3.3.11.6 Deductibles and Self-Insured Retentions. Any deductible or selfinsured retention must be approved in writing by the City and shall protect the City, its officials, officers, employees, agents, and volunteers in the same manner and to the same extent as they would have been protected had the policy or policies not contained a deductible or self-insured retention.

The insurance obligations under this Agreement shall be: (1) all the insurance coverage and/or limits carried by or available to the Consultant; or (2) the minimum insurance coverage requirements and/or limits shown in this Agreement; whichever is greater. Any insurance proceeds in excess of or broader than the minimum required coverage and/or minimum required limits, which are applicable to a given loss, shall be available to the City. No representation is made that the 11 -9- PROFESSIONAL SERVICES AGREEMENT
minimum insurance requirements of this Agreement are sufficient to cover the obligations of the Consultant under this Agreement.

3.3.11.11 Additional Insurance Provisions
(A) If any Excess or Umbrella Liability policies are used to meet the limits of liability required by this Agreement, then said policies shall be “following form” of the underlying policy coverage, terms, conditions, and provisions and shall meet all of the insurance requirements stated in this Agreement, including, but not limited to, the additional insured and primary & non-contributory insurance requirements stated herein. No insurance policies maintained by the City, whether primary or excess, and which also apply to a loss covered hereunder, shall be called upon to contribute to a loss until the Consultant’s primary and excess liability policies are exhausted.
(B) The foregoing requirements as to the types and limits of insurance coverage to be maintained by Consultant, and any approval of said insurance by the City, is not intended to and shall not in any manner limit or qualify the liabilities and obligations otherwise assumed by the Consultant pursuant to this Agreement, including but not limited to, the provisions concerning indemnification.
(C) If at any time during the life of the Agreement, any policy of insurance required under this Agreement does not comply with these specifications or is canceled and not replaced, City has the right but not the duty to obtain the insurance it deems necessary and any premium paid by City will be promptly reimbursed by Consultant or City will withhold amounts sufficient to pay premium from Consultant payments. In the alternative, City may cancel this Agreement.
(D) The City may require the Consultant to provide complete copies of all insurance policies in effect for the duration of the Project. (E) Neither the City nor any of its officials, officers, employees, agents or volunteers shall be personally responsible for any liability arising under or by virtue of this Agreement.
(F) The limits set forth herein shall apply separately to each insured against whom claims are made or suits are brought, except with respect to the limits of liability. Further the limits set forth herein shall not be construed to relieve the Consultant from liability in excess of such coverage, nor shall it limit the Consultant’s indemnification obligations to the City and shall not preclude the City from taking such other actions available to the City under other provisions of the Agreement or law.
(G) Consultant shall report to the City, in addition to Consultant’s insurer, any and all insurance claims submitted by Consultant in connection with the Services under this Agreement.

3.3.11.12 Insurance for Subconsultants. Insurance Requirements, including adding the City, its officials, officers, employees, agents, and volunteers as additional insureds to the subconsultant's policies. All policies of Commercial General Liability insurance provided by Consultant’s subconsultants performing work relating to this Agreement shall be endorsed to name the City, its officials, officers, employees, agents and volunteers as additional insureds using endorsement form ISO CG 20 38 04 13 or an endorsement providing equivalent coverage. Consultant shall not allow any subconsultant to commence work on any subcontract relating to this Agreement until it has received satisfactory evidence of subconsultant’s compliance with all insurance requirements under this Agreement, to the extent applicable. The Consultant shall provide satisfactory evidence of compliance with this section upon request of the City.

3.4 Labor Code Requirements.

3.4.1 Prevailing Wages. Consultant is aware of the requirements of California Labor Code Section 1720, et seq., and 1770, et seq., as well as California Code of Regulations, Title 8, Section 16000, et seq., ("Prevailing Wage Laws"), which require the payment of prevailing wage rates and the performance of other requirements on "public works" and "maintenance" projects. If the Services are being performed as part of an applicable "public works" or "maintenance" project, as defined by the Prevailing Wage Laws, and if the total compensation is $1,000 or more, Consultant agrees to fully comply with such Prevailing Wage Laws. City shall provide Consultant with a copy of the prevailing rates of per diem wages in effect at the commencement of this Agreement. Consultant shall make copies of the prevailing rates of per diem wages for each craft, classification or type of worker needed to execute the Services available to interested parties upon request, and shall post copies at the Consultant's principal place of business and at the project site. It is the intent of the parties to effectuate the requirements of sections 1771, 1774, 1775, 1776, 1777.5, 1813, and 1815 of the Labor Code within this Agreement, and Consultant shall therefore comply with such Labor Code sections to the fullest extent required by law. Consultant shall defend, indemnify and hold the City, its officials, officers, employees, agents, and volunteers free and harmless from any claim or liability arising out of any failure or alleged failure to comply with the Prevailing Wage Laws.

3.4.2 Registration/DIR Compliance. If the Services are being performed on a public works project of over $25,000 when the project is for construction, alteration, demolition, installation, or repair work, or a public works project of over $15,000 when the project is for maintenance work, in addition to the foregoing, then pursuant to Labor Code sections 1725.5 and 1771.1, the Consultant and all subconsultants must be registered with the Department of Industrial Relations (“DIR”). Consultant shall maintain registration for the duration of the Project and require the same of any subconsultants.

3.4.3 Compliance Monitoring. This Project may also be subject to compliance monitoring and enforcement by the DIR. It shall be Consultant’s sole responsibility to comply with all applicable registration and labor compliance requirements, including the submission of payroll records directly to the DIR. Any stop orders issued by the DIR against Consultant or any subconsultant that affect Consultant’s performance of services, including any delay, shall be Consultant’s sole responsibility. Any delay arising out of or resulting from such stop orders shall be considered Consultant caused delay and shall not be compensable by the City. Consultant shall defend, indemnify and hold the City, its officials, officers, employees and agents free and harmless from any claim or liability arising out of stop orders issued by the DIR against Consultant or any subconsultant.
13 -11- PROFESSIONAL SERVICES AGREEMENT

3.4.4 Labor Certification. By its signature hereunder, Consultant certifies that it is aware of the provisions of Section 3700 of the California Labor Code which require every employer to be insured against liability for Worker's Compensation or to undertake self-insurance in accordance with the provisions of that Code, and agrees to comply with such provisions before commencing the performance of the Services.

