In August 2024, I signed up for SCE Community Solar through SCE’s partner PowerMarket.
It was assigned to an actual solar farm, Inyokern 1203.
It offers a 10% discount on generation for my SCE bill. It is a Green Tariff program.
The emissions for SCE’s community solar was about half of SCE’s traditional solar, in 2024.
I went to see it in Inyokern. Draft 1/17/26 V Johnson

OCPA’s Ever Worsening Greenhouse Gas Emissions for Basic and Smart Choice OCPA Cannot Affordably Meet Laguna Beach Climate Goals
Lowering carbon emissions is the climate goal. The lower the number, the better.
Every year, OCPA’s Greenhouse Gas Emissions have worsened for Basic and Smart Choice: 2024 Basic Choice emissions are nearly double SCE, and approaching three times the CA utility average. In 2026, Basic is priced at $20/month higher than SCE. Smart Choice emissions have worsened and are priced $24/month higher than SCE, despite only 20% lower emissions than SCE. 100% is priced at $27/month higher than SCE. All OCPA cities in 2025 are now on Basic or Smart Choice.
SCE’s and the CA utility average GHG emissions are generally declining yearly.
These trends indicate OCPA’s Basic and Smart Choice cannot meet climate goals competitively with SCE. OCPA buys cheap RECS and dirty unspecified power because OCPA is losing money, drawing down reserves for FY25 and FY26 a projected $45M.
Power content labels (PCL) are mandated by the California Energy Commission.
