1. Please note that while these comments will be provided to the City Council at 2:00 p.m. on July 26, 2022, the Councilmembers may not have sufficient time to review them prior to the meeting. Written comments WILL NOT be read aloud during the City Council Meeting. Please note that written comments are posted on the City’s website, so do not include any personal information you do not want posted on the web. Any comments received after the deadline for submittal may not become part of the public record for that meeting.

The City Clerk will attempt to briefly identify the author and the content of the email during the City Council meeting. Unless an email is brief and to the point, it will not likely be read into the record and a summary may be provided. To aid the City Council in the timely consideration and completion of its business, we are asking that all written comments be limited to 200 words or less.

REGULAR ORDER
The Regular Order of Business section of the Agenda is designed for items that will require separate discussion and citizen input before the City Council makes a determination of the items.
1. ZONING ORDINANCE AMENDMENT 22-0932 AND LOCAL COASTAL PROGRAM AMENDMENT 22-0933 AMENDING PORTIONS OF THE LAGUNA BEACH MUNICIPAL CODE PERTAINING TO THE REGULATION OF BUILDING HEIGHT, MASS, AND BULK IN THE COMMERCIAL DISTRICTS AND DEVELOPMENT OF A PARKING MASTER PLAN, AND DIRECTION REGARDING BALLOT MEASURE POSITIONS Recommendations:
(1) Provide direction to staff regarding Zoning Ordinance Amendment 22-0932 and Local Coastal Program Amendment 22-0933 pertaining to the regulation of building height, mass, and bulk in the commercial districts and development of a parking master plan by either:
a.
Introducing the Ordinance, which modifies the development standards in the commercial zoning districts, by: 1) asking the City Clerk to read the title of the Ordinance; and 2) approving a motion to waive further reading of the Ordinance and to pass it to second reading; or b.
Submitting the Ordinance, proposed or with alteration, to the voters at the November 2022 general municipal election, and direct staff to prepare the appropriate Resolutions for consideration and action at a subsequent meeting. (2) Direct staff to prepare commercial development design guidelines for City Council review and consideration; (3) Direct staff to prepare an ordinance that would subject new businesses to the Parking Master Plan for City Council review and consideration; (4) Direct staff to prepare a resolution for City Council review and consideration to modify the Downtown Specific Plan land use tables to require conditional use permits for all eating and drinking establishments in the Downtown; and (5) Provide any further direction to staff related to zoning code amendments, commercial development standards, or potential ballot measure options within the context of parking, bulk, height, and mass.
