Facility Master Plan – Phased Approach (PROPOSED / DRAFT 2-24-2026) The Facility Master Plan provides a structured, phased approach to modernizing critical City facilities over a 20-year planning horizon. The Plan prioritizes public safety resiliency, operational efficiency, community-serving facilities, and long-term infrastructure sustainability.

The implementation strategy is organized into three general investment phases, allowing the City to align capital commitments with fiscal capacity and potential revenue opportunities.

Tranche #1 (Years 0–5) focuses on immediate public safety and facility resiliency needs, including:
• Design and construction of a new Fire Station No. 1 near City Hall • Using existing funds and the County’s design team to upgrade the Laguna Beach Branch Library (a “phase 1” of a two-phase project)
• Seismically retrofit Fire Stations No. 2 and No. 3
• Consider ADA improvements to the Forum Theater to make it fully operational. • Evaluation of a public-private partnership (P3) parking structure either at the Village Entrance or at Act V.
• Consider design, CEQA, and permitting of a space expansion at City Hall (consider completing the second story behind the historic City Hall structure, as well as considering a 2nd or 3rd story on the current non-historic City Hall North. Construction would occur later and/or in phases, depending on revenue. A priority here would be ro relocate the Dispatch Center from cramped quarters in the PD.

The estimated investment for this phase is approximately $25 million, a small portion of which is already identified.

Tranche #2 (Years 5–10) would focus on:
• The City Hall space expansion, especially in regards to:
o Fire Admin (possibly over City Hall North)
o Relocation of the EOC from the CRC (also to City Hall North operational consolidation and reuse of existing facilities;
o Relocation of Public Works from its current site to the new second story space behind City Hall.
o Repurposing the former Fire Station No. 1 site for either Police Department expansion, community space, or another City use.

Attachment 3
26 The estimated investment for this phase is approximately $30 million, none of which is identified at this time.

Tranche #3 (Years 10–20) tries to address long-term recreational and fire facility reconstruction needs, including:
• The redevelopment of Lang Park, including a gymnasium replacement, pickleball court relocation, and parking expansion;
• Reconstruction of Fire Stations No. 2 and No. 3.

The estimated investment for this phase is approximately $42 million, none of which is identified at this time.

The total conceptual investment across all phases is approximately $97 million. The table below summarizes each phase.

Table 1: Facilities Master Plan Implementation
Phase Timeframe Estimated
