Since the Downtown Action Plan was never approved, why is SWA in the process of doing Design Development?
And why are we hiring an engineer to do work on a plan that was never approved and which another firm is doing more design work on? What exactly are they preparing implementation drawings on? It seems to me that we need to have an approved plan that is publicly reviewed before taking these steps.
