DISCUSSION CALENDAR
5. Update and Direction Regarding Appointments to a City Council Ad Hoc Sub-Committee on Regional Fire and Emergency Medical Services. The City of Pomona was notified by the County of Los Angeles Fire Department of a 365-day Notice of Termination on April 16, 2025. On July 7, 2025, the Pomona City Council provided direction to their City Manager to review options for providing fire services. This item seeks the appointment of two City Council members to an Ad Hoc Sub-Committee on Regional Fire and Emergency Medical Services to work with the City Pomona to ensure the continuation of regional fire and emergency medical services.
Recommendation: That the City Council receive an update regarding the City of Pomona fire and emergency medical services and appoint two City Council members to an Ad Hoc City Council Sub-Committee to identify and discuss regional needs and future fire and emergency medical services in the east San Gabriel Valley.
City Manager Domer gave a brief overview. Fire Chief Nigg provided additional information about how this came up, which was the City of Pomona receiving a notice of termination from LA County Fire. The City of Pomona requested assistance in looking at alternative fire service models, one of which included the formation of a separate fire district with La Verne.
La Verne has assisted with information gathering and staff is supportive of the furthering this and ensuring that the two City Councils are informed with public information being made available through this information gathering time.
Public Comments: Danita Beauchamp and Tim Blockinger.
Council Comments: Mayor Hepburn stated we do trust Chief Nigg and this is an opportunity to create a whole other Fire Agency. There will be checks and balances along the way. The Community will be informed. It’s good for our community and it’s good for our services. The Ad Hoc Committee will be in place; there are some concerns about the financial drain on us.
This is an opportunity for us to become an even larger fire agency.
Council Packet - October 6, 2025
Minutes City Council 9/15/2025 Page 6
Council Member Johnson considers this an opportunity for La Verne to be involved, until we get more information, we can’t make a decision. However, the model that we have could help Pomona. There will need to be additional negotiations with them if it even makes sense, we are not there yet but we do need to create the mechanism to find out.
Council Member Lau questioned does this formation of an Ad Hoc Sub Committee commit us to anything? We are getting the services that we need, we have exemplary services and don’t want anything to have an adverse effect on our community. The Ad Hoc Sub Committee has to be only an information gathering endeavor.
Mayor Pro Tem Kashifalghita, we’ll take this step by step, and really appreciates the Fire Department leadership, and the advice of our consultant.
Council voted 4-0, with Crosby absent, to move forward with the Ad Hoc Sub Committee.
After Council discussion it was moved by Kashifalghita, seconded by Johnson, and approved 4-0 with Crosby absent to appoint Mayor Hepburn and Council Member Lau to the Regional Fire Ad Hoc Sub Committee.
Mayor Hepburn called for a 5-minute break. Meeting returned from recess at 8:22 pm.
6. Appointment of Resident Commission Members to City Advisory Commissions and Committees - Planning Commission, Finance Commission, Parks & Recreation Commission, Active Transportation and Infrastructure Commission, and Senior Citizen Advisory Committee. The City Council has opportunities for residents to serve on various advisory commissions, committees, and boards. Recommendation: That the City Council approve resident appointments to various committees and commissions per La Verne Municipal Code Chapter 2.46.

ADJOURNMENT - Tonight, we adjourn this meeting in memory of retired La Verne Police Corporal Jimmy Royal, who passed away on Friday after a courageous battle with cancer, surrounded by his family and loved ones.
Jimmy joined our Police Department in 1969 after serving in the United States Army and completing a tour in Vietnam. Over the course of forty years of service, he became one of the first motorcycle officers in our department, setting a standard of professionalism and dedication that inspired many who came after him.
Jimmy was known for his friendly yet professional personality. Whether it was through a smile, a conversation, or even a citation, he built lasting relationships in the community he loved to serve.
His approach to policing reflected care, compassion, and a genuine commitment to people, which left a lasting foundation for those who followed in his footsteps.
Jimmy had a true passion for traffic safety. He dedicated much of his career to keeping our roads safe, ensuring that drivers and pedestrians alike were protected. His efforts not only reduced dangers on our streets but also showed his deep commitment to the well-being of the community he served.
When Jimmy retired in 2009, his call sign, “Mary One,” was retired with him, a fitting tribute to a man who gave so much of himself to his department and his city. We extend our heartfelt condolences to Jimmy’s family and friends. His memory will remain a part of our community and our Police Department, and he will be remembered as a true public servant who wore the badge with honor.
The meeting was recessed at 8:52 pm into Closed Session. Closed Session adjourned at 9:19 pm.
Respectfully submitted,
Debra Fritz, CMC

