SUMMARY OF THE MATTER
On July 18, 2025, at approximately 7:41 p.m., Marine Safety personnel and the Laguna Beach Fire Department responded to a water emergency involving multiple swimmers in distress at the south end of Treasure Island Beach. Several individuals had been caught in a rip current and required immediate rescue.
Three City lifeguards demonstrated extraordinary courage and rapid response in reaching and stabilizing a semi-conscious swimmer while also assisting others in distress. Their efforts were bolstered by three surfers who reached the most critical victim before Marine Safety’s arrival, providing initial aid until lifeguards could assume care. The combined actions of the lifeguards, surfers, and emergency personnel directly contributed to the successful rescue and stabilization of all victims.
Marine Safety Chief Kai Bond will present this item to the City Council and publicly recognize the outstanding service of the lifeguards involved, as well as the heroic actions of citizens Mason Davis, Levi Mauga, and Tommy Zahalka, who displayed bravery in this life-threatening incident.
