CITY OF LA VERNE
DATE: August 4, 2023
TO: Honorable Mayor and City Council
FROM: Ken Domer, City Manager
SUBJECT: STUDY SESSION PRESENTATION ON CHRISTMAS MORNING
Attached, please find the pres entation for the Monday, August 7, 2023, Study Session.
Study Sessions , when scheduled, are an opportunity to present community issues, upcoming policy questions, or otherwise conduct informal and typically more in- depth discussion of specific issues. While Study Sessions are public meetings, no official action is taken by the Council but direction and guidance on an issue can be gained by staff as the matter may come back for official consideration by the Council.
The Study Session for August 7
th involves discussing the Christmas Morning event which, as you know, is a long-standing tradition that in its current format has six different routes using staff, volunteers, and typically fire vehicles to convey Santa around every street in the City starting at 7 a.m. on Christmas Day. Staff and volunteers work prior to Christmas Day to organize , prepare treat bags , and arrange the vehicles and volunteers. On Christmas Day, some staff arrive as early as 5 a.m. and there is a kickoff meeting around 6:30 a.m. Depending on volunteer com mitment, the routes take anyw here from 4 to 7 hours to complete. Unfortunately, a few staff members remain working almost 12 hours on Christmas Day.
Due to worsening logistics for the event, including reduced volunteer hours and the desire to let staff and volunteers spend Christmas Day with their families, the Christmas Morning Committee reviewed the program and is putting forth an alternative concept for discussion. I witnessed the morning activities this past year and understand the importance of tradition. I don’t take lightly the consideration the Committee undertook in developing a recommendation to propose to the Council and, ultimately, the community about how to proceed forward. Their goal of having a successful event is appreciated.
The Study Session on Monday will go over more details and the attached presentation is designed to help guide it. In general, one option for consideration are celebrations to be held over the course of five days in the evening prior to Christmas. Each event would have Santa and friends, including a C ouncilmember, on a fire engine drive through a designated route in each district. Each route would end at a local park within each district for visits with Santa and his friends. The holiday-themed park visits would feature photos with Santa, treats and crafts, donation opportunities to tie back into the original purpose of the Christmas Morning tradition, and offer social gatherings for friends and family.
I look forward to hearing from the community and the City Council on Monday.
Christmas in La Verne
A new story…
❖ The “Fireman’s Treat” started nearly 100 years
ago in 1925.
❖ During the 1920s La Verne’s volunteer
firefighters delivered food to needy families on
Christmas morning.
❖ As the community transitioned from a small
citrus farming community to a growing suburb,
the tradition of providing treats to the
community grew along with the city.
❖ By the 1990s, nearly 11,000 treat bags were
distributed throughout the community. This
effort required the entire on-duty professional
fire department staff, plus 60 volunteers,
including reserve and retired volunteer
firefighters, friends, and family.

❖ The Christmas Morning event has adjusted over the years with the City's growth
❖ Review of the event over the years show it is on an
unsustainable path due to many factors:
❖ Change in organization over the years and in 2019
❖ Inconsistent volunteer base – leaving mid-route
❖ Physically demanding event and extended hours for
volunteers
❖ City Employees have negotiated holidays but pressured to volunteer or work
❖ Long commitment: 12+ hours for Community Services
Staff
❖ The goal of the La Verne City organization is to allow employees to spend Christmas with their families

PRESENTATIONS
Intr
oductions of Newly Hired
Police Officers
Mayor H
epburn, on behalf of the City Council, recognized and introduced the newly Hired Police Officers, as follows:
Police Officer Francisco Valdez - Francisco was raised in Ontario. He worked in county jails for several years, where he gained a unique understanding of the challenges faced by people from various walks of life. His time in this role taught him the importance of kindness and fairness in dealing with others. He is eager to bring his passion, experience, and dedication to the La Verne Community, striving to positively impact the lives of his fellow residents. Alongside his fiancé Tracy and their son Benjamin, Francisco is driven by his love for his family and his deep commitment to serving the community of La Verne.
Police Officer Brady Ecklund - Brady was born in Portland, Oregon and grew up in Sacramento, California. From an early age, he showed interest in working with others in a team setting. He was a child actor from the age of eight where he learned valuable lessons in teamwork and professional communication. Brady moved to Upland, California, when he was ten years old and attended Upland High School. There, Brady worked at a news station and in sports broadcasting.
After high school, he attended Azusa Pacific University where he earned two bachelor’s degrees. One in Media Theory and the other in Business Marketing.
After college Brady attended the Rio Hondo Police Academy and graduated with Class 214. Despite his background in media production, he learned something vital about himself in college. His passion was being active and, on his feet, helping people when they needed it. With everything going on in the political sphere and society at large, he was inspired to make his way into the world of law enforcement where he knew he could help many people. Brady’s father and his father before him were both police officers. Brady’s passion for helping others and appreciation for the community led him to the City of La Verne, where he strives to be a good officer in serving the residents of La Verne.

