3. Disposal of Surplus Equipment. The Police Department recently acquired new patrol rifles to replace aging models that had been in service for over 20 years, as well as retains older City- issued handguns proposed for disposal. As a result, the existing firearms are now considered surplus to operational needs, and a reputable dealer has been identified to facilitate the lawful transfer of this equipment in compliance with all applicable regulations.

Recommend
ation: That the City Council declares the equipment identified in Attachment 1 as surplus
to the Police Department's operational needs and authorizes the Chief of Police to enter into an agreement with ProForce Law Enforcement LLC., for disposal of surplus equipment.

Approved

4. Setting a Time and Date for Public Hearing Regarding the Request for Time Extension on Vesting Tentative Tract Map No 82001 (500 Baseline Road). Recommendation: That the City Council adopt a Resolution setting the public hearing for consideration of the requested extension on to occur at 6:30 PM on October 20, 2025.

7. Award of Contract for The City-Wide Signing and Striping Project. This action authorizes the award of a construction contract to Superior Pavement Markings in the amount of $375,944.00 for CIP No. MI2402 – Citywide Signing and Striping Project. Project funding is provided through a combination of Gas Tax Funds (Fund 206) and Right-of-Way Funds (Fund 406) and will support miscellaneous traffic signage and striping improvements, school zone crosswalk enhancements, and traffic signal restoration at various locations throughout the City.

Recommendation: That the City Council:

1. Reject the lowest bid submitted by Demo Leaders Inc. due to incomplete information resulting in a non-responsive bid;

2. Award a public works construction contract to Superior Pavement Markings, the second lowest, most responsible and responsive bidder, in the amount of $375,944.00 for the City-Wide Signing and Striping Project; and,

3. Authorize the City Manager, or designee, to execute the agreement and applicable documents, including change orders within La Verne procurement regulations.

Public Works Director Wu and City Engineer Howing reported on this item.

Council Discussion: There was concern because only two bids came back for the project, valued at over $375,000, and the lowest bid was requested to be rejected because it did not meet legal requirements. The concern then was that there was only one true bid and the majority of Council felt as though there should have been more to get a better bid price. The item was rejected, and staff was told to go back out to bid on a 3-2 vote, with Crosby and Lau dissenting.

Public Comments received: None

PUBLIC COMMENTS
This is the time set aside for anyone wishing to address the City Council on items not listed in any other place on the agenda and within the subject matter jurisdiction of the City Council. Under the

provisions of the Brown Act, the legislative body is prohibited from talking or engaging in discussion on any item not appearing on the posted agenda. However, your concerns may be referred to staff or set for discussion later. Please email your public comment to the City Clerk's Office at [email protected]. Your public comment will be shared with the City Council and included as part of the permanent record. There is a 3-minute time limit on public comments.

Public Comments received from: Andrew McKindley, Pat Widolff, Hector Cademartori, Rick Bowen, Danita Beauchamp, Yvonne Gallegos, and Kathy Kalouseck.

Council and Staff Comments: City Manager Domer spoke to the SB 79 concerns raised during public comment. Residents can check our website at www.laverneca.gov/legislation. SB 79 is a horrible bill and opposition letters were sent on April 28th, and August 19th and then on September 23rd our veto request was sent to Governor Newsom. There is a lot of information on our website and give us a call if there’s any questions.

Mayor Hepburn let everyone know the Governor has until Monday, October 13th to act on this bill.

The best way to oppose this bill is the flood the Governor’s office with emails and phone calls.

COUNCIL COMMENTS AND CONFERENCE/MEETING REPORTS
Each Council Member may address the Council and public on matters of general information and/or concern. This is also the time for Council Members to report on conferences and/or meetings they have attended per Assembly Bill 1234.

Council Comments: Council Member Crosby thanked City Manager Domer for submitting his choices for the Commissions and Committees. Had the opportunity to take the A Line to a USC Football game, it was a good experience. Asked City Manager Domer to follow up on the sound damping for the pickleball courts.

Council Member Johnson thanked LV Police Department and the Fire Department for all they do to keep the citizens safe. I would like to see a contract negotiated as soon as possible with the available revenue we have.

Council Member Lau please keep reporting any issues with the A Line so Metro can correct the issues. ULV’s Homecoming was last weekend they did a beautiful job with the Taste of International ULV on Friday night. There is a Tri-City Mental Health meeting on Wednesday, October 15th at 5:00 pm for those interested, you can attend in person or by Zoom. House of Ruth will be sponsoring several events in support of Domestic Violence Awareness Month, and will hold a candlelight vigil on October 16th at the House of Ruth.

