Capital Improvement Project Prioritization - DRAFT
Near Term
Highest Criticality CIP’s that should be addressed as soon as possible. Below is a prioritization list for the Near Term CIP’s in sequential order.

1. Arc Study / Short Circuit Study Program
 None of the lift stations inspected have up to date Arc Flash or Short Circuit Studies. Arc flash and short circuit studies are required at each lift station to meet code and for safety.

2. Electrical Code Violation Program
 Per RCS’s electrical condition assessment, there were a significant amount of code violations that can be addressed by Operations in house or through small CIPs. These electrical code violations were broken out as a separate CIP so they can be addressed as soon as possible.

3. Hatch and Door Replacement Program
 Hatches that are in poor condition, a security risk, or have a life expectancy of less than 5 years are included in this CIP. Building doors whose buildings are scheduled for rehabilitation were omitted from this CIP and included in the Miscellaneous Building Rehabilitation Program CIP.

4. Radio Survey Program
 Radio surveys have not been conducted at any lift stations inspected. Radio surveys will help the City understand the signal strength at each site. Radio surveys are recommended at all lift stations.

5. Wet Well and Vault Rehabilitation Program
 Several of the lift station wet wells and vaults are degraded and in need of rehabilitation. These high criticality structures have been broken out and are recommended to be rehabilitated as soon as possible. Wet well rehabilitation requires the station to be bypassed. Bypass connections have been added to this CIP for lift stations with no bypass connection or connections that are in poor condition. Several other miscellaneous wet well mechanical improvements have also been included in this CIP.

9 6. Electrical and Miscellaneous Mechanical Program
 Main Beach Lift Station and Victoria Beach I Lift Station both have several appurtenances in critical condition or that produce safety concerns.

Improvements for these critical items need to be addressed in the near term and have been broken out into a separate CIP from their respective lift station CIPs.

7. Miscellaneous Valve, Piping, Supports, and Pump Program  Various mechanical appurtenances are in poor and critical condition throughout the City’s lift stations. These high priority items have been broken out into their own near term CIP.