3.5 Termination of Agreement.

3.5.1 Grounds for Termination. City may, by written notice to Consultant, terminate the whole or any part of this Agreement at any time and without cause by giving written notice to Consultant of such termination, and specifying the effective date thereof, at least seven (7) days before the effective date of such termination. Upon termination, Consultant shall be compensated only for those Services which have been adequately rendered to City, and Consultant shall be entitled to no further compensation. Consultant may not terminate this Agreement except for cause. The rights and remedies of the City provided in this section shall not be exclusive and are in addition to any other rights and remedies provided by law, equity or under this Agreement.

3.5.2 Effect of Termination. If this Agreement is terminated as provided herein, City may require Consultant to provide all finished or unfinished Documents and Data and other information of any kind prepared by Consultant in connection with the performance of Services under this Agreement. Consultant shall be required to provide such document and other information within fifteen (15) days of the request.

3.5.3 Additional Services. In the event this Agreement is terminated in whole or in part as provided herein, City may procure, upon such terms and in such manner as it may determine appropriate, services similar to those terminated.

3.6 Indemnification.

3.6.1 To the fullest extent permitted by law, Consultant shall defend (with counsel of City’s choosing), indemnify and hold the City, its officials, officers, employees, volunteers, and agents free and harmless from any and all claims, demands, causes of action, costs, expenses, liability, loss, damage or injury of any kind, in law or equity, to property or persons, including wrongful death, in any manner arising out of, pertaining to, or incident to any acts, errors or omissions, or willful misconduct of Consultant, its officials, officers, employees, subcontractors, consultants or agents in connection with the performance of the Consultant’s Services, the Project or this Agreement, including without limitation the payment of all damages, expert witness fees and attorney’s fees and other related costs and expenses except such loss or damage caused by the sole negligence or willful misconduct of the City. Consultant's obligation to indemnify shall survive expiration or termination of this Agreement and shall not be restricted to insurance proceeds, if any, received by Consultant, the City, its officials, officers, employees, agents, or volunteers.
14 -12- PROFESSIONAL SERVICES AGREEMENT

3.6.2 If Consultant’s obligation to defend, indemnify, and/or hold harmless arises out of Consultant’s performance as a “design professional” (as that term is defined under Civil Code section 2782.8), then, and only to the extent required by Civil Code section 2782.8, which is fully incorporated herein, Consultant’s indemnification obligation shall be limited to claims that arise out of, pertain to, or relate to the negligence, recklessness, or willful misconduct of the Consultant, and, upon Consultant obtaining a final adjudication by a court of competent jurisdiction, Consultant’s liability for such claim, including the cost to defend, shall not exceed the Consultant’s proportionate percentage of fault.

Coast Highway Sidewalk Gap Closures to Achieve
Complete Streets Project (Cardinal to 7th)
Dear Frank Lopez and the Selection Committee
Stantec is resubmitting our proposal for the Coast Highway Sidewalk Gap Closure Project in response to comments received at the meeting on Thursday, Sep. 4th, 2025. The meeting helped to clarify the City’s coordination efforts with property owners, the expectation of maintenance agreements with Caltrans, and Stantec’s support role at Planning Commission and Public Outreach meetings, and during the Coastal Development Permit process. The City acknowledged the aggressive schedule but reiterated the constraint of the grant funding deadline. We added one (1) new scope item (Drainage Memorandum), but otherwise, we reduced the overall Project scope and base fee by separating three (3) optional tasks (DEER, SWDR, & WPCP). These changes translated to a shorter Project Schedule and a key milestone for Environmental Documents submittal by February ’26. We understand the intent is to show good faith effort, help secure grant funding, and facilitate a request to extend the grant funding deadline. We appreciate this opportunity and hope this revised proposal addresses the comments to your satisfaction.

The City of Laguna Beach is entrusted by its community to deliver safe and more efficient mobility solutions to enhance the quality of life in the City with improved pedestrian routes and enhanced beach access. 25 I. Project Understanding
Background and Approach
The Coast Highway Sidewalk Gap Closure to Achieve Complete Streets Project (Cardinal to 7th) includes three site improvements on the inland side of Coast Highway at the intersections with Cardinal Drive, West Street, and 5th Avenue. These segments of PCH represent isolated areas with restricted public access where adjacent sidewalks are discontinuous. The Project seeks to provide continuous public access by bridging the gaps with new curb and gutter, five foot wide sidewalk improvements, and retaining walls as required. The Project will satisfy ADA requirements, enhance access to nearby beaches, shops, and restaurants, and improve public safety. The Project begins inside Caltrans rightof-way (R/W), crosses into the City’s R/W, requires both permanent R/W acquisition and temporary construction easements from adjacent private property owners, and involves maintenance agreements between the City and Caltrans. Due to the site conditions with on-site access from Coast Highway and steep ascending slopes from the existing edge of pavement, specialized cantilevered soldier pile-type retaining walls with heights less than 15-ft are required. These walls are tailored to top-down construction with temporary shoring integrated into the permanent structure. They require minimal back cut and can be detailed with concrete facings, integral concrete color, and architectural surface texture to complement the adjacent aesthetics, blend in with natural surroundings, or demonstrate the City’s artistic heritage.

We understand the scope of this project is separated into three phases:

1. Preliminary Design – Advance the concept design (performed by Stantec), perform initial studies, data collection, and utility coordination, develop preliminary engineering layout and plans, provide additional exhibits, architectural renderings, and meeting attendance to assist the City in securing grant funding, planning approval, public support, and easements from impacted private property owners.

2. Final Design – Upon approval of the Project preliminary design, Stantec will provide final design engineering and preparation of plans, specifications, and estimates (PS&E) to implement the sidewalk widenings in accordance with City and Caltrans standards, process all technical documents including Caltrans LAPM Forms for PS&E Certification as required to gain E-76 Construction Authorization, including replacement of the ramps, stairs and railing, improve the aesthetics including landscaping, irrigation, minimize maintenance, and improve the safety of pedestrians using the access.

