Time: 6:00 PM
Location: Lafayette City Offices
3675 Mount Diablo Boulevard, Conference Room 265
Lafayette, California
We acknowledge that Lafayette is part of the unceded, ancestral homeland of the Bay Miwok people. The Bay Miwok and neighboring Ohlone people have lived in and moved through this place for thousands of years. They stewarded and shaped this land for hundreds of generations. We express our appreciation and gratitude for this profound legacy, which enhances and contributes to our lives to this day. We will strive to honor this land and strengthen our ties with the Indigenous communities that continue to live and work in our East Bay region as our neighbors and community members. We acknowledge and honor them and their ancestors, elders, and next seven generations.

A. Riki Juster, Senior Transportation Coordinator
Conduct public hearing certifying that no non-profit organizations are readily available to carry out the services currently provided by the Lamorinda Spirit Van – Submitting Two 5310 Federal Grant Applications to Fund the Lamorinda Spirit Van
Recommendation: Conduct public hearing, adopt “Resolution 2025-46 certifying that no non-profit organizations are readily available to carry out the services currently provided by the Lamorinda Spirit Van. Authorize staff to submit two 5310 Grant Applications that if approved would fully fund the purchase of one new mini-van, one new larger van and provide operating funds.” Rikki Juster said the main purpose of the public hearing is to confirm that the two 5310 Grant Applications are for two new vehicles. We must demonstrate that there are no non-profit agencies that serve the same purpose as Lamorinda Spirit Van as a public agency. Once that has been determined, I can submit the two applications.
Councilmember McCormick wants to confirm that the city is in second place compared to the pure nonprofits that go for the 5310 Grants. Rikki confirmed that requesting two vehicles the city is second place to non-profits.
Councilmember Wotherspoon wants to know which federal agency the 5310 Grant Applications will be submitted. Rikki confirmed that the applications will be submitted to Caltrans, Department of Transportation.
Councilmember Wotherspoon wants to confirm the goal is to have three mini vans and one larger van that are all newer. Rikki confirmed that because she is applying for two vehicles, we have one van that will be older but newer than the vans she wants to replace. With the requirement of a 15% local match, we don’t know if we can swing the third new van, so that will wait until the next round. If the city gets approved for the grant, we will have to pay 15% of the cost for the vehicle(s).
ACTION: It was M/S/C (McCormick/Wotherspoon) to authorize the City Manager to sign the 5310 Grant Applications for the Lamorinda Spirit Van Transportation Program and adopt Resolution 2025-46. Vote: 3-0-2 (Ayes: Candell, McCormick, and Wotherspoon; Noes: None; Absent: Anduri and Cervantes). 5) Staff Report
