QUALITY CONTROL PLAN CHECK PROCESS: Principal involvement in our projects ensures that the de- sign integrity is upheld, while the project meets all applicable codes, restrictions, and regulations. KTUA delegates assignments to staff with the necessary experience that meets the project requirements and/ or assure that those tasked with the project are trained effectively. KTUA has a written Quality Control Plan with specific procedures that are supervised by the principals (QC manager) to ensure completeness, accuracy, well-coordinated and complete documents, and compliance with applicable regulations, codes, and guidelines.

THE GOALS OF THE QUALITY CONTROL PLAN ENSURE THAT:
• Work products meet the requirements of the contract scope of work. • Submittals are free of errors, therefore allowing a more thorough review of the content instead of the format of the submittal.
• Project conflicts (such as utilities) are identified early to avoid future changes. • Subconsultant information is coordinated and reviewed at each submittal phase. • Project requirements and objectives are met while environmental and social resources are protected or enhanced. • Project implementation is cost effective and efficient. • Risk and liability are minimized.

CITY OF LA VERNE | PARKS AND RECREATION MASTER PLAN UPDATE | 30 COST CONTROL AND QUALITY ASSURANCE:

KTUA places special importance on cost constraints and seeks to ensure clients that project budgets, capital improve - ment costs and long-term maintenance costs are reasonable and realistic. The firm is well versed in the successful imple - mentation of designed elements. This experience permits realistic design and cost analysis, leading to the completion of the project within established budgets. KTUA makes every effort to fully understand the scope of each project during project nego - tiations to arrive at a reasonable fee for professional services. The firm has a history of requesting change orders and modifications only upon the client request of scope modifications or additions.

The quality control plan on the previous page shows the general steps we take on all our projects . Project managers provide regular communication with our clients on project needs and status and may provide examples of similar
tasks performed to ensure that materials are heading in the right direction . Weekly internal meetings allow the team to review materials prior to submission to ensure quality de- liverables . Clarification on the level of detail and complete- ness will be communicated with the client so all parties agree on expectations . Senior management is involved in reviewing all materials prior to submitting .

We take a pro-active approach in addressing concerns or deficiencies with regular client communication and in-
house methods to address comments on materials . We
employ standards, guidelines and checklists for maps,
documents, and outreach materials prior to submitting a deliverable .

For example, the Menifee Parks and Recreation Master
Plan had different departments reviewing the plan in which staff had different writing styles and graphic preferences, along with regularly updated data . The City provided a master PDF will all the comments and we employed a
cloud-based tracking sheet to compile and address these comments . We Identified the parties to address the com- ment, a checklist for completed comments, and any follow up questions we had with the City . The questions were
compiled and sent to the City so they can be addressed
comprehensively . This cloud-based tracking allowed our team to work simultaneously to track what has been com- pleted . The tracking sheet was also shared with the City so they could track their comments and how they were
addressed . The result helped streamline the delivery into an award-winning plan .

City of Whittier Parks Master Plan
The City of Whittier Parks Master Plan emerged from an
extensive, year-long planning process that involved City staff, elected officials, and the community . The Plan sum- marizes the comprehensive assessment of the City’s exist- ing parks and recreation facilities, the recreation program- ming and services, and the community engagement . The
project team conducted park visits, community workshops, public surveys, and a series of data-driven analyses to identify the current and future needs of Whittier residents .

Since Whittier is a built-out city, recommendations focused on improving existing parks, continuing and expanding
partnerships with school districts, encouraging the use of trails and passive open space with the neighboring Pu-

ON-GOING PROJECT
Gardena Vacant and Underutilized Lot
Analysis and Park Concept Designs
The City of Gardena’s Vacant and
Underutilized Lot Analysis and Park
Concept Designs project was a collab-
orative effort between KTUA and Evari
Consulting . Evari Consulting utilized
high-quality aerial photography, GIS, and
AI technologies to identify vacant and
underutilized lots within city limits . From
this comprehensive analysis, three sites
were selected to advance to the park
concept design phase .

To ensure the designs reflect community
needs and desires, the project team orga-
nized a series of workshops and pop-up events . These events served as platforms for residents to voice their priorities and suggestions for the potential park sites . With this valuable input, KTUA’s team of skilled landscape designers crafted initial park concepts tailored to the community’s preferences .

The draft designs were presented to the public in a final community workshop, which allowed residents to provide feedback . The input was used to refine and finalize the park concept designs, thus ensuring they meet the community’s expectations and needs . cLiENt

City of Bellflower Parks and Recreation Master Plan
The City of Bellflower Parks and Recreation Master Plan is a comprehensive planning effort that will provide Bellflower staff and elected officials a tailored vision for parks, recreation facilities, and programs . This plan was unique because KTUA conducted five neighbor - hood workshops in each district of the City to ensure everyone had the opportunity to provide input . Family-friendly activities were also included so parents and kids could get involved . The Plan includes an inventory of all city parks, GIS-based mapping analy- ses, financial guidelines, a prioritized list of recommendations, and extensive community engagement . Bellflower residents are encouraged to participate in community workshops, surveys, online maps, and neighborhood meetings . A statistically valid survey is also in- cluded to assist the team and City to make informed decisions .