10 Life Saving Recognition of
Good Samaritans, La Verne

Mayor Hepburn, on behalf of the City Council, recognized and thanked g ood Samaritans La Verne Residents Mike Wilson and Nick Harvey - On June 4, 2023, La Verne Fire Department responded to a report of a 17-year-old drowning victim in a residential pool. On arrival, La Verne Fire Department Firefighters and Paramedi cs located an unconscious victim with life threatening vital signs. However, due to the efforts of Mike Wilson and Nick Harvey, and their quick actions as good Samaritan rescuers, the victim had been revived enough for Paramedics to assume care and ensure survival. The victim was ultimately released from the hospital with zero permanent deficits. The City of La Verne and Fire Chief Chris Nigg are proud to recognize these two La Verne residents for their selfless, quick, and heroic actions.
Alex Avanesyan, District Representative from Senator Susan Rubio’s Office also recognized and thanked good Samaritans La Verne Residents Mike Wilson and Nick Harvey with a certificate of recognition.

DATE: August 7, 2023
TO: La Verne Public Financing Authority
FROM: JR Ranells, Assistant City Manager
SUBJECT: RESOLUTION NO. JPFA-66 & RESOLUTION NO. JPFA-67 ADOPTING
BUDGETS FOR LA VERNE MOBILE COUNTRY CLUB MOBILE HOME
PARK AND VALLEY RANCHO MOBILE HOME PARK
SUMMARY
Annually, the La Verne Public Financing Authority (LVPFA) reviews and approves the operating budgets for the two LVPFA-owned mobile home parks. The budgets do not reflect significant changes from previous years and are attached for the La Verne Public Financing Authority’s consideration and adoption.
RECOMMENDATION
It is recommended that the La Verne Public Financing Authority:
1. Adopt Resolution No. JPFA - 66 titled, “A RESOLUTION OF THE LA VERNE
PUBLIC FINANCING AUTHORITY ADOPTING A BUDGET FOR LA VERNE MOBILE COUNTRY CLUB MOBILE HOME PARK.
2. Adopt Resolution No. JPFA -67 titled, “A RESOLUTION OF THE LA VERNE
PUBLIC FINANCING AUTHORITY ADOPTING A BUDGET FOR VALLEY RANCHO MOBILE HOME PARK.
DISCUSSION
At the time the LVPFA acquired each of the parks, it was determined there would be an annual review of their budgets. In line with the operating agreement, management company Haven Management Services prepares the budgets with the assistance of Staff by evaluating each mobile home park’s anticipated needs as well as increases associated to current trends. Additionally, the City Council assigned Mobile Home Park Liaisons Mayor Hepburn and Council Member Crosby have reviewed the draft budgets prior to bringing forth to the full LVPFA for final approval.
This year’s proposed budget s have sufficient revenues generated to support the recommended activities and allow each mobile home park to function independently without subsidy from City or LVPFA sources.
La Verne Mobile Country Club (LVMCC)
City Council Agenda Packet, August 7, 2023
35 A significant amount of the revenues generated from this park are utilized for the bond payment used to purchase the park in 1996. This year will mark the 27 th year of the 30- year bond payment ultimately ending in 2026.
Revenues are expected to be relatively flat with an estimated three and one-half percent (3.5%) increase in space rent for March 2024. In line with the water meter project and associated billing for water, there will be an eventual reduction in space rent. However, this is anticipated to have a neutral effect on the overall budget. Included with this year’s budget, is $ 52,500 to replace the pool deck, $16,000 for electrical system preventative maintenance, $12,000 for reroofing the park’s maintenance and car wash building, and $10,000 for the upper club house HVAC unit upgrade.
As part of the Bond financing utilized to purchase the park, the Homeowners Council reviews the draft budget and provides feedback for consideration. The Homeowner’s Council is supportive of the LVPFA’s approval of the budget as submitted.
Valley Rancho Mobile Home Park
Expenditures for this mobile home park budget are similar to prior years with additional funding going toward utility costs, anticipated staffing changes, and repair costs.
FISCAL IMPACT
The recommended actions are supported independently from their respective space rent revenues.
ENVIRONMENTAL IMPACT
Not applicable.

