2023 City Council Annual Planning Workshop 3 of 28
January 20, 2023
Re: Materials for the January 28, 2023, City Council Annual Planning Workshop Dear City Council:
I look forward to spending the day with you on January 28, 2023, at our Annual Planning Workshop. The day provides me an opportunity to update the City Council on the status of City’s priorities established by the City Council in 2022, look ahead at our financial outlook, and discuss the 2023 strategic direction. Our Executive Team will also be present at the Planning Workshop to help answer questions the Council might have and give them critical insight to align operational and budgetary requests for Fiscal Year 2023‐24 with City Council goals and priorities.
Another key objective for this year’s Planning Workshop is to establish the Mission, Vision, and Values for the organization. I believe that an organization‐wide Mission, Vision, and Values will help our community and employees better understand our long‐term strategic direction and creates alignment around how we will get there. The mission statement communicates our purpose, the vision statement defines our future goals and aspirations, and the values represent our core principles and ethics that would guide us toward our vision.
To facilitate this process, I have invited Teri Fisher, a facilitator and consultant from Insight Strategies, to work with the City Council on creating and adopting the City’s first Mission, Vision, and Values. Earlier this month, Ms. Fisher facilitated a workshop with our Executive Team and me to prepare a mission statement and a set of values. Mrs. Fisher will present our team’s proposed mission statement and values for City Council input and approval. She will also facilitate the discussion with the City Council to develop a Vision Statement. This process is critical for the organization’s health and growth and continued commitment of City employees to provide exceptional City services to our community.
We have prepared the attached packet of materialsto help each Councilmember prepare for this meeting.
This packet includes the following:
1. Annual Planning Workshop Agenda
Schedule of the day's events.
2. City Council 2022 Strategic Goals and Priorities Matrix List of City Council priorities and their status.
3. 2023 City Council Meeting Tentative Agenda
4. Five Year Financial Outlook
Five‐year revenue forecast for City Council to consider when establishing their priorities in two scenarios (one with and one without assuming recession).
We appreciate you spending the day with us to make sure our organization is on a path to success in achieving your goals in 2023.
Respectfully,
Shohreh Dupuis
City Manager