Mayor Pro Tem Kashifalghita thanked staff for all they do for our City. He let everyone know he started his law enforcement career here at the City of La Verne as a police cadet and has never forgotten the amazing men and women who represent us in our City, and City Council and staff here will do everything in our power to keep supporting our police and fire department. One team one mission. Thanked Lighthouse Baptist Church and Pastor Dunlop for the Law Enforcement Appreciation Day event, it was an amazing day. Reminded everyone to let him know if there are any mosquito issues.

Mayor Hepburn appreciated all who turned out for the Law Enforcement Appreciation Day event at Lighthouse Baptist Church, it was a really nice day. Reminded everyone that the pumpkin patch at Heritage Park opened, hours are Fridays from 4:00-8:00 pm, Saturday and Sundays from 10:00

am - 8:00 pm. Addressed the POA negotiations and remains hopeful that an agreement can be reached. The Fire Services Ad Hoc Committee of October 2nd was both productive and collaborative with a shared goal to provide high quality fire and EMS services to both cities.

Further fact finding and analysis was decided on taking into account several factors.

ADJOURNMENT - meeting was adjourned at 8:50 PM.

Respectfully submitted,

Debra Fritz, CMC

City of La Verne,City Council
Agenda Report

DATE: October 20, 2025
TO: Honorable Mayor and City Council
FROM: Eric Scherer, Community Development Director
SUBJECT: JOINT TAX TRANSFER RESOLUTION - CITY OF LA VERNE REORGANIZATION 2024-03 – 406 BASELINE ROAD ANNEXATION.

SUMMARY
The purpose of this staff report is to provide an overview and seek City Council approval of the Joint Tax Transfer Resolution between Los Angeles County and the City of La Verne in relation to the recently proposed annexation at 406 Baseline Road.

RECOMMENDATION
That the City Council adopt the Joint Tax Transfer Resolution with the County of Los Angeles regarding City of La Verne Reorganization 2024-03 for 406 Baseline Road Annexation.

DISCUSSION
The project site to be annexed is approximately 0.459 acres of uninhabited territory south of Baseline Road and west of Dawn Avenue. The site is within the County of Los Angeles jurisdiction and has a Los Angeles County zoning designation of A-1-15000. The site is currently outside the City boundaries but is located within the City’s Sphere of Influence, with the City’s General Plan providing a designation of Low Density Residential. Because the proposed project requires City of La Verne utilities (sewer and water), the site is proposed to be annexed into the City of La Verne’s municipal boundaries.

During the October 2, 2023, City Council meeting, the Council reviewed and approved the annexation request along with the associated pre-zoning designation. Resolution Number 23-68 and Ordinance Number 1120 were adopted to formalize these actions. On February 18, 2025, the City Council adopted Resolution Number 25-15 requesting the Local Agency Formation Commission (LAFCO) for the County of Los Angeles to initiate proceedings for reorganization of the territory. The next step in the annexation process is the City Council adopting the Joint Tax Transfer Resolution (Attachment 1), which determines the amount of property tax revenue to be exchanged between the County of Los Angeles and the City of La Verne. The Joint Tax Transfer Resolution establishes a framework for the transfer of tax responsibilities and revenues between Los Angeles County and the City of La Verne due to the annexation. The primary objectives of the resolution include clearly defining the tax responsibilities of each jurisdiction after annexation, ensuring a smooth transition of tax collection and administration from the County to the City, minimizing any potential disruptions to tax revenues for both Los Angeles County and the City of La Verne, and addressing any potential challenges or conflicts arising from the annexation process. The tax amount is based on a standard tax exchange when such parcels are annexed. Staff has reviewed the Joint Tax Transfer Resolution and find

it consistent with past practices and not detrimental to the City for future assessed valuation or service needs.

FISCAL ANALYSIS
For the fiscal year commencing in the year after the filing of the statement of boundary change for Reorganization 2024-03 with the Board of Equalization pursuant to Government Code sections 54902 and 57204, and every fiscal year thereafter, a base of six hundred and fifty-five dollars ($655) in base property tax revenue attributable to Reorganization 2024-03, and

0.202978056 of annual property tax increment attributable to Reorganization 2024-03 shall be transferred from the County of Los Angeles to the City of La Verne which will benefit the General Fund. Once the property is developed, the property tax proceeds will represent the assessed value of the developed property upon change of ownership.

ENVIRONMENTAL ANALYSIS
The City Council adopted Ordinance 1120, approving the Categorical Exception for this project.

LEGAL REVIEW
This report and the attached resolution were reviewed by the City Attorney.

City of La Verne,City Council
Agenda Report

DATE: October 20, 2025
TO: Honorable Mayor and City Council
FROM: Andrea Blockinger, Administrative Analyst
SUBJECT: 2025 LEGISLATIVE SESSION UPDATE.

