LAGUNA BEACH CITY COUNCIL SPECIAL MEETING
June 24, 2025
A Special Meeting of the City Council of the City of Laguna Beach was called to order at 2:30 p.m. on Tuesday, June 24, 2025, in the City Council Chambers, 505 Forest Avenue, Laguna Beach, California, Mayor Rounaghi presiding.

Councilmember Sue Kempf led the Pledge of Allegiance.
FACILITIES MASTER PLAN WORKSHOP

Presentation and Discussion: Staff and the consultant gave a presentation and responded to Councilmembers' questions.
Public Testimony: Morris Skenderian commented on Forum Theater and Playhouse utilization.
Mike Sadler expressed redevelopment concerns related to the Community and Recreation Center (CRC). Mary Locatelli commented on library improvements, expressed support for a teen center, and noted parking challenges. Gary Kasik suggested partnering with the Laguna Beach Unified School District, and asserted that the City should know value of its properties.
The City Council directed staff to:
(1) Provide further analysis on Fire Station 1 relocation options, including purchasing other properties, and incorporating the Emergency Operations Center (EOC); (2) Schedule a detailed study session on the CRC and Lang Park; and (3) Prepare preliminary design and funding options for prioritized Group 1 projects, including Fire Stations 2 and 3, with a preference for an aspirational approach on the library with potential for historic restoration and exploration of funding opportunities from the county, school district, and private donors, and immediate focus on ADA compliance for the Forum Theater.
