The project will identify and address potential trip hazards on walkways throughout the city. The project has been reviewed under CEQA and is categorically exempt pursuant to Section 15301 of the CEQA Guidelines.
DISCUSSION
AWARD OF CONTRACT TO PRECISION CONCRETE CUTTING FOR CITYWIDE
SIDEWALK SLICING
October 28, 2025
Background and Project Need
The City of Laguna Beach maintains concrete sidewalks along roadways, City facilities, and within parks.
To improve the City’s response in addressing sidewalk deflections and evaluation of trip hazards, City staff recommends the use of contract services to identify, repair, and report potential trip hazards. In previous years, the methods employed for removing deflections included grinding or costly removal and replacement (R&R). Staff recommends using concrete slicing instead of grinding to maintain safe pathways and reduce the amount of R&R needed. This method removes deflections up to 2 inches without needing to remove and replace the sidewalk. Concrete slicing will also ensure that the sidewalks maintain 1:12 slopes to comply with ADA guidelines. This proposed method has already been performed within the Downtown, Heisler Park, and the Aliso Beach parking lots with positive results. The proposed vendor will also provide GIS data to keep track of repairs, including valuable before and after repair data that can be used for future sidewalk maintenance needs and to defend against claims.
Bid Process and Contractor Selection
On November 15, 2024, the City of San Clemente prepared a bid package, notified local contractors, and advertised a Request For Proposals for a Sidewalk Repair and Improvement Program for competitive bidding on the PlanetBids website. Bids were opened on December 2, 2024. The City of San Clemente awarded Precision a contract based on this competitively bid solicitation. The project was bid on an inchfoot basis for trip hazard removal (0.25 inches to 2 inches) and per sidewalk mile for sidewalk assessment.
The proposed contract between the City and Precision (Attachment 1) will piggyback off the San Clemente solicitation. This method ensures a competitive price and will streamline the procurement process to enable the City to expedite this critical work.
Laguna Beach Municipal Code Section 2.30.050(c) states, “If a purchase is based on the bidding efforts of another public agency or purchased in conjunction with another public agency, then the purchase is exempt from bid requirements.” Staff has coordinated with Precision, who has confirmed that they are willing to enter into the proposed piggyback contract based on the pricing and other terms of their existing contract with the City of San Clemente. Therefore, the proposed piggyback contract is consistent with the City’s purchasing code.
FINANCIAL ANALYSIS
Staff is requesting a transfer of $200,000 from the CALTRANS Project 1 Additional Upgrade project account to a new account titled Sidewalk Slicing. The CALTRANS Project 1 Additional Upgrade project is complete and budget surplus remains. The transfer is as follows:
Fund Account Amount Description
CIP Fund 6163130C-81000-CPY10 $(200,000) CALTRANS Project 1 Add. Upgrade CIP Fund 6163130C-81000-CXXXX $200,000 Sidewalk Slicing
ENVIRONMENTAL ANALYSIS
The recommended action is exempt under the California Environmental Quality Act under CEQA Guidelines Section 15301 because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Here, the

recommended action meets the exemption because the proposed work will make repairs to existing sidewalk and will not include any other change in use. Upon taking the recommended action, City staff will cause to be filed within five calendar days a notice of exemption with the County and State Clearinghouse.