Council Packet - October 6, 2025
City of La Verne,City Council
Agenda Report
DATE: October 6, 2025
TO: Honorable Mayor and City Council
FROM: Travis Tibbetts, Police Captain
SUBJECT: DISPOSAL OF SURPLUS EQUIPMENT.
SUMMARY
The Police Department is requesting approval to surplus identified equipment based on the Department's operational needs. The Department currently uses a vendor that will conduct the surplus (transfer) process per all applicable federal and state laws and within the City's procurement guidlines.
RECOMMENDATION
That the City Council declares the equipment identified in Attachment 1 as surplus to the Police Department's operational needs and authorizes the Chief of Police to enter into an agreement with ProForce Law Enforcement LLC., for disposal of surplus equipment.
DISCUSSION
On June 1, 2025, the Department placed newly purchased patrol rifles into service following the completion of officer training and the installation of secure storage mounts in all police vehicles.
The older rifles were formally decommissioned and, along with other department-issued firearms previously removed from service, now comprise the surplus inventory proposed for transfer.
Through the adoption of Administrative Regulation 217 (Sworn Employee Firearms Program), the Department has further reduced its reliance on bulk firearm purchases and the periodic replacement of City-issued handguns. Under this regulation, sworn officers are authorized to purchase and carry personally owned pistols for duty use. This policy has generated measurable cost savings for the City and resulted in a surplus of department-issued handguns that are no longer needed for deployment. Together, these surplus handguns, the decommissioned rifles, and other retired firearms comprise the inventory currently proposed for transfer.
By transferring this inventory, the City not only realizes savings from reduced procurement, storage, and maintenance but also mitigates long-term liability risks associated with retaining outdated firearms that no longer serve an operational purpose.
To maximize the value of these assets, Staff proposes entering into an agreement with ProForce, a federally licensed firearms dealer, to transfer the surplus firearms in exchange for credit. This credit will be applied toward the purchase of new or replacement equipment, parts, and accessories authorized for official Department use.
Council Packet - October 6, 2025
Disposal of Surplus Equipment., Page 2
The transfer process through ProForce LLC will ensure proper ownership transfer in full compliance with federal and state laws. This safeguards the City by eliminating potential liability associated with the retention or disposal of surplus firearms.
While the Department explored alternative options for selling the surplus equipment, it determined that obtaining credit through a trusted, federally licensed vendor provides greater long-term value. This approach upholds fiscal responsibility, secures the maximum return on assets, and ensures compliance with all regulations governing the disposition of law enforcement firearms.
FISCAL ANALYSIS
There is no direct budgetary impact associated with this action. The transfer of surplus firearms will generate a credit of $22,265.75 from the licensed firearms dealer, which will be applied to the Department’s account. This credit will offset the cost of future firearm or other authorized police equipment purchases, thereby reducing the need for direct General Fund appropriations.

