LAGUNA BEACH CITY COUNCIL STUDY SESSION
September 23, 2025
A Study Session of the City Council of the City of Laguna Beach was called to order on Tuesday, September 23, 2025, at 3:00 p.m., in the City Hall, 505 Forest Avenue, Laguna Beach, California, Mayor Rounaghi presiding.

STUDY SESSION

1. OVERVIEW OF THE FINANCE DEPARTMENT UPDATES TO PURCHASING POLICY (ADMINISTRATIVE POLICY #I-9)
Presentation and Discussion: Staff gave a presentation and responded to Councilmembers’ questions.
Public Testimony: Mary Locatelli suggested including examples of specific unique situations on when no competitive advantage is determined, and that those justifications are shared with the City Council. She also asked for clarification on who is the Purchasing Officer versus who is the Procurement Officer.
City Council Direction: Councilmembers expressed consensus to move forward with the proposed policy updates, incorporating the feedback discussed. Staff will refine the draft and return in October 2025 with a final version for formal City Council consideration and adoption, with a summary of key changes.
