RESOLUTION NO. 25.XXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LAGUNA BEACH, CALIFORNIA, ESTABLISHING PARKING
RESTRICTIONS ON FAIRVIEW STREET AND FINDING THE
PROJECT EXEMPT FROM THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT PURSUANT TO STATE
CEQA GUIDELINES SECTIONS 15061(b)(3) AND 15304
WHEREAS, California Vehicle Code Section 22507(a) and Laguna Beach Municipal Code (“LBMC”) Section 10.03.010 provide for and authorize the City Council to establish traffic controls within the City; and
WHEREAS, at its meeting on October 23, 2025, the City’s Parking, Traffic and Circulation Committee reviewed, considered, and made a recommendation regarding a request to establish parking restrictions on Fairview Street adjacent to 165 Fairview Street; and WHEREAS, the Public Works Department has reviewed the proposed parking restrictions for safety, in accordance with LBMC Section 10.03.010(b); and WHEREAS, at its meeting on December 9, 2025, the City Council considered the recommendation of the Parking, Traffic and Circulation Committee.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAGUNA BEACH DOES RESOLVE:
SECTION 1. The recitals above are true and correct and are incorporated herein by reference.
SECTION 2. Two feet of “No Parking” restrictions shall be installed on both sides of the Driveway at 165 Fairview Street.
SECTION 3. The Director of Public Works and Utilities shall establish and maintain signage and/or markings to indicate the parking restriction as established in Section 2 and is Attachment 3

authorized to take incidental actions necessary to carry out Section 2.
SECTION 4. Portions of all prior resolutions in conflict herewith are hereby repealed to the extent of such conflict and are of no further effect.
SECTION 5. On December 9, 2025, the City Council considered the recommendations of the Parking, Traffic and Circulation Committee, including the proposed parking restrictions on Fairview Street (collectively referred to as the “Project”), and determined the Project was not subject to the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines sections 15060(c)(2) and 15061(b)(3), and 15304, for all the reasons set forth in the Resolution Establishing Parking Restrictions on Fairview Street. This Resolution incorporates by reference the environmental findings and analysis set forth in the Resolution Establishing Parking Restrictions on Sunset Ridge Drive as if fully set forth herein.