3. Bid Support and Construction Phase – Support the City as needed with attendance at the pre-bid meeting, responses to bidder questions, or assistance with bid review. Provide engineering services during construction including attendance at pre-construction and regular field meetings as requested, respond to request for information (RFIs) and submittals, review change order, and prepare record drawings.

We have experience with numerous similar projects including widenings for highway on-ramps and evacuation routes and recent beach access rehabilitations to improve existing pedestrian access facilities, which often include retaining walls, stairs, deepened foundations, railings, minor grading, drainage, street improvements, safety lighting, integrally colored concrete, and architectural surface treatments. The Stantec team members have local knowledge of the three Project sites, have visited the sites, and have reviewed the available Caltrans APS drawings and estimates as part of the concept phase. Stantec’s experience working on the concept phase to develop the architectural exhibits and palette of the RFP will enable us to quickly engage and efficiently execute the work. 26 Management of Key Project Issues During the concept design phase, Stantec gained a deeper understanding of the key Project issues and started planning solutions to ensure the success of subsequent final designs. We have visited the project site on multiple occasions, noted recent developments, and compared this to the available project data to familiarize ourselves with the existing conditions. This information is summarized on the following pages. The photographs provided show existing conditions at the Coast Highway Gap Closure Project sites. The captions highlight some of the key issues of the project. We have identified the following issues that will need special attention during the preliminary and final design phases. • Design for the Coastal Environment - Our engineering team has experience in designing structures in a corrosive coastal environment. Our structural designers have experience working in similar ocean-close conditions with coastal bluff soils and exposed bedrock, shoring systems, concrete admixtures for chloride protection, epoxy or galvanized rebar, epoxy coatings, anodized aluminum railings, and stainless-steel hardware.
• Design for Ease of Maintenance - Stantec understands that walls with concrete surface texture are both long lasting and provide less canvas for graffiti artists. Our team also had experience with anti-graffiti coatings if desired to expedite maintenance operations. Walls will feature cable railing that disappears into the background while ensuring safe access for inspection, landscaping activities, and gutter cleaning as required.
• Right-of-Way Acquisition – We will provide legals and plats to support the City’s right-of-way acquisition subconsultant, who we assume will provide appraisals. coordinate with property owners, and negotiate right-of-way acquisitions agreements, and prepare all related documentation. • Caltrans Encroachment Permitting – A portion of the new improvements fall within existing Caltrans right-of-way. Therefore, encroachment permits will be required to initially survey the site and provide geotechnical borings, and to construct of the new improvements. We will diligently process the required encroachment permit applications as soon as project development allows. Our proposal assumes that Caltrans will not require a Design Engineering Evaluation Report (DEER) for the proposed improvements, but we identified and provided optional tasks for this work and the supporting studies if required.
• LAPM Forms and RFA (E-76) – As part of this project, we will assist the City in preparation of the Request for Authorization to Proceed with Construction (E-76) package required to receive federal funding from Caltrans. We have experience in supporting agencies in the preparation of the documentation and exhibits required for these packages and will prepare the PS&E in compliance with all federal design standards and regulations. Additionally, our subconsultant partner, Monument, will prepare the right-of-way certification which is required as part of the E-76 package. • Design for Private Property Access – Stantec understands that two walls must include custom detailing to maintain private property owner access. At West Street, the residence at 31522 Coast Highway has a gate, mailbox, and stairs that must be relocated and reconstructed. At 5th Avenue, the residence at 31582 Coast Highway has a decorative river rock stairway and railroad tie retaining wall that must be integrated into the improvements.
• Multiple Stakeholder Coordination - Stantec's team is experienced in coordinating multiple stakeholders, the public and Agencies involved which will benefit the Project. It is critical to the Project that coordination with the following stakeholders takes place early in order to gain successful results:
27 Cardinal:

Grated Inlet Conflict
Bump Out & Rock Texture
Mid-Slope Drainpipe Edison Vaults
Utility Coordination
28 West St
New Traffic Signal &
Light Conflict
Private Road Access

29 5th Ave

Existing CF Inlet
Private Access & RR Tie Wall
30 - Adjacent Homeowners
- City Residents (Public)
- City of Laguna Beach, Parks and Recreation, Planning Commission - California Coastal Commission
- Caltrans
• Coordination with City Street Light Master Plan – Stantec has been assisted the city with planning and designing a city owned underground fed street light system along Coast Highway throughout the city limits including preparation of a Street Light Master Plan. This plan identifies the addition of three new streetlights within the project limits: two (2) between West Street and Catalina Street, and one (1) south of 5th Avenue. We will coordinate with the city and confirm the status of these potential street light additions and include them in the project design or accommodate them for future installation, as appropriate.
• Traffic Control during Project Implementation - We have prepared traffic control plans for several similar projects along South Coast Highway and are aware of the significant role this critical roadway plays in providing circulation throughout the city. Our goal is to tailor the traffic control to the needs and means of construction while minimizing impacts to public traffic and stakeholders.

Lane closure will typically be limited to weekdays during off-peak hours, and weekend days, if applicable and/or feasible. The project specifications will be closely tied to the plans and clearly identify requirements for lane closure, hours of work, access restrictions, and notifications. We will include the traffic control plans in the Caltrans encroachment permit processing. • Enhanced Aesthetics - A variety of aesthetic treatments for the walls was developed by Stantec based on our recent local project experience and input from the City. The three sites are separated sufficiently that each could feature a different treatment without presenting a visual conflict.

However, we recognize that the Cardinal Drive site is bordered by existing Concrete Masonry Unit (CMU) precision block wall with breeze block cap at one end and inclined shotcrete anchor walls on the other. Whereas the block wall is plain and dated and less visible from Coast Highway, the shotcrete wall features a multi-colored exposed bedrock finish which blends seamlessly into the surrounding landscape. We understand that this location would benefit from a similar faux rock finish, but the same inclination angle and landscaped parkway offset cannot be accommodated.