City of La Verne,City Council
Agenda Report

DATE: November 18, 2024
TO: Honorable Mayor and City Council
FROM: Ken Domer, City Manager
SUBJECT: CHRISTMAS MORNING PARADE ROUTE DESIGNATION AND

AUTHORIZATION OF PAID STIPEND INCENTIVE FOR EMPLOYEE
PARTICIPATION.

SUMMARY
Since 1925, the Christmas Morning event has been held in which Santa is driven through the streets of La Verne accompanied by emergency vehicles signaling a time for neighbors to share the tidings of the season together. To facilitate the event this year, the City Council is asked to approve designating all streets as a parade route and authorize a paid stipend for full and part- time participating City staff in order to facilitate the event.

RECOMMENDATION
That the City Council designate the streets in the City of La Verne as a parade route on Wednesday, December 25, 2024, from 7:00 a.m. through 2:00 p.m. to complete the Christmas Morning Parade program and authorize the provision of a $500 stipend to participating full and part-time City staff.

DISCUSSION
This year marks the 100th Christmas Morning event, the cherished tradition of Santa Claus making his way through the streets of La Verne on Christmas morning. Over the years, with growth in the City and logistical challenges to organizing the event, the tradition has morphed into the current six routes with no distribution of treats that still has first responder vehicles leading Santa as he makes his way around the City.

The Santa Claus tour troupe for each route will include at least two vehicles: a lead vehicle with lights and sirens not on active duty, a vehicle to transport Santa, and potentially one additional emergency vehicle that is on-duty and subject to immediate response if there is a call for service. The traditional six routes of Santa Claus escorted by a vehicle with lights and sirens will start at 7 a.m. to approximately 11 a.m.

In keeping with tradition, the utilization of emergency vehicles equipped with emergency lights and sirens requires special provisions for legal purposes. To properly conduct the event, the City Council is required to declare all streets within the City during the event as a “parade route.” The California Vehicle Code governs the utilization of emergency vehicles during this special event, specifically, Section 21055 (b), if the driver of the vehicle sounds a siren as may be reasonably necessary and the vehicle displays a lighted red lamp visible from the front as a warning to other drivers and pedestrians. Drivers of vehicles with lights and sirens are trained in such use, as when emergency lights and sirens are employed, drivers must exercise due

regard for safety.

California Vehicle Code Section 23116 states that: (a) No person driving a pickup truck or a flatbed motortruck on a highway shall transport any person in or on the back of the truck, and (b) No person shall ride in or on the back of a truck or flatbed motortruck being driven on a highway. However, 23116 (f) clarifies that subdivisions (a) and (b) do not apply if the person in the back of the truck or flatbed motortruck is being transported in a parade that is supervised by a law enforcement agency and the speed of the truck while in the parade does not exceed eight miles per hour. Not only is the safety of other vehicles on the road critical, so is the safety of Santa! This authorization also allows designated parade vehicles the privilege of utilizing amplified sound, including sirens and lights, exclusively while traversing the parade route, under California Vehicle Code Section 27007, which grants an exemption for the use of such equipment during parades or special events.

Finally, as was extensively discussed in the lead up to the 2023 event, the transition of the event from a volunteer-led effort to a primary City sponsored event requires City employees to work their designated Christmas holiday in order to ensure the event takes place. As identified during the two 2023 Study Sessions, one of the logistical issues is that in the past, the event required staff members to work all day, sometimes up to 12 hours, to support the event. Operating under the new format in 2023, that time frame was reduced to approximately 4-6 hours depending on the route. The City reached out to various volunteer groups as well as those members of the community who indicated they would volunteer to help during the 2023 Community Survey. Unfortunately, not enough volunteers were willing to work Christmas morning to facilitate the event. It is recognized that the holiday is a family holiday and if positions must be filled by City staff, it is requested that those members be provided a paid stipend to work the holiday. In looking at the current budget, a $500 stipend is proposed for any full- or part-time City employee who works the event. This is a change from last year's offering of double over-time but is more in line with applicable fiscal best practices.

FISCAL ANALYSIS
Appropriations of $12,000 are included in the 2024-25 Adopted Budget within the General Fund for this event. Estimated stipend costs are $7,000; supplies and decorations for vehicles is estimated at $2,000; and, $3,000 is estimated to be used for a city-wide postcard mailer to inform residents about the event changes as well as provide additional information about Christmas tree recycling and holiday trash schedules.

ENVIRONMENTAL ANALYSIS
This item is exempt from review under the California Environmental Quality Act as it can be seen with certainty that it will not have an impact on the environment.

LEGAL REVIEW
The City Attorney has reviewed and approved this report.