Agenda Report
DATE: October 6, 2025
TO: Honorable Mayor and City Council
FROM: Cody Howing, City Engineer
SUBJECT: SETTING A TIME AND DATE FOR PUBLIC HEARING REGARDING THE
REQUEST FOR TIME EXTENSION ON VESTING TENTATIVE TRACT MAP NO 82001 (500 BASELINE ROAD).
SUMMARY
On September 20, 2021, the City Council approved Vesting Tentative Tract Map (VTTM) No. 82001, a subdivision of 19.44 acres located at 500 Baseline Road situated north east of the intersection of Baseline Road and Rodeo Lane into nine lots. The applicant has requested a third one-year extension of the VTTM as allowed in Section 66452.6 of the Subdivision Map Act. Pursuant to City Code Section 16.16.210, the City Council may consider granting the requested extension during a noticed public hearing.
RECOMMENDATION
That the City Council adopt a Resolution setting the public hearing for consideration of the requested extension on to occur at 6:30 PM on October 20, 2025.
DISCUSSION
On September 20, 2021 the City Council approved VTTM No. 82001 and Annexation Project. This proposed map included the subdivision of 19.44 acres of unincorporated Los Angeles County territory located within the Sphere of Influence of the City of La Verne. The site location is on the north side of Baseline Road approximately 140 feet east of the intersection of Baseline Road and Rodeo Lane at 500 Baseline Road. Of the nine lots proposed by this map, seven are identified as single-family dwelling units, while the remainder have been identified as providing space for a debris basin and open space.
In addition to the approval of the VTTM, Ordinance No. 1102 was introduced for first reading, establishing a pre-annexation zoning designation from the County zoning of A-1-15000 to PR3D (HODZ) and adopting PR3D (HODZ) zoning for the project. Ordinance No. 1102 was adopted on October 4, 2021, resulting in the effective date of the VTTM No. 82001 to be November 3, 2021. On October 7, 2024, the City Council granted the applicant a one-year extension for the VTTM modifying the expiration date of the map to November 3, 2025.
The annexation process was completed and approved by the Local Agency Formation Commission of Los Angeles County (LAFCO) in March 2024. In the pat year the applicant has continued to make efforts to move the project forward, but market conditions and construction costs have been cited by the applicant as current details that are being worked through for the project. In accordance with Section 66452.6 of the Subdivision Map Act and pursuant to City Code Section 16.16.210 an extension of one year may be granted by the City Council. In the
Council Packet - October 6, 2025

event future extensions are required, Section 66452.6 of the Subdivision Map Act allows extensions of up to 10 years from the original tentative map approval. City Code limits time extensions for Vesting Tentative Maps to one year, and shall only be granted following a noticed public hearing.
If the City Council elects not to grant the one-year extension, the VTTM will expire on November 3, 2025. The approval process for the proposed subdivision will have to restart the application process should the applicant wish to continue to pursue the project.

Agenda Report
DATE: October 6, 2025
TO: Honorable Mayor and City Council
FROM: Andrea Blockinger, Administrative Analyst
SUBJECT: DOMESTIC VIOLENCE AWARENESS MONTH PROCLAMATION REQUEST.
SUMMARY
House of Ruth, a nonprofit that has served survivors of domestic violence and their families in Eastern Los Angeles for over 48 years, is requesting City Council approval to present a proclamation this October recognizing Domestic Violence Awareness Month, which raises awareness and supports survivors.
RECOMMENDATION
That the City Council approve presenting a proclamation for Domestic Violence Awareness Month at the October 20 City Council meeting.
DISCUSSION
Domestic Violence Awareness Month (DVAM) is a national campaign observed each October to raise awareness about domestic violence and support survivors. The month-long event aims to educate communities on the signs of domestic abuse, spread information about available resources, uplift survivors' voices, and promote efforts to prevent violence.
Per the City's Proclamation and Certificate of Recognition Policy, proclamations that are not issued on an annual basis and requested by a member of the community must first be approved by the City Council on the consent calendar before being formally presented at a subsequent meeting. If approved, the proclamation would be presented during the October 20 City Council meeting.