Stantec has a solution for this location to optimize the aesthetic impact. Likewise, the West Street and 5th Avenue sites will draw from the architectural palette to match adjacent existing buildings and terrain to impart a rustic feel. This might be simple exposed steel piles with treated timber lagging similar to existing installations on West Street and on Coast Highway near 4th Avenue.

Alternatively, Stantec could specify precast concrete panel lagging with integral color and wood grain texture. Regardless, our landscape architects will work with the Stakeholders to address the unique site conditions, beautify the street edge, and maintain the character of each location.
• Traffic Control during Project Implementation – We have prepared traffic control plans for several similar city projects along South Coast Highway and are aware of the significant role this critical roadway plays in providing circulation throughout the city. Our goal is to tailor the traffic control to the needs and means of construction while minimizing impacts to public traffic and 31 stakeholders.

• ADA Access - Stantec’s team of traffic and civil engineers has extensive experience with sidewalk repairs and ADA ramp design. We will analyze the existing field conditions and layout of the path of travel that is in compliance with the latest ADA requirements, protects and conforms to the City’s recent ADA ramp improvements and extends as required to provide continuous access. We understand that sidewalk improvement at Cardinal Drive will extend beyond the northerly end of wall to include a new curb ramp and curb return. Similarly, the sidewalk improvements at West Street will extend beyond the southerly end of wall to terminate at the existing ADA ramp to be protectedin-place at the northwest corner of Catalina Street. Likewise, the sidewalk improvements at 5th Avenue will extend beyond the northerly end of wall, around the existing curb face inlet, and terminate at the existing ADA ramp to be protected-in-place. • Utility Conflicts - Stantec has identified the following new and existing utilities that may impact the scope of work. The civil team will work closely with our surveyors and coordinate with the City and utility companies in the area to research, precisely locate, and resolve all utility conflicts. The goal will be to minimize relocations, as we assume that the City won’t require reimbursement for these. - Recent streetlights installations at Cardinal Drive may require bump outs in the proposed sidewalk with corresponding angle points in the proposed retaining wall layout line at three locations.
- Recent traffic signal replacement with streetlight at the Northeast corner of West Street may require bumping out in the sidewalk with corresponding angle points in the proposed retaining wall layout line.
- Two (2) existing grated inlet(s) must be incorporated into the new curb return at Cardinal Drive.

Pacific Vista Soil Nail Wall
Location: Laguna Beach, CA
Project Duration: 2012 - 2014
Client Name: City of Laguna Beach | Tom Perez, City Engineer | 505 Forest Avenue, Laguna Beach, CA 92651
(949) 464-6688 | [email protected]
Services Provided: Topographic Survey, Right-of-Way, Civil (Grading & Paving), Drainage, Utilities, Retaining Wall, PS&E
Our staff designed a soil-nail wall along the slopes that separate Pacific Vista and Gainsborough Drive in the City.

The wall was funded in part by a grant from the Federal Emergency Management Agency and stabilized the
existing slopes that were damaged by cascading
floodwaters from Pacific Vista. The wall varied in height from a minimum of approximately five (5) feet to a
maximum of approximately 25 feet. The wall incorporated natural planter areas for landscape elements and
incorporated a rock-scape facing to mimic the surrounding hillside areas. The wall was configured to provide two onstreet parallel parking stalls.

The completed wall was well received by the community
and received special recognition at a City Council meeting, as well as complements from the surrounding residents.
42 IV. Methodology and Approach
Methodology
Stantec will apply its experience in architectural and engineering design and environmental compliance to communicate our recommendations for the development and execution of a successful project. We have worked and continue to work on many projects for the City and will use these existing lines of communication to keep the City informed of project status at all times.

We will use state-of-the art methods to successfully complete this project. These methods include the use of three-dimensional AutoCAD based software (Civil-3D) to model, design, and produce the preliminary and final project plans. Our architects employ modern rendering tools including SketchUp, Photoshop, and Lumion. Our survey team is well versed in the use of Lidar and 3D laser scanning to allow for capture of detailed survey data in traffic congested environments. We have an extensive library of structural design software, in-house spreadsheets, and Mathcad programs as well as sample plans and structural details to expedite the design process.

Project Approach
The key element in the management of the project will be to assign experienced staff who will dedicate their efforts to advance the concept development in an efficient and timely manner, using a comprehensive project work plan and schedule. With this in mind, we have assembled a project team who can fulfill all of these goals. The core Stantec team will be comprised of experienced individuals who will be dedicated to the assignment from start to finish participating in all aspects of the work including, but not limited to, data collection, design surveys and mapping, environmental documents preparation, landscape and irrigation design, utility coordination, preliminary plans and design reports through to final construction drawings, specifications, and estimates, right-of-way acquisition, Caltrans LAPM Forms for PS&E Certification as required to gain E-76 Construction Authorization. Upon completion of the design phase, the same team will support the bidding process and construction phases culminating in record drawings preparation.

Stantec’s approach will be a systematic design process, to include representatives of the City of Laguna Beach in all aspects of the project. A strong team effort will emphasize close communication with the staff and representatives of the City. The project will commence with setting a planning team orientation and coordination meeting with the City’s Project Manager. We will ensure all program elements, issues and needs are addressed. At this meeting, the recommended list of improvements for each gap closure site will be refined and approved.

We will next conduct site analyses and research and do an inventory of existing conditions to provide a thorough site evaluation. In order to understand the environmental factors at the sites, we will consider the biological and cultural resources, regulatory compliance, sustainability, and mitigation of risk, but based on our experience and input from the City we anticipate the Project will be categorically exempt. We understand the project will remove the existing edge of pavement, interfering vegetation, and portions of existing retaining walls as required, construct new retaining walls to allow shoring and excavation of ascending slopes, construct new curb and gutter and sidewalk improvements. At the same time, the Project will protect numerous utilities, restore private residence access, and reconfigure landscaping and irrigation impacted by the work. The work will require a Caltrans Encroachment Permit, public outreach, and Right-of-Way Acquisition services including right-of-way certifications. The Project aims to improve public safety and provide a sustainable resilient pedestrian access solution. In addition to these goals, Stantec will seek to minimize the construction impacts, explore alternative aesthetic treatments to best fit the surrounding area, maximize all Stakeholders’ satisfaction, and facilitate the acquisition process. 43 Our surveyors will perform an accurate topographic survey and our geotechnical engineer will perform a soils investigation and identify resisting soil strata for deepened foundation design. We will coordinate with the City, Caltrans, and utilities to provide any additional as-built plans for the existing roadway and private improvements and prepare an accurate detailed base map with existing grades, utilities and other related site features. This data collection and field studies phase of the work is instrumental in confirming design objectives, identifying constraints, and bringing to light project opportunities for cost savings. Our philosophy at Stantec is to expedite the final design and approval process by collaborating closely with City Project Staff, conducting thorough research, and developing feasible alternatives during the Preliminary Phase.

