CONSENT
6 SUBJECT: MONTHLY TREASURERS’ AND INVESTMENT REPORTS - JULY 2025 AND AUGUST 2025
RECOMMENDATION: It is recommended that the City Council:
1. Receive and file the July 2025 and the August 2025 monthly investment and treasurer’s reports.
SUMMARY OF THE MATTER
The City’s investment portfolio is managed in part by the elected City Treasurer, Laura Parisi, and Meeder Investments. Ms. Parisi manages shorter-term investments needed for liquidity purposes and Meeder manages the investment of those funds deemed surplus.1 The monthly Treasurer’s Report was modified to comply with the Investment Policy.
Attached are two reports for July and August – one from Ms. Parisi and one from Greg Balls of Meeder. At the end of the period attached:
• At the end of August, Ms. Parisi managed $47,000,000 in cash and investments targeted for dry period liquidity that earned an average yield of 2.928%. She also managed the bond and bank funds.
• An outside portfolio manager managed $106,000,000 invested in securities with durations after December 1, 2025, an average credit rating of AA and a yield of 1.93% less management fees. • The outside portfolio manager has purchased primarily treasury securities and callable corporate bonds while employed by the City Council.
• The portfolio includes US government agency instruments (50% of the portfolio), high-yield, fully collateralized bank accounts (16%), treasury securities (17%), the Local Agency Investment Fund “LAIF” (16%), negotiable CDs (1%), municipal bonds (1%), corporate bonds (13%) and supranational bonds (such as those issues by the World Bank – 1%).

The recommended action has no environmental impact.
1 In this context, “surplus” means City funds not necessary for immediate liquidity purpose or otherwise earmarked or required for other immediate City costs/expenses. This is not meant to be construed as an overall budget surplus or something akin to that.
