SUMMARY OF THE MATTER
This report recommends that the City Council authorize the purchase of new Cisco network and VoIP switches from Presidio for the Police Department, replacing aging infrastructure that has reached end-oflife. The total cost of the purchase is $239,945.92 and is included in the approved FY 2025-26 IT Division budget. The proposed equipment is consistent with the City's IT standards and will ensure reliable and secure operations for the City's 24/7 public safety systems. The action does not constitute a project under CEQA because it would not result either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.

DISCUSSION
The City’s Police Department relies on network switches to connect computers, phones, cameras, and other devices to internal systems and the internet. A network switch is a piece of equipment that acts like a digital traffic controller—it ensures that data gets where it needs to go quickly and securely within a computer network.

The switches supporting the Police Department’s operations are outdated, no longer supported by the manufacturer, and are not capable of meeting the demands of modern applications, video systems, and secure communication protocols. Staff recommends replacing this equipment to ensure operational continuity and to support the Department’s mission-critical systems.

Cisco has been identified as the City's standard for network equipment due to its reliability, compatibility, and cybersecurity features.

On August 7, 2025, the City issued a formal request for bids via Planet Bids. Of the five responses received, two were disqualified for non-responsiveness. Presidio submitted the lowest responsive bid at $239,945.92.

FINANCIAL ANALYSIS
The total cost of this purchase is $239,945.92. Funds for this procurement are included in the FY 2025-26 Information Technology Division budget and no additional appropriation is required.

ENVIRONMENTAL ANALYSIS
This action is not subject to the California Environmental Quality Act (“Public Resources Code section 21000 et seq.) (“CEQA”) because it does not qualify as a “project” under CEQA. The State CEQA Guidelines provide that “[a]n activity is not subject to CEQA if … the activity is not a project as defined in Section 15378.” (State CEQA Guidelines, § 15060(c).) Here, the action does not qualify as a “project” as defined in State CEQA Guidelines section 15378 for at least two different reasons. First, Section 15378 defines a project as an activity that “has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.” (State CEQA Guidelines, § 15378(a).) Here, the action is to purchase IT equipment for the organization, which will not result in any reasonably foreseeable impacts. Accordingly, the action is not a “project” subject to CEQA. (State CEQA Guidelines, § 15060(c).) Second, Section 15378 explicitly excludes from its definition of “project” the following: “organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.” (State CEQA Guidelines, § 15378(b)(5).) The action constitutes an administrative activity that will not result in a physical change in the environment, and it therefore is not subject to CEQA.
