GRIFFIN STRUCTURES FEE PROPOSAL
Laguna Beach Facilities Master Plan
ASR 3: Water District HQ Test Fit for City Hall, Police and Housing Concepts
SCOPE OF WORK
Our team will support the City in evaluating the potential reuse of the Laguna Beach County Water District headquarters to accommodate future City Hall functions, Police Department needs, and a targeted housing program. The following scope outlines the activities necessary to develop meaningful concepts and provide the City with clear, actionable information.
Existing Conditions and Base Documentation
The City anticipates providing floor plans in PDF or CAD format which accurately represent the current configuration of the District facilities. This will serve as the base file for all concept development. A site visit will be conducted to review major building dimensions, circulation paths, access points, and any characteristics that may influence the feasibility of various layouts.
Program Review and City Coordination
The project will begin with a focused review of the previously developed programmatic needs for City Hall and Police, including anticipated growth and operational requirements. Working with City leadership, we will confirm any updates or refinements necessary before incorporating these needs into the test fit options.
Concept Development
Our team will develop two conceptual design options that explore how City Hall and Police functions may be accommodated within the existing District facility. Each option will consider two planning pathways: one that assumes the building is utilized as an empty shell, and another that considers selective modifications to the interior layout for improved efficiency. The concepts will also include opportunities to introduce a targeted housing component at the south end of the facility. Housing concepts will focus on reasonable unit counts, spatial efficiencies, circulation, and site relationships rather than architectural detail or entitlement feasibility.
6 Rough Order of Magnitude Cost Estimate
Following development of the concepts, we will prepare a rough order of magnitude cost estimate for each scenario. This will include anticipated construction costs, soft costs, site considerations, major allowances, and a comparison between the use of the building as an empty shell and an approach involving limited interior improvements. The estimate will also touch on the general order of magnitude cost range associated with the potential housing component.
City Engagement and Refinement
The concepts will be refined through collaborative discussions with the City with a presentation to City Staff and another presentation to City Council. These presentations will allow the City to evaluate operational benefits, potential conflicts, and long-term flexibility. Adjustments will be made as needed to ensure the concepts align with the City’s goals and the constraints of the District site.
FEE PROPOSAL
Griffin Structures’ Fee Proposal is based on all reasonable costs necessary to perform facility planning services as part of the LBFMP project. For these requisite services Griffin Structures proposes the following Not-to-Exceed Fee based on hourly rates:
Total Fee: $ 20,000
All proposed fees are fully burdened and include overhead profit, taxes, and benefits. We reserve the right to reallocate hours between staff members, subconsultants, and tasks, in consultation with the City, in order to accomplish the overall objectives and requirements of the project. 7
