Minutes City Council 6/ 16/ 2025 Page 6
Council Discussion: Concerns were voiced at the outcome of the Zone 4-1 voting last year which did not pass, as the City is paying for the services to keep our medians, and the landscape lighting districts beautiful. If there isn 't enough money, serviceswill have to be cut back which means that ultimately the landscape medians and lighting would not look as nice as residents and visitors would expect. The idea of lending monies from one maintenance district to another was discussed, and the likelihood that the monies could eventually bepaid back to the maintenance district that did approvepaying the maintenance fees.
The rule change with Prop 218 is how we've gotten to this type of position where we can 't increase the assessments without the voters' approval.
All were in agreement that those districts that are funded should not be making up for the districts that opted not tofund the maintenance. Goingforward theprocess of educating the residents needs to start as soon aspossible, with regard to the Prop 218 process and what that outcome means. Residents can view the information on the City websitefor all of the landscaping and lighting maintenance districts.
