Agenda Packet - September 8, 2026
City of La Verne,City Council
Agenda Report
DATE: September 8, 2026
TO: Honorable Mayor and City Council
FROM: JR Ranells, Assistant City Manager
SUBJECT: APPROVING JOB CLASSIFICATIONS FOR CUSTOMER SERVICE LEAD AND CUSTOMER SERVICE ASSISTANT.
SUMMARY
Following recent organizational changes and a vacancy within the Finance Department, Staff is recommending the establishment of two new job classifications: Customer Service Lead and Customer Service Assistant. The proposed classifications will strengthen staffing in the City Hall front counter customer service area, support efficient and responsive service to the community, and provide opportunities for employee development and career progression. City Council approval is required to establish the new classifications in accordance with the City’s Personnel Rules and Regulations.
RECOMMENDATION
That the City Council:
1. Approve the class specification for Customer Service Lead; and
2. Approve the class specification for Customer Service Assistant.
DISCUSSION
The Customer Service Lead is designed as a working lead classification that performs journey-level customer service and utility billing duties while providing day-to-day operational coordination and technical guidance to staff. The position will serve as a primary resource for complex customer service and utility billing matters, assist with daily workflow coordination, and support staff training and development. The classification is distinguished from the Customer Service Representative II by its increased responsibility for technical leadership, workflow coordination, and resolution of complex customer inquiries and billing issues.
The Customer Service Assistant is intended to provide entry-level and developmental support within the Finance Department. This classification will provide broad exposure to front-counter customer service, utility billing, cashiering, general City Hall administrative functions, and other Finance Department operations. The position will support daily departmental operations while providing an opportunity for employees to develop the knowledge, skills, and experience necessary for career advancement within the City's Finance Department.
Together, these classifications will provide a structured staffing model that supports the City's front counter operations, strengthens service delivery, establishes appropriate levels of responsibility, and creates opportunities for employee development and career progression within the Finance Department.
As part of the City's obligation to meet and confer with the recognized employee organization, the City met and conferred with the La Verne General Unit, represented by the Teamsters, regarding the proposed classifications and organizational structure. The City fulfilled its meet-and-confer obligation, and the Teamsters expressed support for the addition of the Customer Service Lead and Customer Service Assistant classifications and the proposed organizational structure.
Agenda Packet - September 8, 2026
Approving Job Classifications for Customer Service Lead and Customer Service Assistant., Page 2
The Customer Service Lead and Customer Service Assistant classifications will be assigned to the Teamsters General employee group and will receive benefits consistent with other similarly classified positions. Consistent with other customer service positions, the proposed salary range for the Customer Service Assistant is $37,314 to $45,355 annually, and the proposed salary range for the Customer Service Lead is $55,115 to $66,992 annually, representing Steps 1 through 5, respectively. The full salary schedule, including the salary ranges for these classifications, is being presented as a separate item on this agenda and does not require action as part of this item.
It is anticipated that the positions will be filled as soon as possible during Fiscal Year 2026-27 through open recruitment processes.
FISCAL ANALYSIS
The proposed Customer Service reorganization will have no net fiscal impact to the General Fund, Water Fund, or Sewer Fund. The reorganization includes the creation of an entry-level Customer Service Assistant position through the downgrade of an existing vacant position, along with the upgrade of an existing Customer Service position to a Customer Service Lead. The salary and benefit savings generated by the downgraded position will offset the additional cost associated with the upgraded position. As a result, the overall fiscal impact of the reorganization is $0.00, and no additional appropriation is required.
ENVIRONMENTAL ANALYSIS
Not applicable.
LEGAL REVIEW
The City attorney has reviewed and approved this report.
