PUBLIC COMMUNICATIONS
***************************
Dee Sheldon expressed her delight that the trolleys are now on the summer schedule, and suggested obtaining grants for sound systems for the trolleys so the drivers can be blocked off.

Shadi Pourkashef announced that the 25" Anniversary World Kindness Day, and the 5"h anniversary for Laguna Beach, will occur on November 12, with the hashtag #One VoiceForKindness, and requested partnership with the City, similar to previous World Kindness Day events. Pam Wicks spoke in support of the event, announcing that she is working to bring Tibetan monks to Laguna once again.

Gene Felder played part of MJ Abraham's April 26 testimony and Councilmember Peter Blake's response, demanding that the Council enforce its Rules of Decorum and Civility Policy, and he once again referenced letters from the District Attorney's office regarding potential Brown Act violations that may have occurred last year.

Ellen Girardeau Kempler announced the launch of the Laguna Beach poetry trail, encouraging the public to obtain a free guidebook from the Laguna Beach library, which was funded by the Friends of the Library, since Kempler was unable to have the signs or plaques created and installed that were part of the Fostering Creativity in a Time of Crisis grant she received for the project.

Pat Gallis expressed his frustration with delays private property owners face due to lawsuits.

Alex Rounaghi, Housing & Human Services Committee, asserted his view of the importance of virtual participation, and requested that the Council make the findings required by AB 361 so City committees could go back to permitting virtual participation.

Chris Quilter agreed with Rounaghi regarding virtual participation. Quilter asked if the City Attorney has come to a conclusion on whether or not Councilmember George Weiss violated the Brown Act with the meeting he had prior to the public hearing on the MOU for the church property. Quilter also noted that Laguna Residents First yard signs have been out for months, despite regulations that state political signs are not to be displayed sooner than 90 days before the election. Quilter noted that enforcement is complaint-driven, and requested that the Council direct staff to be proactive in removing signs in violation.

Scarlett Hinsman, Laguna Ocean Foundation, thanked the Council for its support for KelpFest.

She also commented on the benefits of the docent program.

Anne Frank requested that the City encourage maintenance and use of the dilapidated building on Ocean Avenue.

Matt Lawson, Emergency/Disaster Preparedness Committee, reported that the committee will have an unexpected vacancy due to the upcoming resignation of long-standing member, Bob Elster, and requested that the Council direct staff to have the vacancy filled immediately, rather than waiting for the February 2023 interviews and appointments, due to the committee's workload.

He also asked if there was a way the public could contribute to the City's festivities for the 100-year anniversary, noting areas that can be visually improved. Flores also reiterated his request that the City figures out a way to provide a coffee or food truck for the Top of the World neighborhood.

COUNCIL AND STAFF REPORTS
*******************************
City Treasurer Laura Parisi reported that she attended the League of California Cities' Revenue and Taxation committee meeting, which discussed various ballot initiatives that will not impact Laguna Beach and will be on the November 2022 ballot, and continued discussion on sales tax reform. Parisi also announced that she was appointed as chair for the California Municipal Treasurers Association's Legislation Committee, and was also appointed to the Governance in Finance committee.

City Manager Shoreh Dupuis requested that Consent Calendar Item #8 be removed from the agenda.

City Manager Shoreh Dupuis clarified that the trolley services are contracted with a company named LAZ, not with a Los Angeles agency. Regarding World Kindness Day, Dupuis advised that she will have staff contact Pourkashef to determine what support City staff can provide. Regarding yard signs, Dupuis advised that the City does not remove signs on private property due to First Amendment rights. Regarding virtual participation, Dupuis explained the difficulty in making AB 361 findings considering current activities, and she stated that hybrid meetings can only be done in Council Chambers due to the equipment that is needed, which would be difficult to accommodate all of the City's committees. Regarding the Emergency/Disaster Preparedness Committee vacancy, Dupuis advised that the City can add interviews and appointments to the Council's July 19 agenda if the Council wants to fill the vacancy immediately. Regarding the dilapidated property on Ocean Avenue, Dupuis advised that the property recently sold and the new buyers have contacted staff regarding the process to rehabilitate the property; Dupuis stated that she will have staff follow up with the new owners.

He also reported on the success of the Fête de la Musique, and thanked Public Works and the City Manager for having the cobblestone area ready for the event. Councilmember Weiss also requested that staff investigate ways to accommodate the request previously made by the Leeds for bus service on El Toro Road.

Councilmember Toni Iseman agreed with Councilmember George Weiss regarding adding trolley service to El Toro Road to service Laguna Beach residents. Councilmember Iseman also opined that hybrid meetings could be accommodated for the much smaller committee meetings with less resources than what is required for Council meetings. Councilmember Iseman also commented on the Woman's Club of Laguna Beach event honoring Dee Perry as the 2022 Woman of the Year, the Fête de la Musique, and Bonnie Hano's memorial celebration.

Mayor Pro Tem Bob Whalen requested that staff add interviews and appointments to fill the Emergency/Disaster Preparedness Committee's unscheduled vacancy to the July 19 Council agenda in response to the Chair's request. Mayor Pro Tem Whalen also commented on the Fête de la Musique, and suggested that there be more public education efforts regarding the City's Sister Cities. Mayor Pro Tem Whalen also agreed that Flores' suggestion for a coffee truck to service the Top of the World neighborhood is a good idea.

Mayor Sue Kempf commented on the success of the Fête de la Musique and the Circus Bella shows. Regarding the Promenade, Mayor Kempf clarified that there will be a "visioning" meeting in September to obtain input from residents, then another community meeting on the concepts that will be developed based on the feedback from the visioning meeting, and a third community meeting; the Council only approved the plan for the process, not specifics for the future on the Promenade. Regarding the parking subcommittee, Mayor Kempf advised that there will be a second listening session in September, and she assured that there is no plan to build a parking structure for Coast Inn, noting that the Coast Inn's project is already approved with parking credits.
