different firm, and construction commenced in
December 2022. The scheduled construction
period spans 230 calendar days from the Notice
to Proceed (NTP). Substantial Completion has
recently been achieved. LEE + RO provided fulltime inspection from 7 am to 4 pm on weekdays, with occasional weekend hours required. Based on
the City’s water requirements, the Contractor was
not able to work on all four tanks simultaneously.
Instead, the Contractor took two tanks out of
service at a time for the repairs. After the initial
two tanks were taken offline for rehabilitation, the
tanks were Bac-T tested and with the Engineer’s
approval, they were placed back into service and
then the second pair of tanks could be repaired.
Phasing and coordination were crucial to the
success of the project.

LEE + RO provided Construction
Management and Inspection (CMIS)
Services for the 2022 Sewer System
Rehabilitation Project (C9028B). Santa
Margarita Water District (SMWD) has
requested a Professional CMIS group
to assist with their Ultraviolet (UV)
Cured-in-Place-Pipe (CIPP) Lining
Project, which includes the sewer
lining of 6-inch to 12-inch sewer pipe
of 15-segments to be rehabilitated.
L&S Construction Inc., the awarded
Contractor, with their Subcontractor,
Sancon Technologies Inc., initially
started with lining the first two (2) of
the 15-segments with the Grover CIPP
lining system but were unsuccessful.
The initial two segment developed
excessive unacceptable defects during
the installation which required a stop
production from proceeding with the
remaining 13-sements, until further
review and inspection was performed.
We understand that Sancon has
introduced the UV Lining method, as
an alternative to the initial CIPP lining
system.
Date of Performance:

LEE + RO prepared a preliminary design report, final
design documents and provided bidding and engineering
services during construction for the Yorba Linda Water
District’s new $4 million, 4,300 gpm capacity domestic
water booster pump station and 5,000 LF of new 24-inch
diameter water transmission pipeline. The new 4,300
gpm capacity booster pump station is equipped with
two 2,700 gpm/150 HP pumps and one 1,250 gpm/60
HP pump. The project scope work included siting of the
new booster pump station, site grading and drainage
design, architectural and structural designs for a new
CMU building with standing-seam roof, intrusion alarms, perimeter security fencing, retaining walls, HVAC
system, electrical system design including a new SCE
utility service, MCCs PLC controls and SCADA system
mechanical design for the suction and discharge headers, blowoffs, air release valves, inline valves, and a pressure reducing station, surge analysis, traffic control planning, and hydraulic modeling of the new transmission pipeline.
The pump station design also included acoustical
treatment because of the pump station’s location near a residential park.
Because of only moderately corrosive soil resistivity,
ductile iron pipe with double polyethylene encasement
was selected along with a cathodic protection system
that included bonded joints and corrosion test stations.
The transmission main is located in a major thoroughfare and required extensive coordination with utility agencies to clear numerous buried utilities in the project area
including a 120-inch diameter Metropolitan Water District Feeder pipeline, an AT&T communications duct bank
consisting of forty-five 4-inch diameter conduits, two
12-inch water mains, SCE power cables, and a SCG gas
pipeline. The old existing pump station was demolished
after the new pump station was put into service.
Date of Performance:

City of Brawley WTP includes two raw water
storage reservoirs and two spent backwash
storage reservoirs at the 15 mgd capacity
Water Treatment Plant. The reservoirs are
of concrete with polypropylene liner. The
sloped side wall and polypropylene liner
have been deteriorating most noticeably
above the water surface and the reservoirs
were leaking. The deterioration appears to
be severe at the sloped side walls that are
exposed to sunlight. LEE + RO performed
condition assessment including evaluation
of existing polypropylene liner material
and construction, cause of deterioration,
and evaluation of liner materials, and
determination of the areas of repair or
replacement including liner replacement,
and repair methods. LEE + RO prepared
the design documents for bidding and
construction and provided construction
inspection of the line installation.
Inspection covered coordination between
the contactor and the City, inspection of
subgrade and surface preparation, and
inspection of liner installation including
seams, repair, extrusion welding, hot-air
welding, cleaning, and testing performed in
the field.
Date of Performance:
September 2021 - June 2024
Currently, the City owns and operates a 5.9 million gallons per day (MGD) permitted capacity WWTP that provides
wastewater services to the community of Brawley. The
influent wastewater is treated by extended aeration basins (i.e. Biolac system) and secondary clarifiers. The secondary effluent is then disinfected by a TrojanUV4000 and then discharged to the New River.
In 2001, the TrojanUV4000 was installed under City’s WWTP Expansion and Modification project. The Trojan UV4000
was an advanced UV disinfection system designed for
large wastewater treatment plants and provided effective disinfection against waterborne pathogens to meet the
effluent discharge requirements. Due to the evolution of UV technology and newer UV wastewater disinfection
systems, Trojan ceased production of the TrojanUV4000 in 2017. As a result, LEE + RO provided engineering service for the design and construction of a new TrojanUVSigna. The TrojanUVSigna was constructed at the same location where the existing TrojanUV4000 is installed. LEE + RO performed the structural modifications and provided the design
of electrical/control system for the new TrojanUVSigna
installation. The new TrojanUVSigna gave the City various benefits including low lamp count and high electrical
efficiency, optimized power consumption, easy UV lamp
change, etc. In this project, LEE + RO provided engineering services including a site investigation, review of existing disinfection and effluent discharge requirements, selection of a TrojanUVSigna model (duty and standby banks) and
designs for electrical system improvements, as well as
necessary civil and structural improvements. In addition to engineering design services, LEE + RO provided bid phase engineering service and construction support services
including office engineering, construction management and inspection services.
