8 SUBJECT: RESOLUTION AUTHORIZING SUBMITTAL OF GRANT APPLICATIONS TO
CALRECYCLE
RECOMMENDATION: It is recommended that the City Council:
1. Adopt the attached Resolution titled, “A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LAGUNA BEACH, CALIFORNIA, AUTHORIZING SUBMITTAL OF
INDIVIDUAL GRANT APPLICATIONS AND RELATED AUTHORIZATIONS FOR ALL
GRANT PROGRAMS AND DETERMINE THE RECOMMENDED ACTION IS NOT A PROJECT PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT”, and authorizing the City Manager, or his/her designee, to submit applications to CalRecycle for all CalRecycle grants for which the City of Laguna Beach is eligible; and
2. Find that the recommended action is not a project pursuant to the California Environmental Quality Act Guidelines Section 15378(b)(5).
SUMMARY OF THE MATTER
This report recommends that the City Council adopt a resolution authorizing the City Manager, or designee, to submit applications to CalRecycle for all eligible grant programs. These include, but are not limited to, the Household Hazardous Waste Grant, SB 1383 Local Assistance Grant, Used Oil Payment Program, and Beverage Container Recycling Grant. Adoption of the resolution will enable the City to continue pursuing state funding for environmental sustainability and waste reduction programs.
The action has no fiscal impact and supports the City’s environmental goals. It has been reviewed under the California Environmental Quality Act (CEQA) and is not considered a project under CEQA Guidelines Section 15378(b)(5).
DISCUSSION
The City currently administers multiple grant programs through the California Department of Resources Recycling and Recovery (CalRecycle), including the HD43 Household Hazardous Waste Grant, the SB 1383 Local Assistance Competitive Grant, the Used Oil Payment Program, and the Beverage Container Recycling Grant. Each of these programs requires the governing body to adopt a resolution authorizing the City Manager, or designee, to submit grant applications, execute all required agreements, and carry out all documents necessary to secure and implement awarded funds.
CalRecycle’s grant opportunities are designed to support jurisdictions in advancing waste diversion, litter reduction, and public education and outreach initiatives. Consistent with the City’s commitment to environmental stewardship and sustainability, it is a longstanding practice to pursue external funding that furthers these program goals.
Staff recommends that the City Council adopt the attached Resolution (Attachment 1) authorizing the City Manager, or his/her designee, to submit applications to CalRecycle for all CalRecycle grants for which the

City of Laguna Beach is eligible. In accordance with CalRecycle requirements, the Resolution will remain valid for up to five years, ensuring uninterrupted access to state funding opportunities during that period.
Further, the formatting of the resolution is based off of the template resolution provided by CalRecycle. In order to avoid possible delays or issues, staff is recommending that the City use CalRecycle’s template instead of reformatting and adding other language from the City’s template resolution. Substantively, the attached resolution suffices for the desired purpose, and is consistent with the last time that the City adopted this type of resolution for CalRecycle.
FINANCIAL ANALYSIS
There is no immediate fiscal impact resulting from the recommended action. The grants and related projects are included in the City’s annual budget process.
ENVIRONMENTAL ANALYSIS
Approval of the resolution is not a project under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15378(b)(5), as this grant of authority to apply for certain grants is an administrative action of the City. Any project that may be funded by any CalRecycle grants will have its own independent environmental review.
