Outdoor dining belongs in Laguna Beach. Please approve and continue to support the OUTDOOR DINING PROGRAM. This is a critical and wonderful part of the experience of being in Laguna Beach.
While I do not live in town, Laguna is one of my favorite places in SoCal and outdoor dining is a perfect complement to the typically great weather and the sand and surf vibe of Laguna Beach. Many great restaurants, bars, and breweries in town deserve to continue to offer this great option; which not only supports the restaurants, but also improves the pedestrian-oriented coastal experience of Laguna Beach.

Hello! Writing in to share my support for keeping the patio open and accessible as it is today at Laguna Beer Company. The patio is a great extension of the restaurant, allowing groups to gather together outside in a fun and casual environment. I have never experienced a parking issue when visiting and love that Laguna Beer Co is a reliable choice where I know I’ll be able to get a table to enjoy a drink and a bite when headed to Sawdust Festival, Coast Film Festival, or just to enjoy an afternoon in town with friends.
Please keep the patio open!

Hi,
I understand that the city council will soon be devising whether to extend the outdoor dining program which could impact Laguna Beer Company.
I know that legacy rules require certain amounts of parking spaces for businesses to insure access and minimize nearby resident impact. However, in the age of Uber, Lyft and e-bikes I believe that this should be reconsidered, especially in cases like Laguna Beer Company where the outdoor dining has proven to be extremely successful and popular.
I often joke that the only good things that came out of COVID were virtual jobs and outdoor dining. With more and more back to work mandates, please don’t take our outdoor dining away! It is one of the things that have enhanced the attraction and charm of Laguna throughout the city.
Thanks,

Hi there!
Just wanted to send a short message to advocate for the outdoor dining to stay in place for Laguna Beer Company.
My husband and I love coming here with our 3 year old daughter. Because there is outdoor seating, she has more freedom to roam around. Without the outdoor seating as an option, we would unfortunately not be able to come because a high top table and bar is not suitable for a kiddo. We have made so many memories on that patio and it would be a shame to shut it down and would absolutely impact their business as I know other young families, like us, visit because it’s kid friendly.
Thanks for your time,

[NOTICE: This message originated outside of City of Laguna Beach -- DO NOT CLICK on links or open attachments unless you are sure the content is safe.] Hi,
I’m writing because I heard that the city is reviewing the policy around outdoor dining in our city. I was surprised to learn that this was even a topic of discussion because it seemed like such an obvious perk for the city’s residents. With that in mind, I thought I’d offer my thoughts in support of the continued rules allowing for outdoor dining.
My wife and I live in the village on Catalina, have two little kids (5 and 1), and absolutely love Laguna. We’ve lived here for 17 years, we’ve moved my entire extended family here to be close to us (mom, sisters, and dad), and we rave about the town to everyone that will listen.
The single most attractive aspect of Laguna - for us - is the walkability and safe outdoor areas. We walk to forest at least twice a week as a family, sit down to eat, and let the kids enjoy the outdoor pedestrian area alongside the dining scene. It’s honestly perfect, and I think more places in the US could use outdoor amenity areas like this. I would say the same about the area off the canyon known as the hive. Oliver’s Osteria, kitchen in the canyon, etc. are all so great precisely because they can accommodate the demand that they enjoy. If those places - or Brussels bistro, Oto, moulin, etc. - were limited to standard seating arrangements, it would destroy the convenience and accessibility of the entire downtown area.
Also, I remember when Forest was a street full of parked cars, and for 3-4 months out of the year it was a miserable place to visit. Tourists would honk at each other constantly waiting for parking, the street was unsafe for anyone looking to walk from one side to another, and traffic at the PCH/Park/Forest intersection was terrible. It was just a stressful bottleneck in town, and the way we’ve opened it up with outdoor dining had really turned it around so that it’s now the most enjoyable part of town.
As you can see, we’d be disappointed to see all this change, so hopefully this simple message is taken into account from one of the many residents that loves this town.
Thanks for all your work in keeping this place so special.

