This Project was originally evaluated in the Task 3A – Ocean Avenue Supplemental Feasibility Alternative Analysis (One-Way Circulation) Technical Memorandum prepared by KOA Corporation on July 24, 2018 (the “2018 Traffic Study”). However, since the analysis was prepared, Forest Avenue between Glenneyre & Coast Highway has been permanently closed to provide Forest Promenade as a vehicle-free area. Therefore, the City has requested an updated operational analysis that accounts for the changes to vehicle circulation in relationship to the proposed one-way reconfiguration of Lower Ocean Avenue.

PROJECT DESCRIPTION
The Project will reconfigure Lower Ocean Avenue between Beach Street and Coast Highway from two-way to one-way operations. The design will remove existing eastbound through lanes, convert existing parallel parking stalls to angled parking stalls, convert the westbound approach at Coast Highway to include a dedicated right-turn pocket, and implement bulb-outs at intersections and crosswalks. The concept plan is shown in Figure 1 below.

OPERATIONAL ANALYSIS METHODOLOGY
The study uses existing traffic counts and assumes a practical pattern of diversions that would take place under the proposed one-way circulation. Currently, all eastbound traffic on Ocean Avenue either enters from the westbound direction on Coast Highway (SR-1) or enters via a driveway. Southbound left turns from Coast Highway are not permitted.

Therefore, all northbound right turns must be diverted to an alternate route.

The 2018 Traffic Study assumed that diverted trips from Coast Highway would use either Forest Avenue (north of Ocean Avenue) or Broadway Street (south of Ocean Avenue). Since the 2018 Traffic Study was completed, the section of Forest Avenue between Coast Highway and Glenneyre Street was closed to vehicles and transformed into Forest Promenade.

Therefore, new diversion distributions were necessary along with the addition of one more study intersection for this analysis. The following four study intersections were analyzed and are shown in Figure 2:

1. Coast Highway & Broadway Street

2. Coast Highway & Ocean Avenue

3. Coast Highway & Park Avenue

4. Coast Highway & Laguna Avenue

Using assumptions consistent with the 2018 Traffic Study, approximately two-thirds of the diverted trips were assumed to begin their diversion prior to Ocean Avenue, while one-third of diverted trips would begin their diversion after Ocean Avenue. The previous study assumed that two-thirds of trips would use Forest Avenue as their alternate route. Due to the closure of the segment of Forest Avenue between Glenneyre Street and Coast Highway, it was assumed that these trips would instead use Laguna Avenue and Glenneyre Street as their detour route. It was not assumed that trips would use Park Avenue and Eiler Larsen Lane, as this segment has a small capacity and would require a potentially challenging leftturn onto Glenneyre Street. It is anticipated that with the trip diversion vehicular delays will increase at the surrounding intersections along Glenneyre Street and Forest Avenue. However, the peak additive trips at the surrounding intersections 6 3
are expected to add less than one vehicle per minute and therefore unlikely to cause a major deterioration in operations.

Figure 3 below shows the assumed distribution of diverted trips.

Two scenarios were evaluated for a Saturday Midday Peak condition, which is considered the busiest time period for the study area:

1. Existing Year (2025) Without Project

2. Existing Year (2025) With Project
The traffic analysis was performed using the most current version of Trafficware’s Synchro 12. Traffic signal cycle lengths were determined based on review of the existing signal timing at the intersections during the peak conditions. It was assumed that the traffic signal splits and offsets are coordinated, as such, the network was optimized. Two study intersections (Intersection #3 - Coast Highway & Park Avenue and Intersection #4 - Coast Highway & Laguna Avenue) contain an all-pedestrian phase scramble crosswalk. The Highway Capacity Manual (HCM) 2000 methodology is used to calculate the vehicle delay, as this methodology is compatible with the observed geometries and signal patterns.

DATA COLLECTION
Turning movement counts were collected on Saturday, September 13, 2025, over a six-hour period from 10:00 AM to 4:00 PM. The peak hour is considered the highest 60-minute interval for each location. Count collection also included pedestrian and bicycle counts at the four study intersections. The traffic count data is provided in Attachment A. 7 4
EXISTING YEAR (2025) SCENARIO
The Existing Year (2025) Without Project scenario volumes are shown in Figure 4 below.

LEVEL-OF-SERVICE (LOS) ANALYSIS RESULTS
All four study intersections currently operate at acceptable levels of service of LOS D or better during the Saturday Midday peak. Under the With Project scenario, with the one-way operations on Ocean Avenue, all intersections would continue to operate under acceptable levels of service. The intersections of Coast Highway & Park Avenue and Coast Highway & Laguna Avenue are expected to experience a nominal increase in delay of 0.2 seconds. At the intersection of Coast Highway & Ocean Avenue, operations are expected to experience a reduction in delay of 1.9 seconds under the With Project condition scenario. This would be consistent with the assumption of an overall reduction in northbound volumes with the elimination of the northbound right-turn movements.

CONCLUSIONS
Based on the results of the analysis, the Project is not anticipated to affect the intersection operations along Coast Highway in the downtown area. All four study intersections are expected to operate at an acceptable level of service under the Without and With Project scenarios. The surrounding roadways may experience increases in delay with the diverted trips, but the additive trips are unlikely to cause major deterioration in operations. Therefore, the reconfiguration of Lower Ocean Avenue from one-way to two-way traffic is not expected to create or contribute to any adverse traffic conditions in downtown Laguna Beach.
