LAGUNA BEACH CITY COUNCIL SPECIAL MEETING
June 11, 2024
A Special Meeting of the City Council of the City of Laguna Beach was called to order on Tuesday, June 11, 2024, in the City Hall, 505 Forest Avenue, Laguna Beach, California, Mayor Kempf presiding.

STANDARDS OF COVER REPORT
Presentation and Discussion: Staff and the consultants responded to Councilmembers' questions and comments regarding the undertaking of a Community Risk Assessment and a Standards of Cover study that would align the Laguna Beach Fire Department services with state and national best practices. Fire Chief Niko King responded to Councilmember George Weiss' question regarding staffing, explaining how the proposed added positions would be used.
Public Testimony: Matt Lawson, Tom Gibbs, Sonny Myers, Rex Theobald, Jenn Sarnsen, David Horne, and Tim Templeton supported adopting the proposed recommendations stated in the staff report.
Moved by Councilmember Bob Whalen, seconded by Mayor Pro Tem Alex Rounaghi, and carried unanimously 5/0 to:
(1) Add three full-time firefighter positions to the City's Fiscal Year (FY) 2025 budget; (2) Support a Strategic Plan to continue evaluation of the study recommendations; and (3) Reappropriate $25,000 from the remaining FY 2023-24 Standard of Cover budget appropriation to develop the Strategic Plan

There being no further business, Mayor Kempf at 3:08 p.m., Tuesday, June 11, 2024, adjourned to Interviews and Appointments at 3:08 p.m., the Closed Session at 4:00 p.m. and to the Regular City Council Meeting at 5:00 p.m. on Tuesday, June 11, 2024, at City Hall, 505 Forest Avenue, Laguna Beach California.