Our preliminary design effort will incorporate the results of the data collection and field studies, refine the wall alignments and profiles determined during the concept phase, identify both design and construction alternatives that may be employed to reduce project costs, and minimize conflicts between the proposed improvements, existing site improvements, adjacent properties, and utilities. We will also perform an exhaustive investigation of the construction materials to meet the objectives of the City. Based our involvement in the concept development phase and our experience with recent improvements at Bluebird Canyon Evacuation Route, Moss and Cleo Streets Beach Accesses, we understand these materials may include high-strength weathering steel products, treated timber lagging, architectural concrete surface texture, high strength special exposure-type concrete construction with galvanized reinforcing steel, anodized aluminum railing, and galvanized cable railing. Our major focus and consideration will be maximizing project value by minimizing impacts to traffic, ensuring stability of shored excavations, protecting existing utilities and adjacent private property improvements, and prioritizing the safety and satisfaction of the homeowners and public during and after construction, Stantec will generate six (6) architectural renderings showing different aesthetic treatments, a planting palette, and sections to fulfill the submittal requirements for Planning Commission and Zoning Review.

We will also assist the City with the preparation of design graphics as needed for public outreach and presentations to the City Planning Commission. A preferred alternative will be selected by the City in collaboration with the Stakeholders. Development of alternatives for the proposed project are discussed in more detail under Tasks 1.4 Public Relations and Outreach Services and 3.5.4 Visual Simulations/Renderings of this proposal.

Upon selection of the preferred alternative architectural aesthetics and planting palette, the project team will execute the final design including processing PS&E, and final structural design report through 60 percent, 90 percent, and 100 percent levels of completion. These construction documents, right-of-way certification, and various reports will support the Caltrans Encroachment Permit, LAPM forms, and Request for Authorization to Proceed with Construction (E-76) package processing.

Upon approval of the Construction Documents, completion of Right-of-Way Acquisition, issuance of Caltrans Encroachment Permit and TCEs, and securing federal funding, Stantec will provide typical bidding and construction support services culminating in preparation of the record drawings.

We believe our team is best qualified to provide professional services for the City and its residents. We will be both time efficient and cost effective while creating bold and memorable design solutions. Our team has many years of expertise in similar parks, beach access, trails and recreational facilities projects and understands the design process. We will be committed to providing the City of Laguna Beach with outstanding design solutions for complete streets that will integrate public safety and architectural aesthetics with sustainable practices and green building features to be used and enjoyed for many years. 44 Scope of Services

Our office staff will process the field survey data, analyze the location and disposition of the found monuments at all three sites, and determine the existing right-of-way of Coast Highway. Using existing published resources, public records, and Survey Maps filed with the County Surveyor’s office, we will prepare legal descriptions and plats for approximately 14 separate parcels affected by the project. We anticipate preparing two sets of legal descriptions and plats: a set for temporary construction easements, and a set for the permanent right of way takes. All legal descriptions will be based on record data; a full boundary of the affected parcels will not be provided.

Deliverables:
- Approximately 28 legal descriptions and plats.
46 Task 3.3 - Data Collection and Review
Following the kick-off meeting with the City, Stantec will research City, Caltrans, and utility company records to obtain all available as-built improvement plans and record drawings, water and sewer atlas maps, parcel maps, right-of-way data, reports, and any other information pertinent to the project. Also, as part of this task, we will perform a thorough field walk with appropriate City Staff to verify and identify noteworthy features of the existing improvement areas. These features will include, but will not be limited to, visible surface utilities, electrical pull boxes, mid-slope drainpipes, storm drainage facilities, streetlights, traffic signals, stairways, retaining walls, gates, fences, mailboxes, landscape areas, and various other improvements. Stantec will work with the City to notify residents as required to identify backyard improvements within the construction footprint or that could be impacted by the work.

We will research, obtain and compile other pertinent site information needed for design to ensure project information complies with Laguna Beach Planning and Zoning restrictions, Municipal Code for design review, review for general/plan elements, and Building regulation approvals.

Deliverables:
- Records summary
- Field meeting notes
Task 3.4 - Design Survey/Site Topography
The topographic surveying for the project will be prepared using a combination of both aerial topographic and conventional survey methods. Our filed crews will visit the site to establish vertical and horizontal control for the project and set aerial control targets for the used in developing the photogrammetric backgrounds for all three project areas. The photogrammetric topography will allow our team to capture data on site beyond the right-of-way to allow provide our engineering team a better understanding of existing design environment.

To supplement the aerial topography, our surveyors will collect precise topographic data to facilitate the preparation of precise civil plans and construction documents. Our field crews will collect precise data of substantial, visible improvements located within the project limits, including hardscape, walks, curbs, drives, access ramps, gutters, walls, trees, and fences. Visible indications of surface utilities will also be located, as will lid/rim elevations for drainage structures present.

The control used for all three project sites will tie into the County Surveyor’s Horizonal Control Network which is based on State Plane Coordinates 2017.50 epoch adjustment as well as the County Vertical Benchmarks using NAVD 88.

Upon completion of the field survey work, our office staff will bring everything together (aerial survey, conventional survey, and right-of-way) to generate a single CAD base map for the design team to use in developing civil plans.

