ADJOURNMENT in memory of former City Council Member Patrick Gatti.

Pat was a long time La Verne resident and business owner of La Verne Florist in Oldtown La Verne. He served as a Council Member for 21 years, from 1982 to 2003, and served as Mayor Pro Tem for some of those years. Pat had a deep passion for the communit y and ran for Council to serve as a voice for the residents of La Verne.

During his time on the Council, Pat collaborated with and led many committees and commissions including the Child Care Summit Committee, Parks and Recreation Commission, Parks and H uman Services Commission, Homeowners Association Advisory Committee, and the Noise Pollution Committee, to name a few. His pride for the community extended far past La Verne’s borders spreading across the nation. After the 9/11 attacks, Pat Gatti assisted in the development of the parade as La Verne fire engines carried New Yorkers and their families through the streets. La Verne residents cheered and waved as these survivors made their way through the community. He valued collaboration and connections with others as he volunteered to visit our sister city in Acambaro, Mexico in 1987 and advocated for providing resources to their community. Gatti prioritized the economic development of the City and guided the Foothill Blvd Committee towards the development of multiple businesses that fostered La Verne’s economic growth.

His service to the City continued after his time as a Council Member. He was part of the Old Town La Verne Business Improvement District for many years. He continued to invest his time and wisdom to the community up to his move to Arizona. He enjoyed his retirement in Arizona spending time with his family and speaking fondly of his memories of La Verne, w hich was his pride and joy. He is survived by his son, John, and his sister, Rose Marie.

14 City of La Verne, City Council
Agenda Report

DATE: May 1, 2023

TO: Honorable Mayor and City Council

FROM: Ken Domer, City Manager

SUBJECT: TICKET DISTRIBUTION POLICY

SUMMARY

The City Council is requested to approve a Ticket Distribution Policy to be included with the City of La Verne’s Administrative Regulations. The Policy outlines the City’s methods for ticket distribution and reporting that falls in line with regulatory requirements from the Fair Political Practices Commission (FPPC).

RECOMMENDATION

It is recommended that the City Council approve Resolution 23- 15, titled, “A

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA VERNE, COUNTY OF

LOS ANGELES, STATE OF CALIFORNIA, ADOPTING A TICKET DISTRIBUTION POLICY.”

DISCUSSION

City of La Verne staff regularly review our Administrative Regulation policies to ensure that the City’s operations abide by the current government statutes and regulations.

During the review, it was identified that a “Ticket Distribution Policy” should be developed to clearly outline the City’s methods for ticket distribution and reporting that falls in line with regulatory requirements from the Fair Political Practices Commission (FPPC).

Usually, Administrative Regulations are simple policy statements developed and administered by the City Manager. In this case, because of the financial nature of the regulation, the City Council should establish this Administrative Regulation by Resolution and any future modification would also be made by Council Resolution.

Section 18944.1 of the FPPC sets forth a procedure for agencies that provide tickets to their City Officials that, if utilized, will result in the tickets not qualifying as gifts under the Act. Under this procedure, the official may accept the ticket if there is a public purpose achieved through that official’s use of the ticket and will not need to report the ticket as a gift on their annual Statement of Economic Interests. Tickets distributed under the policy, including tickets distributed at the behest of a City O fficial, must be identified on a Form 802 and posted on the agency’s website to comply with this regulation. The form must be completed within 45 days of distribution of a ticket or pass. Where the distribution is made pursuant to the public purpose exception, that purpose must also be described on the City Council Agenda, May 1, 2023
15 form. An agency is free to make its own choice whether to adopt a policy conforming to the regulation or to treat the tickets as income or gifts to the official and not apply the regulation.

SUBJECT: Declaration of Surplus Property – Vehicles and Equipment

SUMMARY
This action will declare five vehicles and three pieces of equipment surplus due to age, condition, or no longer meet ing operational requirements. Once declared surplus, the equipment will be disposed of per Administrative Regulation No. 606.

RECOMMENDATION
It is recommended that the City Council d eclare the vehicles and equipment identified in Attachment 1 as surplus to the C ity’s needs and direct staff to dispose of each asset per Administrative Regulation No. 606.

DISCUSSION
The Fleet Maintenance Division of the Public Works Department is responsible for the purchase and maintenance of all vehicles and equipment used by the C ity’s various departments. The Division prepares specifications for the purchase of new vehicles and equipment, provides routine maintenance and repairs of such equipment, establishes equipment replacement plans, and is responsible for disposing of declared surplus equipment.

Certain vehicles and equipment have been depreciated and are scheduled for replacement. Each unit on the proposed surplus list (Attachment 1) is no longer useful or is ineffective for current operational requirements. Each will become surplus and will be disposed of per Administrative Regulation No. 606. The typical process is for the City to auction the equipment through a third - party vendor with proceeds returned to the Equipment Fund.

FISCAL ANALYSIS
Any proceeds from the auction of these vehicles/equipment will be placed in the Equipment Fund.

The proceeds are difficult to predict given current market conditions but are anticipated to be less than $25,000.

ENVIRONMENTAL ANALYSIS
This action is not considered a “Project” under the definition of the California Environmental Quality Act (CEQA) and is therefore not subject to CEQA Review.

LEGAL ANALYSIS
Not applicable.

In November 1980, voters approved a Paramedic Service Fee to be used solely for the provision and administration of emergency paramedic and ambulance service in the City of La Verne.

Based upon estimated Fire Department appropriations for the 2023-24 budget, paramedic and ambulance related operating costs are projected to be $2,507,904. These costs include 100% of costs for ambulance operators, 15% of personnel costs for administration and paramedic staff and direct operational costs. At the proposed rate of $6.35 per unit ( as defined in La Verne Municipal Code Section 3.24.020), per month, Measure GG generates approximately $1,009,000 in revenue to support the defined services. Total service fee revenues, including an estimated $1,350,000 from insurance billings, are projected to be $2,359,000.

FISCAL IMPACT
Per the Ordinance, adjustments to the City's monthly paramedic service fee are limited to the year over year change in the October Consumer Price Index for the Los Angeles/Long Beach area .

The October 2022 year over year consumer price index had a 7.5% increase from October 2021.

Therefore, the monthly rate can be adjusted by $0.44, to $6.35 per unit. The additional annual revenue generated is estimated to be $69,627 to be deposited into the Paramedic Service Fund and will be included in the Fiscal Year 2023-24 budget preparations.

SUMMARY
On July 18, 2022, the Assistant City Clerk gave notice of two (2) vacancies on the Active Transportation Committee (ATC). The City Council held ATC interviews on April 24, 2023, and will need to appoint two new members to the committee.
