is a member agency.
Approved.
Declaration of Surplus Property Declaration of Surplus Property - The listed police equipment is obsolete and is no longer needed as it has been replaced with current technology. Each piece of equipment will become surplus to the City’s operational needs and staff is requesting that City Council authorize staff to dispose of the equipment.
Police Chief Flores recommended that the City Council declare the equipment identified in Attachment A as surplus to the City’s needs, and further recommends that the staff be directed to sell each piece in a fair and equitable manner to Sunny Communications. Approved.

City Manager Russi and Mayor Hepburn responded to her concerns.
It was moved by Johnson, seconded by Lau, and carried by roll call with a vote of 5-0, to approve Resolution No. 22-64, approving an application for grant funds for the Las Flores Park and adopting a Youth Employment Plan.

Continued Application for YFAC -2A22
2. Work Experience- Describe your duties: ln 1994 I received a call from Jeff Atlred, Assistant City Manager, City of La Verne about a new Committee in La Verne. The name at the time was Red Ribbon Committee, and was a committee to create progrilms for kids at risk. Jeff had determined since I had founded a program for 3'd and 4th grade students in our schools entitled Hands-On History that I might b interested in this new committee. Up untilthe beginning of the pandemic, beginning in March of 2O2O, t have missed less than 5 of the monthly meetings.
During this time, I have personally created with the coordination of ULV and Ramona Middle School a mentoring program between upper level ULV students and students at Ramona who coutd use the extra tutoring and mentoring. 3&35 students from each school each year have connected and participated together in this program for over 15 Years.
Since t did a Post Card Advertisement program at my realestate company, I thought a Post Card program describing trends that could harm our students *ould be a good idea, which t presented and was successfutly implemented. Due to my association with Fairpler alt postcards were designed and printed at no charge, with only the postage an expense for YFAC'
Since YFAC is not directly financially supported by the City, (only employee in- kindlthe committee needs fund raising to accomptish our goals. lt was my idea to have a celebrity waiter Fund Raiser with committee members, and others in the community, inviting a table full of peopte who where willing to fund the craziness of the celebrity walter. As the chair of these events, it brought a lot of excitement and financiat supportto our cause. we raised over 510o000 at these 3 events' I introduced the idea of having Bonita High students, a senior and junior, added to our committee as members. lt's creating a better understanding of problems when the discussion has, as participants, those directly involved' This idea was successfully implemented with marvelous success. Since students are back at schoot and YFAG is now meeting in person, students will be back at our committee's table in the Fal! of this year'

Staff Report
CITY OF LA VERNE
Fire Department
DATE: August 29, 2022
TO: Honorable Mayor & City Council
FROM: Chris Nigg, Fire Chief
By: Robert Russell
SUBJECT: Declaration of Surplus Fire Equipment
______________________________________________________________________
SUMMARY:
The listed fire equipment is obsolete and no longer needed. Each item has been replaced by newer, relevant technology. As such, each item is now surplus to the City and fire department’s operational needs.
Staff is seeking to dispose of the equipment in accordance with Administrative Regulation 606, thereby allowing the fire department to recoup proceeds for the fire equipment replacement fund.
RECOMMENDATION:
Staff recommends that City Council declare the listed equipment as surplus to the City’s needs and further direct staff to sell in a fair and equitable manner via the open market or other similar method.
BACKGROUND:
The Fire Department has many items that no longer meet the department’s operational needs or are serviceable. These items include two (2) Hurst “Jaws of Life” rescue tools from the early 90’s and 2000s, respectively. These rescue tools are no longer practical due to the hardened steel used in modern vehicles and the limited cutting force of the devices. Additionally, the department has several ventilation fans over 40 years of age that do not move the air volume to ventilate modern structures effectively. The department also has two generators and portable light stands that have been in storage and are no longer serviceable.
The equipment proposed for surplus includes:
• Two (2) Hurst Rescue tool systems, including cutters, spreaders, rams, hoses, and miscellaneous components.
• Four (4) SuperVac electric ventilation fans
• One (1) Tempest gasoline-powered blower
• One (1) Honda EG 5000 portable generator
• One Power Craft 3000 watt generator
• Three (3) Havis tripod mobile light stands
FISCAL IMPACT:
No impact on the general fund. Monies derived by selling these items will be returned to the fire department equipment replacement fund (fund 250).
Respectfully submitted by: Robert Russell, Fire Battalion Chief. 42 September 6, 2022 City Council Meeting