Deliverables:
- Aerial Survey
- Topographic Survey
- Right-of-Way Survey

Task 3.5 – Geotechnical Investigation
The purpose of our geotechnical services will be to evaluate the subsurface conditions in the area of the proposed retaining walls in order to prepare design and construction recommendations for the new retaining walls and sidewalks. Based on our understanding of the project and our experience with similar projects, our scope of services will be as follows:
• Project coordination, planning, and scheduling for subsurface exploration. 48 • Review of readily available background materials, including published geologic maps, groundwater data, topographic maps, aerial photographs, and project-related reports and/or plans provided by the client.
• A field reconnaissance to mark the proposed boring locations for utility clearance and coordination with Underground Service Alert (USA).
• Prepare traffic control plans and obtain an encroachment permit from Caltrans. • Provide traffic control during our subsurface exploration. • Subsurface exploration consisting of the drilling, logging, and sampling of six (6) hollow-stemauger (HSA) borings to depth ranging from approximately 20 to 40 feet, or refusal, whichever is shallower. The borings will be logged by a representative from our firm. Bulk and relatively undisturbed samples will be collected from the borings for laboratory testing. The borings will be backfilled with the drill cuttings and the pavement will be patched with rapid-set concrete. • Laboratory testing of representative soil samples that may consist of in-situ moisture content and dry density, gradation, Proctor density, direct shear strength, Atterberg limits, consolidation, and soil corrosivity, as appropriate.
• Data compilation and geotechnical analysis of the field and laboratory data, including analyses to evaluate and provide recommendations pertaining to the following:
o Suitability of the sites for the proposed construction from a geotechnical standpoint. o Description of the geology and soils anticipated at the sites. o Evaluation of the depth to groundwater, as encountered in the borings at the time of drilling and our research.
o Evaluation of site seismicity and applicable California Building Code seismic design parameters.
o Evaluation of appropriate remedial grading depths to prepare the ground surface for the new retaining wall spread footings and sidewalks.
o Excavation characteristics of the material at the site, including stability of temporary excavations.
o Fill material and compaction requirements, including suitability of the on-site soils for use as structural fill and retaining wall backfill.
o Foundation recommendations for the new retaining walls. Recommendations will be provided for spread footings and pile foundations.
o Evaluation of the corrosion potential of the on-site soils. • Preparation of a “draft” geotechnical evaluation report for the project. The report will present the results of our field exploration, laboratory testing, and our conclusions regarding the soil, geologic, and groundwater conditions at the sites. The report will present our recommendations for the design and construction of the project improvements.
• Following receipt of review comments, we will prepare a final geotechnical evaluation report that incorporates revisions based on comments received. We will review and respond to one round of review comments.
49 Task 3.5.1 – Preliminary Plans
We will provide initial civil, structural, and traffic engineering and landscape design services to refine the concept layout and create preliminary (30 percent) level plans. The plans will reflect criteria and constraints identified by various data collection, right-of-way mapping, utility coordination, public outreach, field surveys, and geotechnical investigation. The 30 percent plans will have draft title sheet, sheet index, disposition and construction notes, civil layout (plan and profiles) of street and wall improvements, and rough landscaping and irrigation repairs as required to facilitate preparation of Simulations and Renderings for Planning Commission, Design Review Board, Public Hearings, and Public Outreach meetings. The sheet list will identify Signing and Striping Plans, Traffic Control Plans, and Construction and Structural Details to be submitted as part of the final plan submittals. The plans will be in generated using AutoCAD Civil 3D with design and detailing in compliance with City and Caltrans standards.

Task 3.5.2 – Preliminary Estimate
We will compute preliminary quantities of construction materials and provide a preliminary engineer’s opinion of probable construction cost in accordance with the City’s format for items of work included in the project. The quantity/cost estimates will be based on the preliminary (30 percent) level plan submittal.

Unit prices will be based upon current cost information for a recent, similar project. If the estimated costs exceed the available budget, Stantec will inform the City and provide recommendations for costs reduction.

Task 3.5.3 – Preliminary Calculations and Basis of Design Report (BODR) The preliminary structural design of retaining walls will consider existing utilities, adjacent private improvements, equipment access, and constructability. The retaining walls are expected to feature trench or spread footings at lower retaining heights (H<4) and top-down-type cantilevered solider piles (for H>4).

The soldier pile wall with its integrated shoring capability is well suited to the site conditions and constraints as a way to minimize construction impacts, earthwork, TCEs, and ancillary costs. It can be detailed with permanent reinforced concrete facing, integrally colored concrete, and architectural surface textures to improve aesthetics.

We will review site specific geotechnical parameters and civil layout to develop applicable dead, live, horizontal earth, seismic, and wind loads, and perform initial structural calculations in accordance with CBC, ASCE-7, AASHTO, and Caltrans Bridge Design Practice Chapter 11.2 - Earth Retaining Systems methodology. Preliminary structural calculations will utilize in-house spreadsheets, Enercalc SEL, and other software as required to establish tentative foundation layout, trench footing depth, pile spacing, size, and embedment depths, etc.

The governing design codes, applied loading, and preliminary calculations, will be summarized in a Basis of Design Report (BODR) for submittal to the City. We assume one (1) round of review and minor comment incorporation for approval of the BODR.

Task 3.5.4 – Visual Simulations/Renderings
Stantec will prepare 3D visual simulations to represent the Project as visible from publicly accessible viewpoints. Stantec assumes that six (6) viewpoints would be required as the basis for comparative figures showing existing views alongside rendered simulations from the same view. The 3D models will be developed from the provided site improvement CAD files and will include the site, sidewalk, walls, and landscape within the project impact area. Birdseye and streetscape perspectives will be captured using combination of Google Earth and/or on-site photography. The visual simulations will illustrate the project to represent the completed development and the context of the adjacent roads and structures. 50 Deliverables:
3D Visual Simulations / Rendered Views (digital files)
• One (1) Perspective, eye level (5’-5”) view of the Coast Highway project site near Cardinal Drive • One (1) Birdseye, (Google Earth and/or On-site Photography) view of the Coast Highway project site near Cardinal Drive from above

• One (1) Perspective, eye level (5’-5”) view of the Coast Highway project site near the 5th Avenue • One (1) Birdseye, (Drone and On-site Photography) view of the Coast Highway project site near the 5th Avenue from above
Task 3.5.5 – Preliminary Drainage Memorandum
Stantec will prepare a Drainage Technical Memorandum to summarize pertinent hydrologic and hydraulic conditions, assumptions, and potential impacts of the project improvements. As part of this study, we will consider and quantify existing vs. proposed runoff in the areas local to the project sites. We will define tributary boundaries, maintain existing flow patterns, identify existing drainage facilities to be protected-inplace, and establish the limited scope of drainage improvements. Although the project improvements will increase the total impervious area, any increase in runoff from the project sites relative to the overall tributary area is expected to be negligible (less than 5%). Therefore, hydromodification requirements are not applicable, and new drainage facilities will be limited to back of wall gutters with detailing to reducing clogging at inlets to down drains, under sidewalk curb drains, and providing access for inspection and maintenance.

