RECORDS RESEARCH
KOA will work with the City to obtain record drawings and documents relevant to the work site. Record drawings and documents can include, but are not limited to existing improvement plans, SWA Group concept plans, topographic maps, centerline ties, corner records, as-built plans, utility plans, etc. We will send our request for record drawings and documents through the City’s Project Manager.

UTILITY RESEARCH, NOTIFICATIONS, AND MAPPING
KOA will obtain a list from the City of utility companies known to own and operate facilities in the City of Laguna Beach.

KOA will send an email with our standard utility response form, and a map of the project site to all relevant utility companies. We will request information from them including record drawings of their facilities, prior rights information, and any planned upgrades expected in the future. Utility responses will be logged and information regarding existing facilities will be shown on our plans. In some cases, the utility owner may require a request presented on City letterhead.

We will coordinate these situations, if needed, with the City’s Project Manager. KOA will provide the City’s Project Manager with a utility response list and maps/data received when all utility companies have responded. KOA will compile all asbuilts received from the utility agencies and develop a utility base map that will be referenced in the project plans.

TOPOGRAPHIC SURVEY
Our subconsultant, KDM will perform research, obtaining record maps and pertinent data from the City of Laguna Beach and Orange County. Record centerline and right-of-way (R/W) lines will be established and included in base topographic files.

Topographic field surveys will consist of R/W to R/W (back-of-walk to back-of-walk) where accessible, cross-sections at 25’ intervals with additional sections at grade breaks, and the beginning and end of curb returns at intersecting streets.

Sections will include sidewalks, top-of-curb, flowline, lip, grade breaks, crowns and striping. Detailed surveys of existing handicap ramps will also be performed to allow determination of compliance with current ADA standards. Improvements, including but not limited to, utility structures, driveway approaches, sidewalks, trees over 6”, mailboxes, walls and fences will be located within the apparent right-of-way. Base mapping will be compiled at 1" =20 scale with 1-foot interval contours produced.

1. Topographic survey will be conducted in the following areas:
a. Ocean Avenue — From Pacific Coast Highway to Forest Avenue, including handicap ramps at each end and 25-feet beyond the ECR.
b. Beach Street — From Ocean Avenue to Broadway Street, including handicap ramps at each end and 25-feet beyond the ECR.

2. Collect detailed information for existing handicap ramps to verify conformance with ADA standards.

3. Collect standard topographic data within the R/W segments, including all hardscape features and surface indications of utilities, such as pull boxes and manholes. Catch Basins — Manhole rim, local depressions and inverts of catch basins within the topographic limits will be collected. The size and type of pipes will be noted if able to be determined.

4. Collect 25-foot intervals cross sections R/W to R/W within each of the reaches of street as described above.

Additional sections will be collected as described above. 7 Ocean Avenue & Beach Street Improvement Project Page 4 City of Laguna Beach X00025881_R1

STREET IMPROVEMENT PLANS

CURB EXTENSION DETAILS
KOA will prepare curb extension detail plans to accommodate eight (8) curb extensions along Ocean Avenue. The plans will be prepared at 1”=5’ scale and will include a detailed horizontal layout showing existing/proposed roadway improvements, right-of-way, centerline, utility manholes/valves/boxes, underground utilities, construction notes, applicable construction details, elevations, and grades. Vertical profiles are excluded from our scope of work.

OCEAN AVENUE MINOR BUMP OUTS
KOA will prepare street improvement plans along Ocean Avenue for installation of ten (10) minor bump outs to create additional traffic calming and landscaping opportunities. The street improvement plans will be prepared at 1”=20’ scale and will include a detailed horizontal layout showing existing/proposed roadway improvements, right-of-way, centerline, utility manholes/valves/boxes, underground utilities, construction notes, applicable construction details, elevations, and grades. Vertical profiles are excluded from our scope of work. Note: We have assumed that the minor bump outs will be constructed up to the edge of the existing gutter and the existing curb/gutter/flow line will be protected in place.

BEACH STREET SIDEWALK WIDENING
KOA will prepare street improvement plans along Beach Street between Broadway Street and Ocean Avenue to accommodate the widening of the northside sidewalk to a 12-foot width. Our plans will be prepared at 1”=20’ scale and will include a detailed horizontal layout showing existing and proposed roadway improvements, vertical profiles, right-ofway, centerline, utility manholes/valves/boxes, underground utilities, construction notes, and applicable construction details. Roadway cross sections are excluded from our scope of work.

SIGNING AND STRIPING PLANS
KOA will prepare signing and striping plans along Ocean Avenue and Beach Street to accommodate the proposed improvements. The signing and striping plans will be prepared at a scale of 1”=20’ and will show centerlines, existing/proposed street improvements, existing/proposed pavement delineations, pavement markings and roadside signs.

TRAFFIC SIGNAL PLANS
KOA will prepare traffic signal modification plans at the intersections of Ocean Avenue / PCH and Beach Street / Broadway Street. The traffic signal plans will be prepared at 1”=20’ scale and will show existing and proposed street improvements, centerlines, right-of-way lines, utilities of record, proposed removal and installation of signal equipment, recommended signal phasing, and vehicle detection system. The drawing will include all notes, schedules, and other features required by the City to complete the traffic signal plan. Note: During the 30% design stage we will evaluate whether a traffic signal modification plan will be required to accommodate the proposed improvements.

CATCH BASIN MODIFICATION PLANS
Based on our preliminary review of the site, the proposed improvements may impact up to four (4) existing catch basins and may require relocation. All four (4) catch basins are City owned. The area is also within the 100-year FEMA Flood Plain. CWE will conduct a brief hydrologic analysis to verify whether the existing catch basins are sized to handle the runoff generated from the existing drainage areas. No hydraulic analysis is proposed. The design plans will include plan and profile sheets for the catch basin modifications. It is anticipated that the slopes of the existing connector pipes will stay the same and therefore no hydraulic impacts are anticipated. Erosion control plans will also be included with CWE’s submittal.