SUMMARY
Throughout the 2025 Legislative Session, the California Legislature proposed over 2,000 bills.

Utilizing the City's Legislative Platform, City staff have taken a proactive stance, monitoring dozens of bills and submitting position letters for proposed legislation that will have the most impact on City functionality.

RECOMMENDATION
That the City Council receive and file the attached 2025 Legislative Session Advocacy Update.

DISCUSSION
At the December 16, 2024, City Council meeting, the City Council formally adopted the 2025 Legislative Platform, which outlines the City's core positions on legislative matters. This platform serves as the foundation for determining whether to support or oppose regional, state, and federal legislation.

Guided by this platform, City staff have proactively submitted 36 position letters, addressing 29 proposed pieces of legislation in California. These letters focus on legislation that reflects the City's guiding principles: Preserving Local Control, Promoting Fiscal Stability, and Supporting Funding Opportunities. One key bill that the City tackled this year was SB 79 (Wiener), which La Verne strongly opposed for undermining local control by allowing transit agencies to override city zoning and impose high-density development standards without local review or accountability. Additional position letters were submitted on legislation supporting public safety and emergency response coordination and protecting cities’ fiscal stability against unfunded mandates.

The attached report offers a detailed overview of each position letter, including a summary of the proposed legislation, the City's stance, relevant policy categories, and alignment with the platform's guiding principles.

October 12 marked as the final day for Governor Newsom to sign bills into law. Of the legislation the City submitted position letters for, the following have been enacted into law.

Support
• AB 468: Crimes: looting — This bill broadens the definition of looting in California to include first- and second-degree burglary, theft, trespass, and theft from vehicles when

committed in evacuation zones during a state or local emergency, and imposes enhanced penalties (including prison terms) and new sentencing provisions (e.g. probation requirements).
• AB 888: California Safe Homes grant program — This bill establishes a new grant program, administered by the Department of Insurance, to fund home hardening and mitigation efforts (roof replacement, creating defensible zones, community mitigation) in wildfire-prone areas, and directs a portion of insurers’ premium tax revenue to a “Sustainable Insurance Account” to support it.

Oppose
• AB 507: Adaptive reuse: streamlining: incentives — This bill makes adaptive reuse (like converting office or other existing buildings into housing) a “use by right” in all zones (with exceptions), subject to a streamlined, ministerial review, and ties eligibility to affordability, parking, historic preservation, and local incentive funding. • AB 893: Housing development projects: objective standards: campus development zone — This bill expands the Affordable Housing and High Road Jobs Act of 2022 (AB 2011) to permit housing projects in “campus development zones” (within ½ mile of UC, CSU, or CCC campuses) under a ministerial review process, subject to density, height, parking, and affordability rules.
• AB 1154: Junior accessory dwelling units — This bill prohibits local agencies from imposing parking requirements for accessory dwelling units (ADUs) of 500 square feet or smaller, removes the owner-occupancy requirement for junior ADUs that have their own sanitation, and requires that junior ADU rentals be for more than 30 days. • SB 9: Accessory dwelling units & ADU ordinances — This bill tightens enforcement of state ADU law by declaring local ADU ordinances null and void if a city or county fails to submit the ordinance to the Department of Housing and Community Development within 60 days or fails to timely respond to findings of noncompliance, and prohibits local agencies from imposing owner-occupancy requirements.
• SB 79: Housing development: transit-oriented development — This bill requires upzoning within a half-mile of major transit stops, mandates that qualifying housing projects be approved via streamlined or ministerial review (subject to objective standards), allows transit agencies to adopt zoning on their own property, and imposes demolition, antidisplacement, affordability, fire safety, and labor standards. • SB 358: Mitigation Fee Act: mitigating vehicular traffic impacts — This bill requires local agencies to reduce traffic mitigation (impact) fees for housing developments in transit-priority areas that meet certain characteristics (e.g. proximity to amenities, limits on parking) unless the agency makes written findings, supported by substantial evidence, that the development will not reduce automobile trips. • SB 634: Local government: homelessness — This bill prohibits local jurisdictions (and state agencies) from adopting or enforcing ordinances, regulations, or policies that impose civil or criminal penalties on a person experiencing homelessness for acts immediately related to homelessness (e.g. sleeping, sitting in public) or acts related to basic survival; it also protects individuals or organizations providing support services (e.g. legal, medical, hygiene) to unhoused persons.

