Re: LBS Home Renewal Request
Dear Jeremy,
Our organization is proud of the success of LBS Home, the Laguna Beach Seniors Home Repair Program, founded in 2020 in partnership with the City of Laguna Beach and Habitat for Humanity Orange County.
Together we have completed 21 home repair projects for older adults with limited incomes, addressing essential needs such as plumbing, heating, decking, roofing, stairs, bathroom safety, grab bars and handrail installations.
With $8,170.20 in remaining funds, this program continues to be a lifeline for senior residents who lack the financial means to make safety-related home modifications. To ensure its ongoing impact, we respectfully request renewal of the program in the amount of $125,000 starting January 2026, and propose the following qualification updates:
Current Qualifications Proposed Qualifications
Project Limit $5,000
$10,000 with special clause for up to $20,000
for large projects such as roof replacement
Annual Gross
Income $71,750 (single) or $82,000 (couple) $88,400 (single) or $101,000 (couple) Liquid Assets
Cannot Exceed $107,625 (single) or $123,000 (couple) $132,000 (single) or $151,500 (couple) The proposed qualifications are based on the following trends:
• The California Construction Cost Index reflects a 25% increase in construction costs statewide since the founding of this program in 2021.
• 45% of projects exceeded $5,000, which required homeowner funds or forgoing the repair. • 25% of residents in Laguna Beach are 65+ years old. The continued funding will directly support their ability to age safely in place.

• Comparable programs within Orange County provide funding ranging from $5,000 to $25,000.
Laguna Beach Seniors will continue to serve as the program administrator and liaison between the City and Habitat for Humanity Orange County, managing all aspects of marketing and outreach, verifying participant eligibility, conducting initial home assessments, and providing ongoing support to both participants and Habitat for Humanity.
Since the program’s inception, our organization has provided these administrative services without compensation. To sustain our capacity and ensure continued program excellence, we are proposing a 10% administrative fee to support the costs associated with managing the program. This modest fee would enable us to maintain a high level of service, ensure proper oversight, and continue relieving the City of administrative responsibilities while preserving the program’s quality and reach.
We are extremely proud of this collaboration and deeply grateful for the City’s ongoing partnership.
Together, we have made a meaningful difference in the safety, comfort, and dignity of our senior residents. We look forward to continuing this vital work and expanding the program’s impact in the years ahead.
Sincerely,
Rickie Redman
