EDPC EOC Narrative:

The Emergency Disaster Preparedness Committee (EDPC) recommends immediate action to establish a functional Emergency Operations Center (EOC) for the City of Laguna Beach.

State law and emergency management best practices require local governments to maintain the ability to coordinate emergency response across all hazards. Recent wildfire activity, weather events, and infrastructure disruptions underscore the need for immediate EOC readiness.

The EDPC supports the immediate use of the Community and Recreation Center (CRC) as the EOC solution to enable rapid operational capability while maintaining potential flexibility for longer-term EOC planning.

To support this effort, the Committee recommends utilizing approximately $600,000 in previously identified funding and considering the allocation of an additional $1,000,000 from the Wildfire Safety Fund or other appropriate sources to support near-term EOC readiness.
