Public Employment (pursuant to Government Code section 54957): City Manager.
City Attorney Phil Kohn reported that Mayor Pro Tem Sue Kempf and Councilmembers Mark Orgill, Alex Rounaghi, and George Weiss were present and participated in person, and Mayor Bob Whalen was present and participated via teleconference as noted on the agenda, for the discussion on the one item of public employment, and voted unanimously to offer the interim City Manager position to Sean Joyce subject to the adoption of the item on the open session agenda, and authorized staff to issue a Request for Proposals from City Manager executive recruitment services to undertake a search for permanent City Manager candidates.

1. ADOPTION OF RESOLUTION AUTHORIZING THE APPOINTMENT OF SEAN JOYCE
AS INTERIM CITY MANAGER AND APPROVING AN EMPLOYMENT AGREEMENT
WITH SEAN JOYCE
Staff Report: Director of Human Resources/Risk Management Aggie Nesh summarized the agenda report.
Public Testimony: Anne Caenn, Village Laguna, requested that there be opportunities for public input during the process of hiring a new permanent City Manager. -1-

Moved by Councilmember George Weiss, seconded by Councilmember Mark Orgill, and carried unanimously 5/0 to:
(1) Adopt Resolution #23.059 titled, "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OFLAGUNA BEACH, CALIFORNIA, AUTHORIZING THE APPOINTMENT OF
SEAN JOYCE AS INTERIM CITY MANAGER AND APPROVING AN EMPLOYMENT AGREEMENT WITH SEAN JOYCE'; and
(2) Authorize the Mayor to execute Employment Agreement #23-155 with Sean Joyce as Interim City Manager.