Page 32 of 83 ends

Council Packet - October 20, 2025
2025 Legislative Session Update. , Page 3

• SB 707: Open meetings: Brown Act modernization & teleconferencing — This bill imposes strict, unfunded mandates on local agencies by requiring hybrid public meetings with two-way audiovisual participation, live streaming, and translated agendas, regardless of a city’s staffing or financial capacity. While framed as increasing transparency, SB 707 creates costly technological and operational burdens.

Later in the year, the Legislative Platform will be brought before Council for review to be approved for the 2026 Legislative Session. For more information on the City's submitted position letters and the 2025 Legislative Platform, visit laverneca.gov/legislation .

Summary of 2025 Legislative Position Letters
Housing
• AB 507 – Housing Development Approvals: Residential Units (Oppose): Mandates by-right approval for adaptive reuse housing in all zones, undermining local planning, safety standards, and historic preservation.
• AB 650 – Planning and Zoning: Housing Element: Regional Housing Needs Allocation (Support): Improves housing element planning by offering earlier guidance and transparency, enabling cities to better develop housing elements for State compliance. • AB 735 – Planning and Zoning: Logistics Use: Truck Routes (Support): Provides smaller cities with more time to update logistics planning requirements, reducing administrative burdens and aligning with operational realities.
• AB 893 – Housing Development Projects: Objective Standards: Campus Development Zone (Oppose): Expands by-right housing approvals near public university campuses, bypassing CEQA and local input, and setting a precedent for private campuses. • AB 1154 – Accessory Dwelling Units: Junior Accessory Dwelling Units (Oppose): Removes local authority to require parking for small ADUs and weakens owner-occupancy rules for JADUs, risking neighborhood quality and enforcement capacity.
• AB 1294 – Planning and Zoning: Housing Development: Standardized Application Form (Oppose): Requires the state to adopt a standardized application form for housing entitlements that local jurisdictions must accept and prohibits imposing extra requirements beyond that form, streamlining housing approvals.
• SB 9 – Accessory Dwelling Units: Owner-Occupant Requirements (Oppose): Prohibits cities from enforcing owner-occupancy requirements for ADUs and allows HCD to nullify local ADU ordinances, stripping cities of local planning authority. • SB 16 - Homeless Housing, Assistance, and Prevention program: housing element:
unsheltered and chronic homelessness: assessment and financing plan (Oppose): Imposes new unfunded reporting mandates on small cities not receiving homelessness funding, disproportionately burdening communities like La Verne without added benefit. • SB 79 – Local Government Land: Public Transit Use: Housing Development (Oppose):

Mandates dense transit-oriented housing regardless of local zoning, ignoring infrastructure limits, environmental review, and public input.
• SB 84 Disability Access: Construction-Related Accessibility Claims: Notice of Violation and Opportunity to Correct: Businesses with 50 or fewer employees must be given a written notice and 120 days to fix disability access issues before they can be sued for money, and they won’t owe damages if they fix the problem in time.
• SB 358 – Mitigation Fee Act: Mitigation Vehicular Traffic Impacts (Oppose): Forces cities to halve traffic fees for some housing near transit, straining infrastructure funding regardless of local impacts or traffic patterns.

HR/Finance
• AB 259 – Open Meetings: Local Agencies: Teleconferences (Support): Extends the ability for local agency members to attend meetings remotely under limited conditions, preserving flexibility and public transparency through 2030.

• AB 569 – California Public Employees’ Pension Reform Act of 2013: exceptions:
supplemental defined benefit plans (Oppose): Reopens the door for supplemental defined benefit plans, risking long-term fiscal liabilities for cities unless amended to be fully employee- funded.
• AB 1371 – Occupational Safety and Health: Employee Refusal to Perform Hazardous Tasks (Oppose): Allows employees to refuse work based on perceived risks, even without confirmed violations, potentially hindering public safety operations and staffing. • AB 1383 – Public Employees’ Retirement Benefits (Oppose): Undermines PEPRA by allowing expanded pension benefits, creating unsustainable fiscal pressures for cities and reversing key reform safeguards.
• SB 239 – Open Meetings: Teleconferencing: Subsidiary Body (Support): Expands teleconferencing options for advisory bodies, enhancing public access and regional collaboration while maintaining transparency standards.
• SB 443 – Retirement: Joint Powers Authority: Cities of La Verne and Covina (Support):

Ensures public safety employees transferring to a new JPA retain their Classic CalPERS status, supporting regionalization efforts without penalizing staff. • SB 707 – Open Meetings: Meeting and Teleconference Requirements (Oppose): Imposes burdensome meeting mandates, including multi-language agenda translations and vague participation standards, straining city resources without measurable benefit. • SB 847 – Workers’ Compensation: Uninsured Employer: Transfer of Real Property (Oppose):

If a business tries to sell property to avoid paying workers’ comp debts, the state can still go after that property to recover what’s owed.