This task allows for one (1) conference call with the City to present the Drainage Technical Memorandum, answer questions, and receive initial feedback. It also allows for one (1) round of minor revisions if required to reflect changes during the preliminary or final design phase.

Deliverables:
- CEQA and NEPA documents
- Title Reports
- Plats and legals
- R/W & Base Map
- Topographic Map
- Geotechnical Report
- Preliminary plans 30%
- Preliminary estimates 30%
- Basis of Design Report

Task 4 – Final Engineering, PS&E, and Structural Design Report Task 4.1 – Improvement Plans
We will provide additional civil, structural, and traffic engineering and landscape design services to advance the preliminary plans (30 percent) to 100 percent level Construction Documents. This includes preparation of plans, specifications, and estimates, incorporation of City Staff and Stakeholders’ comments, creating a comment/response matrix, and processing through the City at the 60 percent, 90 51 percent, and 100 percent levels of completion. The plans will be in generated using AutoCAD Civil 3D with design and detailing in compliance with City and Caltrans standards.

Task 4.1.1 – Title Sheets, Notes, Typical Sections, and Details The plan set will include a title sheet, using your standard format, with general notes, a vicinity map, and additional project specific information. The second sheet will show all construction and disposition notes used and the sheet index for the plans. The plan set will also include standard details and smaller scale design details, if required, for improvements such as curb ramps or driveways.

Task 4.1.2 – Roadway Plans
One (1) Roadway Plan and Profile Sheet will be prepared for each of the three (3) segments using a 1” = 10’ horizontal scale and 1” = 1’ vertical scale. Each sheet will contain a north arrow, scale, a typical section, and construction and disposition notes for all improvements shown on the sheet. The profile views will show the existing and proposed profiles for the tops of curbs. The Standard Plans for Public Work Construction (SPPWC) and the Caltrans Standard Plans will be used to supplement any City standard plans, as required.

The plan will include:
• Removals
• Centerline, right-of-way, easement, and TCE lines
• New improvements such as curbs, gutters, sidewalks, cross gutters, curb ramps, driveways, AC pavement, and parkway drains utility adjustments or relocations • All horizontal and vertical control required to stake and construct the new improvements Since it is assumed that there will be minimal grading to implement the proposed improvements, all grading will be shown on the street improvement plans and no separate grading plan will be provided.

Task 4.1.3 – Structural Plans and Details
Structural plans will follow Caltrans format including one (1) Structural General Plan for each of the three (3) site locations using a 1” = 20’ horizontal scale and 1” = 10’ vertical scale. Each general plan will contain a north arrow, scale, plan, elevation, typical section, and construction and disposition notes for all retaining wall improvements shown on the sheet. For each site there will be one (1) Index Sheet listing all sheets, design notes, material specifications, structural observations, and list of special inspections, referenced Caltrans Standard Plans, quantities, earthwork pay limits, one (1) Structure Plan and Elevation at smaller horizontal and vertical scale for added clarity, one (1) Structural Typical Section sheet, two (2) Miscellaneous Details sheets, and one (1) Architectural Surface Detail sheet. The architectural surface treatment will follow the palette developed during the concept design subject to final approval of the Stakeholders. The structural plans will be followed by three (3) Log of Test Boring (LOTB) sheets prepared in accordance with the Caltrans Soil & Rock Logging, Classification, and Presentation Manual.

In all we anticipate approximately
Task 4.1.4 – Signing and Striping Plans
The signing and striping plans will be prepared at 1” = 40’ scale, “double stacked” with two horizontal layout strips placed on each sheet. Each sheet will include a north arrow, scale, match lines and construction/disposition notes referencing the appropriate City or Caltrans standard plans.

The plans will provide refreshed roadway striping and pavement markings for those that may be damaged by the construction of the project. Traffic signs will be replaced, upgraded and/or newly installed, if necessary. The traffic sign work will be based on an inventory of existing signs and an assessment of new project signage requirements. Where appropriate, existing signs within the project limits may be upgraded to meet current California Manual on Uniform Traffic Control (CA MUTCD) requirements. 52 Task 4.1.5 – Traffic Control Plans
Traffic control plans are required since a portion of the improvements will be within Caltrans right-of-way.

We will prepare engineered traffic control plans for inclusion in the improvement plan set for construction of the project improvements and to support the Caltrans encroachment permit application.

The traffic control plans will be prepared to show three (3) construction phases of the project, respectively showing the temporary traffic control for project improvements along Coast Highway near the Cardinal Drive intersection, the West Street intersection, and the 5th Avenue intersection. The traffic control plan will show temporary closure of northbound No.2 lane and shoulder adjacent to the construction areas along Coast Highway.

Up to three (3) sheets of traffic control plans will be prepared in AutoCAD, at 1” = 40’ horizontal scale, “double stacked” with two viewports per sheet for construction of the project improvements. Traffic control plans will use project CAD files for base mapping. Traffic control plans will follow guidelines established in the latest CA MUTCD and applicable city standards and requirements.

The plans will show traffic control measures required for each project construction stage, including but not limited to traffic control devices and their deployment, temporary lane delineation, and construction area signing, as necessary.

We assume that a Transportation Management Plan is not required. Likewise, we assume that pedestrian detour plans are not required as sidewalks are not currently available.