SUBJECT: AUTHORIZATION TO OFFER MONETARY REWARD IN INCIDENTS
OF VIOLENT CRIME FOR INFORMATION LEADING TO ARREST AND
CONVICTION
SUMMARY
On July 1, 2023, during mid- day, Rodeo Jewelers was the scene of a violent robbery in which the suspects drove their vehicle into the store, assaulted an employee, and conducted a smash and grab robbery. This item seeks to both offer a reward for information that leads to the arrest and conviction of the suspects as well as authorize the City Manager, upon recommendation of the Chief of Police, to offer a similar reward for future violent crimes.
RECOMMENDATION
That the City Council authorize a $10,000 reward for information which leads to the arrest and conviction of the suspects involved in the Rodeo Jewelers robbery and authorize the City Manager, upon recommendation of the Chief of Police, to offer similar rewards for future violent crimes.
DISCUSSION
Under California Government Code Section 53069.5 and 53069.7, a City Council can authorize a reward, as determined by the local agency, for information leading to the determination of the identity, and the apprehension of, any person whose willful misconduct results in the injury or death to any person or who willfully damages or destroys any property.
On July 1, 2023, a violent robbery occurred mid- day at Rodeo Jewelers. The four suspects drove a vehicle into the store and then proceeded to conduct a smash and grab style robbery of over $300,000 in jewelry. During the robbery, at least one of the suspects assaulted employees prior to all suspects departing in another vehicle. It is strongly believed that this robbery is linked with several other similar robberies in other cities in Los Angeles and Orange counties.
At the July 17, 2023, City Council meeting a resident spoke about the crime and requested that the City Council offer a reward. Based on that request, the City Manager conferred with the Acting Chief of Police and City Attorney as well as reviewed the Los Angeles County reward program. A ccordingly, the authority for offering an award is requested from the City Council as well as authority for similar rewards for violent criminal actions in the future if recommended by the Chief of Police. Basic reward amounts would be City Council Agenda Packet, August 7, 2023
51 $10,000. Rewards are proposed to be similarly set up as the County of Los Angeles reward system and each time a request may be submitted to the County to match the reward amount if such a request meets the County guidelines.
The reward is offered for information leading to the apprehension and conviction of a person or persons whose willful misconduct results in injury or death to any person, or whose willful misconduct results in damage or destruction of property. The reward offer shall specify the person injured or killed or the property damaged or destroyed, the date (if available) the misconduct occurred, and the amount of the reward. Conviction of the person or persons responsible shall be required for payment of a reward unless the City Council makes a finding of impossibility of conviction due to the death or incapacity of such person or persons. For a reward to be considered, the information must be received by the La Verne Police Department within 90 days of the reward offer, unless otherwise extended by the City Council. Claims for reward offers must be submitted in writing to the City Manager within 60 days after the expiration of the period to provide information.
The City Council may extend the information or claim period. All claims shall be in writing and provide the name, address and telephone number of the claimant. Claims are to be reviewed by the City Manager, Chief of Police, Fire Chief (when appropriate), and Finance Director. If necessary, other affected outside agencies will be consulted to determine the merit and validity of a claim. If multiple claims are found to be valid, the reviewing officials will stipulate amounts per claim.
FISCAL ANALYSIS
Funding will be appropriated through the mid- year budget process and subsequently made available through the Police Department’s annual appropriations.