Police
• AB 468 – Crimes: Looting (Support): Strengthens penalties for looting and impersonating emergency personnel in disaster areas to better protect victims and uphold public safety. • SB 569 – Department of Transportation: Homeless Encampments (Support): Requires Caltrans to coordinate with local governments on encampments, creating district advisory committees and joint action plans for shared responsibility. • SB 634 – Homelessness: Civil and Criminal Penalties (Oppose): Prohibits enforcement of local ordinances on homelessness, eliminating cities' ability to regulate encampments and undermining tools like Homeless Court.

Fire
• AB 262 – California Individual Assistance Act (Support): Creates a state-level financial assistance program for local governments and residents impacted by disasters who do not meet federal aid thresholds.
• AB 846 – Endangered Species: Incidental Take: Wildfire Preparedness Activities (Support):

Public Works
• SB 496 – Advanced Clean Fleets Regulation: Appeals Advisory Committee and Emergency Vehicle Exemptions (Support): Establishes a formal exemption appeals process under the ACF rule and protects cities’ ability to use combustion vehicles for emergency services.

Agenda Report

DATE: October 20, 2025
TO: Honorable Mayor and City Council
FROM: Andrea Blockinger, Administrative Analyst
SUBJECT: 2024 HOMELAND SECURITY PROGRAM SUBRECIPIENT AGREEMENT & APPROPRIATION OF FUNDS.

SUMMARY
The City of La Verne was awarded $84,550 in grant funding through the County of Los Angeles from the State Homeland Security Program (SHSP) for the Police and Fire Departments. The grant requires an agreement between the County and City before costs will be reimbursed.

RECOMMENDATION
That the City Council adopt a Resolution authorizing the City Manager to execute the standard Subrecipient Agreement and all related documents between the County of Los Angeles and the City of La Verne, and amend the Fiscal Year 2025-26 Adopted Budget by $84,550 to reflect the grant award.

DISCUSSION
The U.S. Department of Homeland Security provides funding to state and local governments through the SHSP grant. In the past years, the City has received grant funding from this program through the County of Los Angeles to fund vital equipment purchase for public safety enhancements in the community. For the Fiscal Year 2024 Cycle of the SHSP grant, the City of La Verne received notice from Los Angeles County that it was awarded $84,550 to both the Police Department and Fire Department.

As part of the grant, the Police Department was allocated $50,000 to purchase anti-vehicle barriers and the necessary accessories which will protect large crowds and pedestrian traffic from vehicle intrusions during public events. The Fire Department was allocated $30,000 for Unified Response to Violent Incidents (URVI) Training to improve public safety coordination against violent incidents. The Fire Department additionally received $4,550 for Community Emergency Response Team equipment. The funding will be received on a reimbursement basis and the County of Los Angeles requires an agreement between the County and the City before any costs are reimbursed. The agreement is the standard agreement between parties for the grant funding and has been approved to form by the City Attorney.

FISCAL ANALYSIS
Approval of this item will amend the Fiscal Year 2025–26 Adopted Budget to appropriate $84,550 within the Miscellaneous Grants Fund for training and equipment purchases.

Corresponding revenue will be received within the Miscellaneous Grants Fund to align with the approved expenditures. There will be no impact to the General Fund.

Agenda Report

DATE: October 20, 2025
TO: Honorable Mayor and City Council
FROM: Christy Lopez, Finance Director
SUBJECT: QUARTERLY BUDGET REPORT – PRELIMINARY FY 2024-25 YEAR-END AND FY 2025-26 FIRST QUARTER UPDATE

SUMMARY
Receive and file the Quarterly Budget Report for the period of July 1 through October 10, 2025, which provides a preliminary unaudited year-end report for Fiscal Year 2024-25 and a financial update for the first quarter of Fiscal Year 2025-26.

RECOMMENDATION
It is recommended that the City Council receive and file the Quarterly Budget Report covering activity from July 1 through October 10, 2025.

DISCUSSION
The Quarterly Budget Report for the period of July 1 through October 10, 2025, provides a preliminary unaudited year-end report for Fiscal Year 2024-25 and a financial update for the first quarter of Fiscal Year 2025-26. The report summarizes revenues and expenditures by fund and department, including breakdowns of personnel, operational, and capital expenditures. Due to reporting capabilities, the first quarter report includes eight payrolls, representing approximately 31% of the annual personnel budget.

The report focuses primarily on the General Fund, while also highlighting activity in other major funds such as the Water Operating Fund. Supporting tables and workbooks are included to provide detailed data for both the prior fiscal year and the first quarter of the current fiscal year.

