Resolution Approving Fees for
the Issuance of Concealed
Carry Weapons (CCW) Permits
Police Lieutenant Dransfeldt reported on the proposed Resolution for fees for the Issuance of Concealed Carry Weapons (CCW) Permits. He stated that on August 1, 2022, the Los Angeles County Sheriff’s Department (LASD) stopped processing new applications for Concealed Carry Weapons (CCW) from applicants who do not reside within a jurisdiction contracted by the LASD. The La Verne Police Department will now process CCW applications per California Penal Code Section 26155(b) and it was requested that the City Council approve a Resolution amending the City’s Fee Schedule setting forth the CCW processing and issuance fees. He stated that La Verne Police will be contracting with an independent vendor for processing the applications. The Vendor will conduct the necessary background checks, etc., and provide the Police Department a complete and thorough comprehensive report for their review. Police Sergeant Weinreb is the Department’s liaison for issuance of CCW Permits.

City Council discussed the renewal process, background checks, revoking a permit, the costs and the need for psychological tests.

Mayor Hepburn called for public comment on this matter.

Muir Davis, La Verne resident suggested increasing the administrative cost to recoup the whole cost of a psychological test, add language that a psychological test is required for renewals, and that the applicant should identify if they are part of a militia and have the membership verified by the State of California.

Acting Police Chief Gonzales responded that because of State law, the City is not allowed to recoup the entire cost of the psychological test.

Richard Bowen, La Verne resident, stated that citizen’s rights are critical.

John Wilson, La Verne resident asked how long the permits were valid for.

Lilly Haung, La Verne resident stated it was a citizen’s right to carry and protect themselves.

After further discussion by Council, it was moved by Johnson, seconded by Lau, (Council Member Kashifalghita voted remotely) and unanimously carried by roll call to approve Resolution No. 23-10, amending the Fee Schedule by adding the processing and issuance fees for Concealed Carry Weapons.

Mayor Hepburn called for public comment.

There were public comments at the meeting. (Below are only partial public comments, please visit the City’s website to view the archived Council meeting.)

Danita Beauchamp, La Verne resident stated that the City Council should be ashamed for awarding a Community Design Awards to a resident who has a huge swimming pool when residents are asked to conserve water. She reported on a Resolution adopted by the City of Claremont condemning any form of hate or discrimination and she urged the Council not to follow suit.

Stephen Wiard, La Verne resident, stated that the City of Claremont adopted the resolution because antisemitic flyers distributed in the City.

John Wilson, La Verne resident asked the City Council for help in installing a traffic signal light at the intersection of Arrow Highway and Fulton Road

City Manager Domer replied that as part of the Gold Line Project there are plans to install a traffic signal at that intersection.

Pam Berry, La Verne resident, asked that the City look into using a blue tooth device to help residents who are hearing impaired when they attend Council meetings. She also asked that the City Council not to follow suit in adopting a Resolution condemning any form of hate or discrimination like Claremont.

La Verne is not Claremont.

Anna Anderson, La Verne resident, stated La Verne is a different City and the City Council should not adopt a resolution condemning any form of hate or discrimination in the same manner as Claremont.

Lilly Huang, La Verne resident, stated that La Verne is a friendly City and is not racist.

Kathy Kalousek, La Verne resident, spoke about the Resolution adopted by Claremont and that it was not a bad thing.

Kathy Newlon, La Verne resident, stated that Claremont’s resolution is divisive.

Yvonne Gallegos, La Verne resident, stated that each City has their own racism and if the City of La Verne is a welcoming City, against racist, hate, bias, and discrimination, the City should not be afraid to stand behind that. She inquired on the Black History Month Proclamation and thought it was being presented tonight.

City Manager Domer replied that the City Council at the last meeting voted to add the Black History Month Proclamation to that meeting and directed staff to prepare a proclamation, which was done.

Richard Bowen, La Verne resident, stated that La Verne is not a racist City and that the City is very welcoming.

26 City of La Verne, City Council
Agenda Report

DATE: March 6, 2023

TO: Honorable Mayor and City Council

FROM: Yvonne Duran, Community Services Manager

SUBJECT: Heart of the Foothills Open Streets Event - Memorandum of Understanding 2023

SUMMARY
Authorization to execute a Memorandum of Understanding between the cities of La Verne, Claremont, Pomona, San Dimas, and the San Gabriel Valley Council of Governments to host the Heart of the Foothills Open Streets event to be held on April 23, 2023.