Task 4.1.6 – Landscape Construction, Planting and Irrigation Plans We will review of existing planting and irrigation as-built drawings and record documentation. This effort will confirm the precise locations and conditions of water and electrical service points of connection within the defined project limits. These findings will inform the development of construction drawings that accurately reflect existing site conditions, enabling precise quantification of work and minimizing the potential for change orders during construction. Based on City approval of the preliminary plans, we will merge the site’s technical considerations with the approved design program and provide a greater level of detail for the character, location and magnitude of the landscape improvements.

Landscape construction, planting and irrigation plans will be prepared in AutoCAD, at 1” = 20’ horizontal scale of the project improvements. Landscape improvements will be designed to align with proposed site modifications, including the installation of new sidewalks, ADA ramps, staircase, handrail/guardrail and retaining walls. We will include the identification and resolution of conflicts with existing tree and shrub roots, removal and/or relocation of irrigation infrastructure, and restoration and replanting of affected landscape areas. We will also prepare construction details and schedule callouts and notes of design elements derived from the construction plans, which define types, materials, colors and finishes for new hardscape features.

The planting layout will be thoughtfully designed to enhance street-level and pedestrian aesthetics, while maintaining clear sightlines for safety and ensuring compatibility with the surrounding neighborhood context. The landscape design and environmental considerations will include a cohesive and visually appealing plant palette with water-efficient species selection and long-term ease of pruning and maintenance.

Task 4.2 – Estimates
We will compute quantities of construction materials and provide a final engineer’s opinion of probable construction cost in accordance with the City’s format for items of work included in the project. The quantity/cost estimates will be based on the 60 percent, 90 percent, and 100 percent level plan submittals.

Unit prices will be based upon current cost information for a recent, similar project. If the estimated costs 53 exceed the available budget, Stantec will inform the City and provide additional recommendations for potential costs reduction.

Task 4.3 – Technical Specifications
Project technical specifications (Section E) will be prepared for each item of work included in the project based on City supplied “boilerplate” Special Provisions. Section E includes General Provisions, Construction Materials, and Construction Method, Measurement, and Payment (Parts 1, 2 and 3).

Technical Specifications will be prepared in a format in accordance with City standards, Standard Specifications for Public Works Construction (Greenbook) and Caltrans Standard Specifications. Stantec will also prepare Technical Appendices such as Referenced Standard Plans, Geotechnical Report, Product Data, Reduced Project Plans, and any supplemental Technical Specifications (in CSI Format) as required (Sections F, G, H, I, and J). These technical specifications and appendices will be submitted in electronic format at the 60 percent, 90 percent, and 100 percent levels of completion.

This task assumes front end documents (Sections A through D) including Bid Schedule will be prepared by the City, and the City will compile the combined Bid Documents.

Task 4.4 – Final Structural Design Report
Stantec will incorporate comments from the City, Stakeholders, and Public Outreach Meetings and revise the final retaining wall design and detailing to reflect any changes to the civil wall layout. We will look for opportunities to value engineer the final solutions, update, and finalize our calculations for greater precision and consistency with the approved BODR. Structural design will utilize in-house spreadsheets, Enercalc SEL and implement L-Pile, and SP-Column Software as required to model variable wall heights, site topography, stratified soils, and bedrock locations.

This task includes final structural analyses, preparation, and submittal of a Final Structural Design Report with references to and incorporation of the BODR. We assume one (1) round of review and minor comment incorporation in order to gain approval by the City.

Accounting Procedures
Stantec has a computerized accounting system which maintains detailed records by individual and activity and allows tasks to be monitored against established budgets. The Project Manager receives regular reports to track project status. The system is totally integrated and easily audited. Supporting data can be provided to the City in any format required.
57 Project Control Procedures
Project control will be established and maintained by the use of good communications and documentation.

Stantec’s methodology in monitoring and controlling projects is provided below.

Schedules: At the beginning of the project, we will prepare a detailed project Work Breakdown Structure (WBS) that describes all of the work tasks necessary to complete the project. A Master Project Schedule will be prepared following the WBS showing the relationship between tasks and the expected start date and duration for each item. This schedule will serve as the guide to conducting and monitoring the progress of the work. We will meet all agreed-upon deadlines. Should an unforeseen project delay occur, we have ample staff resources to bring the project back on schedule at no additional cost to the City.

Labor Resource Requirements and Allocation: The anticipated labor-hour requirements and allocations will be developed for each project when details are known. The Stantec personnel assigned to each assignment will be available to commit the required hours for project completion with additional personnel available should the need arise.

Quality Control Plan: A comprehensive quality control plan will be developed specifically for the project.

The quality control plan will emphasize the need to clearly define requirements and standards, and the need to independently check all work before it is issued to the City or other reviewing agencies. An independent senior manager from Stantec will oversee the quality control program and will audit the quality activities to see that all checks are completed properly, and all deliverables are free of errors. The Stantec quality control program will ensure that the project documents:
• Conform with the contract documents and scope of work • Are neat, well organized, clear, concise, and complete • Are technically and grammatically correct
• Comply with generally accepted standards of engineering and applicable laws • Are signed, dated, and stamped as required
• Are consistent with other related plans
58 V. Project Schedule
Stantec’s proposed project schedule is provided on the following page. The proposed schedule provides a general overview of the probable sequence of activities and our opinion of realistic task durations, and overall time frame for the project. Following the notice to proceed assumed in October 2025, the estimated duration for completing the Data Collection Preliminary Engineering and Final Design phase is 13 months which exceeds the City’s preferred target of six (6) months including all noticing periods, Planning Commission Hearings, review periods (City, Stakeholder, and outside agencies), Public Outreach meetings and revisions.

Please note, the list of activities and durations proposed in the schedule will be discussed, reviewed, and finalized with the City at the Kickoff Meeting, and at subsequent progress meetings. During the design process we will strive to maintain or expedite the project milestone completions by employing the following:
• Request City support with the Caltrans Environmental and ROW approval process • Request partnering with the City and Caltrans to minimize agency review times • Communicate regularly with City project team staff to identify expectations • Perform thorough background research and investigation to resolve issues early • Perform in-house quality control throughout and prior to milestone submittals • Identifying opportunities for and employing concurrent work processes • Manage increased risks associated with executing tasks concurrently that typically flow sequentially • Focus on critical path items