Fiscal Year 2024-25 – Preliminary Unaudited Year-End Summary

Preliminary unaudited results for Fiscal Year 2024-25 indicate that the General Fund finished the year with revenues of $49,098,925. This total includes $580,629 in unrealized market value gains on investments that are not spendable since the investments have not been sold.

Excluding these unrealized gains, spendable revenues total $48,518,296.

General Fund expenditures are estimated at $49,071,776, which includes $433,130 in encumbrance rollovers for purchase orders that were issued prior to year-end but not fully expended. This results in an estimated use of General Fund reserves of $553,480.

By comparison, the mid-year budget amendment anticipated a total use of reserves of $1,521,333, combining both the adopted budget and mid-year adjustments. The actual year- end result reflects a positive variance of $967,853, reducing the overall draw on reserves by

Page 42 of 83 ends

Council Packet - October 20, 2025
Quarterly Budget Report – Preliminary FY 2024-25 Year-End and FY 2025-26 First Quarter Update, Page 2

nearly one million dollars.

Key contributors to this variance include:

Fire Department overtime was less than estimated at mid-year by approximately $676,599, due to staffing adjustments and controlled overtime usage. Other smaller expenditure savings were spread throughout other departments and contributed to the anticipated savings.

Slightly improved revenue collections in specific categories compared to conservative mid-year estimates have also contributed to the overall anticipated reduction of the draw on reserves.

Water Operating Fund
The Water Operating Fund continues to experience a structural imbalance, operating at a deficit due to cost increases and rate constraints. Fiscal Year 2024-25 activity reflects revenues of $12,180,015 and expenditures of $12,931,160, resulting in a use of approximately $751,145 from fund balance.

This ongoing imbalance highlights the importance of the proposed water rate adjustment, which is currently awaiting the outcome of a Proposition 218 process. Once the annual audit is complete, a full audited year-end report will be provided to confirm final figures for all funds.

Fiscal Year 2025-26 – First Quarter Report (Through October 10, 2025)

This section of the report summarizes activity for the first quarter of the current fiscal year, covering July 1 through October 10, 2025.

The extended reporting period includes eight payrolls, equating to 31% of the annual personnel budget, to align with the City’s reporting system and capture pending transactions.

Attachments include:

Revenue Summary by Fund
Expenditure Summary by Fund and Department
Regular and Overtime Salary Details

Revenues
As of October 10, General Fund revenues are at approximately 11% of the budget, which is expected at this point due to normal revenue collection timing.

Most major revenue sources, such as sales tax and utility users tax, are remitted on a one to two-month delay, so the first quarter does not reflect three full months of activity. Property tax, the City’s largest single revenue source, will begin distribution in December, which also contributes to the low percentage of revenues received through the first quarter.

Other sources such as franchise fees, licenses, and charges for services are received more evenly throughout the year, helping offset the seasonality of larger revenues.

Expenditures
The expenditure summary details each fund and department, categorized by personnel, operations, and capital. Personnel costs are typically the most stable and are tracking on target at roughly 31%, consistent with eight of the 26 annual pay periods.

Page 43 of 83 ends

Council Packet - October 20, 2025
Quarterly Budget Report – Preliminary FY 2024-25 Year-End and FY 2025-26 First Quarter Update, Page 3

Operational and capital expenditures fluctuate significantly depending on project schedules and timing of vendor payments. For example, a department with an annual subscription or maintenance agreement of $500,000 paid in full at the start of the year will show 100% expenditure in that category even though it is within expectations.

Departmental Personnel Highlights
Several departments are trending slightly above or below the 31% personnel benchmark:

Fire Department (1.4% above budget):

The increase is temporary and related to the City Council-approved pilot program adding three firefighters to improve coverage for leave and callouts. The employees are now on the schedule following their training, and it is anticipated we will see an improvement in overtime costs moving forward.

Information Systems (3.5% above budget):

The higher percentage is due to employee leave payouts, which are permitted under City policy but not budgeted within the department. These costs are generally absorbed into the City's budget but are also identified annually as a liability.

Parks and Recreation – Aquatics Center:

Trending higher due to seasonal activity, which typically peaks during summer and early fall.

This pattern is consistent with prior years but will be reviewed once the season is complete to confirm that the programs being offered are being covered by user fees.

Police Department:

Overtime is trending above 31% due to vacancies and extended leaves. The Department anticipates reallocating some overtime costs to the Asset Forfeiture Fund, which includes an $800,000 overtime budget that has seen limited use to date which will bring the overtime costs back into alignment.

Parks Division:

Above budget due to weed abatement and maintenance projects carried out early in the year.

These costs will be balanced by savings in contractual services, and a budget adjustment will be processed to align the department’s expenditures closer to the 31% benchmark.

