A Study Session of the City Council of the City of Laguna Beach was called to order on Tuesday, February 10, 2026, at 3:00 p.m., in the City Hall, 505 Forest Avenue, Laguna Beach, California, Mayor Orgill presiding.

INTERVIEWS AND APPOINTMENTS TO THE VIEW RESTORATION COMMITTEE Edwin Kisiel was interviewed for a position on the View Restoration Committee.
Moved by Councilmember Bob Whalen, seconded by Councilmember Alex Rounaghi, and carried unanimously 5/0 to appoint Edwin Kisiel to the View Restoration Committee for a two-year term beginning April 1, 2026, through March 31, 2028.
INTERVIEWS AND APPOINTMENTS TO THE PARKING, TRAFFIC, AND CIRCULATION
COMMITTEE
Brandon Rippeon was interviewed for a position on the Parking, Traffic, and Circulation Committee; George Baskevitch provided a written statement in lieu of an interview.
Moved by Councilmember Alex Rounaghi, seconded by Councilmember Bob Whalen, and carried unanimously 5/0 to appoint George Baskevitch and Brandon Rippeon to the Parking, Traffic, and Circulation Committee for two-year terms beginning April 1, 2026, through March 31, 2028.
INTERVIEWS AND APPOINTMENTS TO THE HERITAGE COMMITTEE
Moved by Councilmember Alex Rounaghi, seconded by Councilmember Bob Whalen, and carried unanimously 5/0 to appoint TJ Fink and Jon Stordagl to the Heritage Committee for two-year terms beginning April 1, 2026, through March 31, 2028.

Robert Klugman, Sam L'ecuyer, Newth Morris, Lisa Vanderbeek, and Kelly Zinser.
The City Council appointed Robert Klugman, Newth Morris, and Kelly Zinser to the Recreation Committee for two-year terms beginning April 1, 2026, through March 31, 2028.

Kalani Gee provided a written statement in lieu of an interview.

The City Council appointed MJ Coveny and Debbie Neev to the Design Review Board for two-year terms beginning April 1, 2026, through March 31, 2028.
