I, Ann Marie McKay, City Clerk of the City of Laguna Beach, do hereby certify that on October 27, 2025, the proponent Mike Morris, as listed on the attached sheet, submitted to this Office a petition entitled: " AN ORDINANCE OF THE PEOPLE OF THE CITY OF LAGUNA BEACH, CALIFORNIA, ADDING SECTION 2.04.080 TO THE LAGUNA BEACH MUNICIPAL CODE TO ESTABLISH TERM LIMITS FOR CITY COUNCIL MEMBERS." Pursuant to the provisions of Election Code Sections 9210 and 11222, said petitions were accepted and examined for an unofficial prima facie count, and were found to contain 2,471 signatures.
In accordance with Election Code Section 9210(a), it has been determined Laguna Beach had 18,179 registered voters as of the reported registration to the Secretary of State when the petition was filed (October 20, 2025), and that 10% of said registration would require 1,818 valid signatures to qualify the initiative petition
In accordance with Election Code Section 9210(b), it has been determined that said petition contains 2,471 signatures, prima facie, which is in excess of the minimum number of signatures required in order to qualify for filing and said petition is hereby acknowledged as officially filed this 27th day of October 2025, at approximately 2:00 p.m.
