Subject: Proposal for Conceptual Design Services – Utility Undergrounding Study Dear Mr. Sawaya,
Asplundh Engineering Services (AES) is pleased to submit this proposal to provide conceptual design and planning services for the City of Laguna Beach’s Utility Undergrounding Study. AES understands the City’s commitment to improving reliability, safety, and aesthetics by relocating existing overhead utilities underground in a manner that is both technically feasible and financially strategic.

Our team has extensive experience supporting California municipalities and investor-owned utilities in developing planning-level underground designs and cost estimates that can be advanced to implementation. We take pride in our ability to balance constructability, coordination, and community considerations within conceptual design efforts like this one.

AES will serve as the prime consultant, providing all civil, electrical, and structural engineering disciplines in-house. Our engineers and designers bring direct experience with Southern California Edison (SCE), municipalities such as the City of Anaheim, Cox, and AT&T coordination, as well as deep familiarity with Rule 20, Rule 15/16, and City-driven undergrounding initiatives. Through a structured 30/60/90 conceptual approach, we will prepare field-verified conceptual trench layouts, joint-utility exhibits, and cost models that provide the City with a reliable foundation for prioritization and funding.

We value the City’s vision for enhancing its historic coastal corridors and look forward to supporting this important step toward long-term system resilience and community benefit.

Sincerely,
Susan Besagar
Area Manager
Asplundh Engineering Services
27 Section 1. Project Understanding
The City of Laguna Beach is seeking to develop a comprehensive conceptual study to evaluate the feasibility, constructability, and cost of undergrounding existing overhead utilities in key areas of the City. The intent of this study is to provide the City with a clear and defensible understanding of undergrounding priorities, potential impacts, and implementation pathways before committing to design or construction.

As a coastal hillside community, Laguna Beach faces unique challenges related to topography, limited right-of-way, and multiple utility owners. These factors demand a pragmatic and experienced approach to conceptual design that balances technical feasibility with sensitivity to community character and cost-effectiveness.

Asplundh Engineering Services (AES) understands that the City’s objectives are to:
• Identify undergrounding opportunities within the three study areas: North Laguna, South of Downtown, and South Laguna.
• Develop conceptual joint trench alignments for electric, telecommunications, and other dry utilities.
• Identify utility conflicts and design constraints early to minimize risk in future phases. • Prepare planning-level cost estimates and associated assumptions to support capital improvement planning and potential grant or Rule 20 funding. • Deliver clear, consistent conceptual exhibits and a summary report that can serve as a foundation for future design, community engagement, and budgeting.

AES’s approach emphasizes constructability, maintainability, and agency coordination. Drawing on our extensive experience with underground programs and dry utility design throughout California, we will apply a methodology that is both data-driven and field-informed. The resulting conceptual designs and cost models will enable the City to compare options confidently, prioritize investments, and advance to the next stage of project development with clarity.

Section 4. Relevant Experience
Asplundh Engineering Services (AES) has extensive experience providing conceptual and detailed undergrounding design services for both Southern California Edison (SCE) and municipal clients under the Rule 20 program. AES’s work emphasizes constructability, cost accuracy, and multi-utility coordination—skills essential to the City of Laguna Beach’s Utility Undergrounding Study.

City of Anaheim – Underground Conversion Program (Various Districts) Client: Anaheim Public Utilities
Services: Conceptual & Detailed Design, Utility Coordination, Cost Estimating AES supported Anaheim Public Utilities in its ongoing Underground Conversion Program, delivering both conceptual and detailed design services for multiple project areas within various districts including the Harbor Blvd. area near Disneyland and multiple Anaheim Hills neighborhoods. These projects included:
• Developing joint trench layouts for electric, telecom, and street-lighting facilities. • Preparing conceptual cost models and phasing strategies for early budgeting. • Coordinating with SCE, AT&T, and Cox for facility relocations and trench allocations. • Evaluating constructability constraints in narrow corridors and high-traffic urban environments.

This program required balancing aesthetics, utility standards, and field constructability—an approach directly aligned with the City of Laguna Beach’s undergrounding objectives. 40 Southern California Edison – Rule 20A and 20B Undergrounding Support Client: Southern California Edison (SCE)
Services: Conceptual Design, Cost Estimation, Joint Utility Coordination AES has provided engineering support for multiple Rule 20A and 20B undergrounding projects throughout Southern California. These assignments included:

Reviewing existing overhead circuits to determine underground conversion feasibility. • Developing conceptual trench alignments and profiles for joint utility use. • Preparing planning-level cost estimates and technical memoranda to support City and SCE coordination.
• Ensuring designs aligned with SCE Distribution Design Standards, spacing, and safety requirements.

Through this experience, AES has developed a deep understanding of Rule 20 funding and coordination protocols, as well as the documentation needed to advance conceptual designs into implementation phases.

Summary of Relevance
AES’s demonstrated success on Anaheim’s Underground Conversion Program and SCE Rule 20 projects positions the firm uniquely for this study. The AES team brings:
• Proven ability to deliver conceptual designs that identify cost drivers and constructability constraints early.
• Direct familiarity with SCE and telecom coordination protocols. • Hands-on experience creating planning-level exhibits and cost estimates used for municipal decision-making and funding applications.
• A practical, field-informed approach that ensures conceptual designs are realistic, coordinated, and ready for advancement.

Project examples for both the City of Anaheim and Southern California Edison have been attached to the end of this proposal.