I am a resident in Laguna Beach. I absolutely love having outdoor dining downtown laguna as well as the Hive. The Laguna Beach Beer company is the only comfortable place I can bring my dog. I hope you can consider us dog owners and residents who like to enjoy the beautiful weather we have in Laguna.
Also, I come from a family of doctors, we tend to choose outdoor seating to eliminate catching colds/germs from others.
As a business owner, this has allowed more seating for our restaurants. As you know the restaurant business is plummeting and hard to keep afloat. There are a lot of empty locations in Laguna due to our exorbitant rent payments. Empty locations are not a good look and feel for our tourists. Laguna needs tourists to keep alive! We really hope you consider us as residents, dog owners, and business owners to keep our outdoor dining forever and always. Your help will show your support for us all ! Sincerely,

My name is Rene Esparza and I am a resident of Lake Forest, CA. Over the last 40 years of my life I've spent many many times enjoying everything Laguna Beach has to offer. The Arts, Music, Dining, Bars and all the cool eclectic folks who call Laguna Beach their home. I've especially loved outdoor dining and hanging out with my Wife and Friends at Laguna Beer. I call Laguna Beach my second home because of all the time my Family and I spend there.
Laguna Beach reminds me of my travels around the world during my 15 years in the US Marine Corps and my travels with my Wife Sharon. The outdoor "Al Fresco" dining truly elevates the experience and come on, who doesn't love our SoCal weather? I'm hopeful the City of Laguna Beach will continue to allow the outdoor dining which we love.

Good afternoon. I am writing this note in support of my friends at Laguna Beach Beer, and the continuation of their outdoor seating that came about during Covid. I do believe it should be left as permanent installation. The Olivers and the other restaurant there benefit greatly from that outdoor space. There is sooo much other open parking stretching down to the Boys and Girls club, and on both sides of Broadway/133 that is available at all times except in summer festival season. There could never be enough parking during that time. Parking should not be an issue as there are only like 14 spaces that are taken up by LBB and the other 2 restaurants.
It is an awesome gathering place after our weekly mountain bike rides, and its always well attended when I am there on the weekends. The occasional live music outside is great while enjoying our wonderful weather and a cold beer!! I frankly don't know if they could make it as a business there without that outdoor space! Please take that into consideration during a decision. It would be a great loss for all to take that away.
Sincerely, Tony Zarinelli
Cheers!

Dear Laguna Beach City Clerk:

I have been a resident of Laguna Beach for over 40 years. I want to give my support to the Outdoor Dining Program. Southern California is the best location for outdoor dining, especially at the Hive and downtown. The remake of the Hive has been a great addition to this town and for Laguna Families. We have spent time there just for an evening out at the Brewery and Osteria. We enjoyed the kitchen for lunch and breakfast, preferring to be outside.
We have had rehearsal dinner celebrations there at the Brewery.
Such a great venue for all Please don’t return it to parking. On this day in age we need toget away from parking taking the place of a dining venue. Most of us can figure out where to park even in the summer. Please keep the current vibe going. Don’t go backwards Move forward Don’t return to the old days think out of the box.

It’s a destination point, sometimes I feel like just leaving Huntington on a bike to go there have a beer and a cubano sandwich and back, this would be a bummer for a love of us if we can enjoy the great outside area.

[NOTICE: This message originated outside of City of Laguna Beach -- DO NOT CLICK on links or open attachments unless you are sure the content is safe.] Dear Laguna Beach City Council,
I hope you are doing well. I am writing to express my strong support for continuing the outdoor dining program at Laguna Beer Company.
The outdoor dining area has been a valuable addition to the community. It provides a welcoming, family-friendly environment, encourages more foot traffic to local businesses, and enhances the overall atmosphere of the neighborhood. It has also been an important option for those who feel more comfortable dining outdoors.
I kindly ask the City to consider allowing this program to continue. It has had a positive impact on both residents and visitors, and it helps small local businesses thrive in our community.
Thank you for your time and consideration.
Sincerely,
Yesenia Lopez

