Councilmember McCormick inquired whether new multi-unit housing developments in the City are required to include EV charging stations and whether the proposed ordinance would modify existing requirements. Mayor Anduri explained that the item is before the Council to ensure the City’s ordinance remains controlling.
City Council Minutes Page 7 of 9 February 23, 2026
Planning and Building Director Greg Wolff stated that state law establishes the baseline standards for EV charging infrastructure, while allowing local jurisdictions to adopt more stringent requirements with state approval. He noted that recent projects have met, but not exceeded, current standards.
Mayor Anduri clarified that completed developments such as 950 Huff and the Lennar project were filed prior to the City’s ordinance taking effect, whereas 1001 Oakhill will be subject to the updated requirements.
Mr. Wolff added that he has not received any waiver or concession requests related to EV charging. In response to Councilmember Candell’s question regarding EV chargers used with vehicle lifts, staff indicated that such products are available, though their long-term performance may vary, and they have not yet been implemented locally.

B. Joanne Robbins, City Clerk
Introduce Ordinance No. 700 adding Chapter 2-19, “Electronic Filing of Campaign Disclosure Statements,” to Title 2 (“Administration”) of the Lafayette Municipal Code to require electronic filing of campaign finance disclosure statements pursuant to Government Code Section 84615 and determining the Ordinance to be exempt from the California Environmental Quality Act (CEQA).
Recommendation: Introduce and waive full reading of Ordinance No. 700, and determine the Ordinance to be exempt from CEQA, take public testimony, and continue to March 9th for second reading and adoption.
City Clerk Joanne Robbins gave the staff report and overview of Ordinance No. 700, which would amend the Lafayette Municipal Code to require electronic filing of campaign disclosure statements for candidates, elected officials, and political committees that receive contributions or make expenditures of $2,000 or more annually, consistent with Government Code Section 84615. Filers below this threshold would not be subject to the requirement.
The City would utilize its existing, Secretary of State–certified Granicus DisclosureDocs system, which meets state security and accessibility standards. Implementing electronic filing is expected to enhance transparency, improve public access to searchable campaign finance information, and reduce administrative workload.
The ordinance allows for paper filings when necessary, including for ADA accommodations or technical limitations, and ensures protection of sensitive information in accordance with state law. It is exempt from CEQA as an administrative action with no potential environmental impact. Staff recommends that the City Council conduct the public hearing and introduce Ordinance No. 700, and she was available for questions.
Mayor Anduri opened the public comment period, and there were no speakers.

Councilmember Wotherspoon said two weeks ago she attended the BART Board of Directors workshop on their fiscal crisis which was a sobering amount of $376 million in deficit, or 30% of their budget. Among other proposals she was concerned about was the proposed closure of the Orinda BART station in January 2027. Most recently, a new proposal will go to their Board in two days that will push that date out to FY 2028.
In response to Councilmember comments, Councilmember Wotherspoon agreed a BART presentation to the Tri-Cities would be very worthwhile, that BART did not talk about their TOD and real estate program but did talk about what would be cut in all of the different administrative units.
Mayor Anduri said the City had its priority and goal-setting meeting on Friday, February 20th. The results will return to the Council at the second meeting in March.