Operational Context
The City continues to operate under a constrained budget environment, with limited flexibility in the General Fund. Sales tax revenues remain stable, trending at a 2% increase over the prior year, which aligns with adopted budget projections.

In the broader economic environment, California’s housing market began to rebound in mid- 2025 following several months of decline. The statewide median home price in June 2025 was $899,560, compared to $900,720 in June 2024. However, La Verne’s local housing market continues to lag slightly behind other comparable cities in property transfer activity, which could delay property tax growth. As one of the top three funding sources to provide services, reviewing property tax trends is an indicator of our current and future projections, giving us a glimpse into the future.

Page 44 of 83 ends

Council Packet - October 20, 2025
Quarterly Budget Report – Preliminary FY 2024-25 Year-End and FY 2025-26 First Quarter Update, Page 4

Looking forward, the City will continue to monitor these indicators closely, as slower housing turnover can directly impact property tax and related revenue growth.

Outlook and Next Steps
As the City moves into the second quarter, departments will continue reviews of internal services and programs in preparation for the City’s Strategic Planning Workshop scheduled for February 2026. This workshop will help align community priorities, Council direction, and staff resources in anticipation of developing the Fiscal Year 2026-27 Budget.

Early projections indicate that the City’s CalPERS Unfunded Accrued Liability (UAL) will increase by $635,062 in FY 2026-27, further tightening available General Fund capacity. In the coming year, staff will continue to explore operational efficiencies and monitor expenditures closely to maintain financial stability.

There is no fiscal action associated with this item. The report is for informational purposes only and intended to provide transparency regarding the City’s financial performance.

Council Packet - October 20, 2025
City of La Verne,City Council
Agenda Report

DATE: October 20, 2025
TO: Honorable Mayor and City Council
FROM: Cody Howing, City Engineer
SUBJECT: PUBLIC HEARING REGARDING THE REQUEST FOR TIME EXTENSION ON VESTING TENTATIVE TRACT MAP NO. 82001 (500 BASELINE ROAD).

SUMMARY
On October 6, 2025, the City Council adopted a resolution, setting the public hearing for October 20, 2025, to consider a one-year time extension to Vesting Tentative Tract Map (VTTM) No. 82001. The applicant has requested a one-year extension of the VTTM allowed in Section 66452.6 of the Subdivision Map Act. Pursuant to City Code Section 16.16.210, the City Council may consider granting the requested extension during a noticed public hearing.

RECOMMENDATION
That the City Council adopt a Resolution granting a one-year time extension on Vesting Tentative Tract Map No. 82001 pursuant to the provisions of Title 7, Division 2, Chapter 3, of the Government Code of the State of California, establishing the new expiration date of the VTTM No. 82001 as November 3, 2026.

DISCUSSION
On September 20, 2021 the City Council approved VTTM No. 82001 and Annexation Project. This proposed map included the subdivision of 19.44 acres of unincorporated Los Angeles County territory located within the Sphere of Influence of the City of La Verne. The site location is on the north side of Baseline Road, approximately 140 feet east of the intersection of Baseline Road and Rodeo Lane at 500 Baseline Road. Of the nine lots proposed by this map, seven are identified to contain single-family dwelling units, while the remainder have been identified as providing space for a debris basin and open space.

In addition to the approval of the VTTM, Ordinance No. 1102 was introduced for first reading, establishing a pre-annexation zoning designation from the County zoning of A-1-15000 to PR3D (HODZ) and adopting PR3D (HODZ) zoning for the project. Ordinance No. 1102 was adopted on October 4, 2021, resulting in the effective date of the VTTM No. 82001 to be November 3, 2021. On October 7, 2024, the City Council granted the applicant a one-year extension for the VTTM modifying the expiration date of the map to November 3, 2025.

The annexation process was completed and approved by the Local Agency Formation Commission of Los Angeles County (LAFCO) in March of 2024. The applicant has continued to make efforts to move the project forward but market conditions and construction costs have been cited as current details that are being worked through. In accordance with Section

Public Hearing Regarding The Request For Time Extension On Vesting Tentative Tract Map No. 82001 (500 Baseline Road)., Page 2

66452.6 of the Subdivision Map Act and pursuant to City Code Section 16.16.210 an extension of one year may be granted by the City Council. In the event future extensions are required, Section 66452.6 of the Subdivision Map Act allows extensions of up to 10 years from the original tentative map approval. City Code limits time extensions for Vesting Tentative Maps to one year and shall only be granted following a noticed public hearing.

If the City Council elects not to grant the one-year extension, the VTTM will expire on November 3, 2025. The approval process for the proposed subdivision will have to restart the application process should the applicant wish to continue to pursue the project.