SUBJECT: RED RIBBON WEEK PROCLAMATION.
SUMMARY
The Southland Young Marines, a national youth program that strengthens the lives of America's youth by teaching the importance of self-confidence, academic achievement, honoring our veterans, good citizenship, community service, and living a healthy, drug-free lifestyle, is requesting a proclamation in recognition of Red Ribbon Week.
RECOMMENDATION
That the City Council approve presenting a proclamation for Red Ribbon Week at the October 20 City Council meeting.
DISCUSSION
Red Ribbon Week is the nation's largest drug awareness and prevention campaign, observed annually in the United States from October 23 to 31 to encourage parents, schools, and communities to embrace drug prevention. The 2025 Red Ribbon Week theme, "Life is a Puzzle, Solve it Drug Free" symbolizes how every choice fits into the bigger picture. Just like a puzzle coming together, a drug-free lifestyle helps build a stronger, brighter future, one piece at a time.
Per the City's Proclamation and Certificate of Recognition Policy, proclamations that are not issued on an annual basis must first be approved by the City Council on the consent calendar before being presented at a subsequent meeting. TO: Honorable Mayor and City Council
FROM: Cody Howing, City Engineer
SUBJECT: AWARD OF CONTRACT FOR THE CITY-WIDE SIGNING AND STRIPING PROJECT.
SUMMARY
This action authorizes the award of a construction contract to Superior Pavement Markings in the amount of $375,944.00 for CIP No. MI2402 – Citywide Signing and Striping Project. Project funding is provided through a combination of Gas Tax Funds (Fund 206) and Right-of-Way Funds (Fund 406) and will support miscellaneous traffic signage and striping improvements, school zone crosswalk enhancements, and traffic signal restoration at various locations throughout the City.
RECOMMENDATION
That the City Council:
1. Reject the lowest bid submitted by Demo Leaders Inc. due to incomplete information resulting in a non-responsive bid;
2. Award a public works construction contract to Superior Pavement Markings, the second lowest, most responsible and responsive bidder, in the amount of $375,944.00 for the City-Wide Signing and Striping Project; and,
3. Authorize the City Manager, or designee, to execute the agreement and applicable documents, including change orders within La Verne procurement regulations.
DISCUSSION
On September 3, 2025 two sealed bids were opened for the City-Wide Signing and Striping Project. The locations of proposed work include Baseline Road from West City Limit to East City Limit, Bonita Avenue from West City Limit to Wheeler Avenue, and Fruit Street from Foothill Boulevard to Baseline Road. All noted roadway segments have shown signs of degradation on the paint-based striping and require replacement to return conditions to acceptable standards. New striping will also conform to current Caltrans standards, which in most cases will result in wider striping to enhance visibility of the markings.
Thermoplastic striping materials will be used for this project, yielding an enhanced level of durability compared to conventional traffic paint. The new striping is anticipated to last until the next cycle of surface maintenance work. This extended performance reduces the life cycle cost of striping when compared to traffic paint while also enhancing safety for users of the roadway.
To complement the primary scope of work, additional improvements at school zone crosswalks to transition standard crosswalks to “hi-visibility” standards will be implemented. The project

also includes the replacement of traffic signal mounted signage that has faded due to environmental exposure while also replacing traffic signal head backplates with new units enhanced with reflective borders. These retroreflective bordered backplates, yellow reflective strips placed around the perimeter of traffic signals, increase traffic signal visibility during morning hours, at night, or during a loss of power. According to the Federal Highway Administration, studies have shown that the installation of retroreflective backplates at signalized intersections has led to significant reductions in total crashes nationwide, with decreases ranging from 15% to 24%.

*Demo Leaders Inc. bid was missing information for utilization of a listed sub, resulting in the designation of the bid as "non-responsive"
The Engineer’s Estimate for the project is $340,000. City staff recommend that the lowest bid be rejected on the basis of being "non-responsive." The bid submitted by Demo Leaders Inc. lacked information identifying utilization of the listed subcontractor. This missing information creates a condition where it is not clear if the low bidder is meeting the required contract self- performance criteria for the project. Listing of subcontractors and identifying the portion of work they will be performing is a requirement of the Public Contract code Section 4104.
Prior to the deadline to submit bids, a total of six self-identified prime contractors were on the prospective bidder list. Following the opening of the bids, City staff made efforts to contact some of the likely bidders for the project to assess why they did not submit a bid for the project. Responses to the City’s inquiries had not been returned at the time this report was written. The bid submitted by Superior Pavement Markings was below the Engineer’s Estimate for the base bid scope of work, and thus still deemed valid based on City Staff analysis.
City staff have conducted a license check and analyzed the bid submitted by Superior Pavement Markings. The firm meets the required contractor licensing and is not listed on the Federal Exclusion List for projects of this type. Staff have also verified the Contractor’s Department of Industrial Relations registration as active at the time of bid opening.
