2058 CRESTVIEW DRIVE: PUBLIC HEARING FOR APPEAL OF DESIGN REVIEW BOARD APPROVAL OF DESIGN REVIEW 25-1431
Staking Violations, Unreliable Record, and Requested Relief PHOTO # DATE EXPLANATION
01 April 20, 2024 (before Concept Review)
02 April 20, 2024 Board member Weil stated during the Concept Review (May 9, 2024) that the "staking does need
to be much more accurate" and he observed, "no
single straight-line string that ran across."
03 April 10, 2025 Board member Weil reiterated that for the third hearing, the "staking needs to be really cleanly
done for a close analysis of view preservation."
04 November 30, 2025 Subpar staking condition before the Final Review 05 December 6, 2025 (Different angle, staking same as in Photo #04) 06 December 13, 2025 After Mr. Krasko’s letter was posted on the City's website, the Applicant fixed the staking. This
happened on December 9th, right before the
December 11, 2025 hearing. Nobody from the
DRB or City Staff had seen it in this state. The
right-most tall pole is the one that was bending in
Photo #05. When it is upright, the area of view
blockage is greatly increased. Chair Pro Tem
Gannon noted that incomplete staking made it
difficult to assess view impacts.
07 December 21, 2025 Photos #06 and #07 show the "recertified" poles, substantially different from Photos #01 through
#05. Additionally, the architect claimed they are
blocking only 10% of Mr. Krasko's view from the
master bedroom, but Photo #07 shows a more
substantial blockage, with Photo #05 showing
that the most sensitive area -- Catalina Island -- is
blocked. Applicant's self-certification was not
only illegal but also the certified staking was
materially inaccurate.
08 Demonstrates that the Applicant has room
to lower the building.
09 (rendering) With all the pole issues above, the only way to tell what height the building will be is to use
renderings, which are misleading (depict the
building shorter than adjacent the 2100 Crestview
Drive house).