Council Packet - October 20, 2025
City of La Verne,City Council
Agenda Report

DATE: October 20, 2025
TO: Honorable Mayor and City Council
FROM: Cody Howing, City Engineer
SUBJECT: AWARD OF CONTRACT FOR ARROW HIGHWAY URBAN GREENING PROJECT.

SUMMARY
This action will award a construction contract to Oppenheimer National in the amount of $318,500 for the Arrow Highway Urban Greening Project. The project is funded through an Urban Greening Grant, which is set to expire in March 2026, and includes landscape and aesthetic enhancements to five existing medians along Arrow Highway between White Avenue and Fulton Road.

RECOMMENDATION
That the City Council:

1. Award a public works construction contract to Oppenheimer National, the lowest, most responsible bidder, in the amount of $318,500.00 for the Arrow Highway Urban Greening Project and authorize the City Manager to execute the agreement; and

2. Authorize the Public Works Director to issue change orders not exceeding 25% of the construction budget for a total possible construction contract cost of $389,125.00; and

3. Authorize the City Manager to issue a purchase order in the amount of $45,000 to RKA Consulting Group to manage the Construction Phase of the Project.

DISCUSSION
In July 2021, the City of La Verne entered into a Grant Agreement with the California Natural Resources Agency (CNRA) for the construction of approximately 1.3 miles of median landscaping improvements. The limits included portions of Arrow Highway located within the jurisdiction of the City of La Verne and the City of Pomona. The split of that 1.3 mile segment between the agencies being approximately 43% La Verne, and 56% Pomona.

The value of the grant funds awarded to the City was $561,825 and were allowed to be utilized for professional services and construction related project costs. Plans for the project improvements proposed were completed in 2023. However, construction costs were identified to have risen significantly from the time of original conceptual estimates at the time of the grant award. The resulting difference in project costs at that time was estimated to be approaching $1,000,000 for the full project limits of work. To avoid an issue where bids were expected to significantly exceed available funds, La Verne City staff reviewed alternatives to the project. CRNA was contacted with these concerns to see if additional funds may be available for award by the State. Similarly, the City of Pomona was also engaged to evaluate the

Page 79 of 83 ends

Award of Contract for Arrow Highway Urban Greening Project., Page 2

possibility of additional contributions to the project budget. Unfortunately, neither option was feasible for each partner agency on this project. The resulting budget gap left no other choice than to request extensions for grant funding, to which CRNA was receptive and approved.

During the extension period, alternative sites were evaluated, including the easterly parkway located on B Street. However, due to census block data which was a basis for the grant award, the only area that met the grant conditions in the City of La Verne was along easterly portions of Arrow Highway. The resulting option that allowed the project to move forward was to reduce the scope to limits to suit the budgeted grant funds. This concept also better aligned with the boundaries of the City of La Verne. The limits of this project recommended for award are now along Arrow Highway from White Avenue to Fulton Road. Portions of the medians included in these limits are located in the City of Pomona where the City boundaries meet at the center of Arrow Highway. These limits result in the majority of projects being located in the City of La Verne.

The original plans completed in 2023 were utilized with no additional design modifications needed. The landscaping plant pallet is also not affected by the reduction to the original scope. Notably, since a component of the grant funds is carbon sequestration, it is a requirement of the grant that trees planted with this project do not exceed 15 gallons in size. This limitation will result in smaller trees than are typically planted on City landscaping projects, but should result in enhanced carbon capture while also improving the visual appearance of the medians included in the project limits.

On September 23, 2025, a total of eight bids were received and opened. The following is a summary of the bid results:

Bidder Total Base Bid
Oppenheimer National $318,500.00
Marina Landscape $324,400.00
Greenfield Management $336,888.00
Southern California Landscape Inc. $375,197.00
FS Contractors, Inc $390,000.00
Demo Leaders, Inc. $426,000.00
Kasa Construction, Inc $533,900.00
Leonida Builders, Inc $591,000.00

The Engineer’s Estimate for the project was $430,000. City staff have conducted a license check and analyzed the bid submitted by Oppenheimer National to be complete and responsive. However, one detail of the bid proposal submitted raised further review. There was a discrepancy in the unit price written out versus the numeral value listed for one of the items. Oppenheimer National intended the numeral value to be conveyed, which is clear in the summary total for line item No. 7 of the bid. The City did receive a formal bid protest from Marina Landscape, which noted this discrepancy in Oppenheimer National’s bid. Due to the nature of the discrepancy and it's not affecting compliance with any Public Contract Code requirements, the informality can be waived at the City's discretion. Oppenheimer National Inc. has completed a previous project in the City of La Verne meeting City expectations.