RECOMMENDATION
That the City Council authorize the City Manager to execute the proposed Memorandum of Understanding with the cities of Claremont, Pomona, San Dimas, and the San Gabriel Valley Council of Governments for event planning, public safety, traffic control, and other support services for the Heart of the Foothills event to be held on April 23, 2023.

DISCUSSION
The City of La Verne, in cooperation with the cities of Claremont, Pomona, and San Dimas, together with the San Gabriel Valley Council of Governments (SGVCOG), applied for funds from the Los Angeles County Metropolitan Transportation Authority (Metro) to host a one-day open street event, scheduled for Sunday, April 23, 2023. These events promote active transportation by closing the streets to vehicle traffic and opening them for walking, biking, and other modes of transportation.

In 2018, the City participated in a similar event called CicLAvia coordinated by the SGVCOG, CicLAvia, and the cities of Claremont, LaVerne, Pomona, and San Dimas. The 2023 Golden Streets: Heart of the Foothills event will utilize the same partners, with the substitution of the non - profit ActiveSGV rather than CicLAvia. The event will mimic the 2018 event in that it will utilize roughly the same route and logistics. Each participating city will host an area on the event circuit called a HUB, which will provide interactive components, entertainment, community booths, etc. ActiveSGV will coordinate the logistics for the HUB in La Verne in cooperation with Ci ty staff. City staff will also coordinate with ActiveSGV for public engagement and outreach, marketing, and all planning efforts.

SUBJECT: RESOLUTION NO. 23-11, ADOPTING A SALARY CHART FOR PART- TIME EMPLOYEES AND AMENDING RESOLUTION NO. 22 -48, A

SALARY CHART FOR FULL -TIME EMPLOYEES TO UPDATE THE

SALARY FOR AMBULANCE OPERATOR

SUMMARY
Resolution No. 23- 11 and the associated part-time salary table reflect adjustment s in compensation resulting from increases in the California Minimum Wage as well as adjustments to better reflect aquatics employee work duties and responsibilities. The proposed changes also include an adjustment to the full -time Ambulance Operator position since they are also tied to the statutory minimum wage of $15.50 per hour.

RECOMMENDATION
It is recommended that the City Council:

1. Adopt Resolution No. 23- 11, t itled, “A RESOLUTION OF THE CITY COUNCIL OF

THE CITY OF LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA,

ADOPTING A SALARY CHART FOR PART -TIME EMPLOYEES AND AMENDING RESOLUTION NO. 22 -48, A SALARY CHART FOR FULL -TIME EMPLOYEES TO UPDATE THE SALARY FOR AMBULANCE OPERATOR;” and,

2. Appropriate $39,100 from the General Fund to cover the minimum wage increase through the remainder of the 2022-23 Fiscal Year.

DISCUSSION
Effective January 1, 2023, the minimum wage in California increased from $15 to $15.50 per hour. To be in compliance with State law, La Verne employees making under $15.50 per hour were administratively adjusted as of January 1. However, formal approval of the part-time salary table is needed to reflect the increase as well as adjust other positions linked to minimum wage in order to prevent compaction issues. Generally, part -time positions linked to minimum wage will increase a little over three percent (3%).

Addit
ionally, the Community Services Department is requesting to modify aquatics program related positions to better reflect s pecific position duties, provide for better progression between classes, and to be more competitive compared to neighboring cities who also have aquatic programs. The classification for Pool Instructor II is proposed to be removed as part of the requested changes to help mitigate additional financial impacts and to better represent departmental needs. Other vacant and no longer needed part - Monday, March 6, 2023
41 time positions are also being deleted from the salary table as part of general administrative clean up measures.

Lastly, as part of the Fire Department’s redeployment model, a classification and annual salary for Ambulance Operator was approved by the City Council at the end of 2021. The annual salary was based on the 2022 minimum wage of $15 and adjustments need to be approved to reflect the new minimum wage of $15.50.

Staff is requesting the changes be effective on March 12, 2023, which coincides with the beginning of the next pay period.

FISCAL ANALYSIS
The recommended action is estimated to have a $39,100 fiscal impact and appropriations will need to be added to the Fiscal Year 2022-23 Adopted Budget in the General Fund to cover the minimum wage increase for the remainder of the fiscal year.

ENVIRONMENTAL ANALYSIS
Not applicable.