[NOTICE: This message originated outside of City of Laguna Beach -- DO NOT CLICK on links or open attachments unless you are sure the content is safe.] Dear Mayor and Council Members,
I am writing to express my strong support for continuing the Outdoor Dining Program in Laguna Beach. Our community thrives on its connection to the outdoors — the coastal views, the sunshine, and the open-air experience are part of what makes Laguna so special.
The ability to dine al fresco is not just a convenience — it’s a defining part of the Laguna Beach lifestyle. The outdoor patios located at The Hive along Laguna Canyon Rd enhance our city’s charm, create a welcoming environment for locals and visitors, and support small businesses that are vital to our downtown’s vibrancy. They contribute to a sense of community, help sustain local jobs, and align with the coastal character that draws people to Laguna in the first place.
I encourage the Council to extend and preserve the outdoor dining program, especially those located at The Hive in Laguna’s Art District, so that we can continue to enjoy and share the unique open-air experience that defines our city.
Thank you for your time and for supporting policies that help keep Laguna Beach lively, local, and community-driven.
Warm regards,
Heidi Kissel

Subject: Testimony for outdoor Dining and Parklet program Date: Thursday, November 13, 2025 12:27:34 PM
[NOTICE: This message originated outside of City of Laguna Beach -- DO NOT CLICK on links or open attachments unless you are sure the content is safe.] Laguna Beach City Council and City government,
My name is Chris Schutte and I am writing to you today to provide feedback on the city’s Outdoor Dining and Parklet Program. Bottom line up front: this program should be continued, supported, and boosted.
I was alerted to this Council agenda item by the email newsletter for Laguna Beach Beer Company and from reading the Stu News blog. My comments today are structured in the way Stu News laid out the Council’s interests in the matter:
1. Should the program be extended beyond the currently planned expiration date of January 2026?
Absolutely. Economic research conducted since the COVID-era consistently finds that outdoor dining brings happy diners, increased foot traffic, and economic prosperity. Indeed, a 2022 UCLA study of the Los Angeles “Al Fresco” program demonstrated its success, preserving the viability of over 80% of businesses during the pandemic. By comparing participating corridors to control corridors, the study revealed a striking $12 million surge in gross sales in “Al Fresco” areas in 2022 compared to 2019. I am not sure if Laguna Beach conducted a similar analysis, but I would wager that it would show similar results.
2. Should it be transitioned to a sidewalk-based outdoor dining location versus parklets? Having the option for either is probably the best choice for the City, as it allows the merchants to make the decision of how much space and where they’d like to occupy. That being said, I strongly prefer the use of parklets for outdoor dining as obstructions on city sidewalks or other pedestrian rights-of-way create obstacles for mobility-challenged individuals. Getting around town when you have an elderly parent with a walker or wheelchair is already challenging enough.
3. Should there be an update or revision on the program’s fee structure? I’m woefully uneducated in the current fee structure, so I will not be able to speak to specifics about the program fee structure. However, I will encourage the Council and City government to pursue a fee structure that adequately covers administrative expenses of managing the parklet and outdoor dining programs and not focus on trying to cover the opportunity costs associated with giving up parking revenues for a parklet-based outdoor dining installation. The value of supporting local businesses who create outdoor spaces (in what I would consider the nicest place in the world to be outside) should be paramount the Council and City government.
I can’t tell you how many economic decisions (when it comes to dining) are made solely based on whether or not an establishment allows my family and I the ability to sit outside. From the wonderful outdoor dining options at Laguna Beer Company or even sitting directly on a busy intersection at the now defunct Wild Taco outdoor seating parklet, we will always choose an outdoor eating and drinking option when that’s available. If the Council and City is concerned about lost revenue, consider following the example of malls or other large retail facilities wherein the “landlord” charges a base “rent” or fee and then collects an additional percentage of gross sales, creating a situation that rewards both the merchant and the City as these outdoor dining options thrive.
In summary, outdoor dining is an economic asset for the City of Laguna Beach and I hope the Council and City government will continue this important program and support the economic engines who want to use the program. Thank you!
~ Chris

To whom it may concern,
I’m reaching out to show my support for keeping outdoor space at Laguna beer company and the hive. The outdoor space is what makes Laguna beach so special to enjoy our beautiful weather and gather with others. My fiancé and I love it so much that we have a wedding reception at the hive next April and this would be terrible for our celebration we’ve been planning for so long. We truly hope you don’t make any drastic changes to the hive.
Best Regards,
David Ryu
