STAFF REPORT
Meeting Date:

BUSINESS
10 SUBJECT: EMERGENCY OPERATIONS CENTER (EOC) DISCUSSION RECOMMENDATION: It is recommended that the City Council:
1. Hear a presentation from staff as to options for a fully-equipped Emergency Operations Center (EOC); and
2. Make any appropriate recommendations as to next steps.
DISCUSSION
At the Council’s January 30, 2026 Strategic Planning session, Council members discussed briefly how to approach a planned Emergency Operations Center to replace the one currently at City Hall (and not a “ready to roll” EOC). This opportunity to discuss the alternatives will continue that dialogue, hopefully with some more concrete information.
FINANCIAL ANALYSIS
Please see Attachment 1 for a cost discussion.
ENVIRONMENTAL ANALYSIS
The recommended action consists of organizational or administrative activities of the City that will not result in a direct or indirect physical change in the environment and therefore does not constitute a “project” within the meaning of the California Environmental Quality Act. (Public Resources Code Section 21065; 14 CCR Section 15378(b)(5).)
