SUMMARY OF THE MATTER
This report recommends that the City Council authorize a cooperative purchasing agreement with Galls LLC for public safety uniforms and related products and services utilizing Sourcewell Contract No. 011124- GAL, in an amount not to exceed $120,000 annually and $600,000 over a five-year term.

The City has historically purchased uniforms and related equipment from Galls LLC without a formal agreement. This action formalizes that relationship under a competitively solicited cooperative contract, ensuring compliance with Laguna Beach Municipal Code Chapter 2.30 and Administrative Policy 1-9.

Funding is available within the Police Department’s adopted operating budget and no additional appropriations are required.

DISCUSSION
The Police Department has historically procured uniforms and related equipment from Galls LLC through individual purchase orders without a master agreement. As part of a broader internal procurement review to ensure compliance with updated Purchasing Policy 1-9 and Laguna Beach Municipal Code Chapter 2.30, staff identified the need to formalize this vendor relationship under an authorized cooperative purchasing agreement.

Vendor Services
Galls LLC provides a comprehensive uniform and equipment solution specifically tailored to law enforcement agencies. The vendor offers a wide range of patrol, tactical, and dress uniforms; duty gear; outerwear; footwear; insignia; and related accessories. In addition to product availability, Galls LLC offers uniform fitting, customization, order management, and inventory coordination services, which support efficient onboarding, replacement cycles, and operational readiness.

The vendor’s operational capacity, law-enforcement-specific expertise, and ability to provide consistent service have supported the Police Department’s uniform needs and contributed to continuity and efficiency in departmental operations.

Cooperative Purchasing Authority
Cooperative purchasing allows municipalities to utilize contracts that have been competitively solicited and awarded by another public agency or cooperative, reducing administrative burden while ensuring compliance with procurement standards.

Pursuant to Laguna Beach Municipal Code Section 2.30.050, the City is authorized to procure goods and services through cooperative purchasing programs or contracts competitively bid by other public agencies.

Sourcewell, a State of Minnesota local government unit and service cooperative, competitively solicited and, on March 25, 2024, awarded and executed Contract No. 011124-GAL with Galls LLC for public safety uniforms and related products and services. The Sourcewell cooperative contract satisfies the City’s purchasing policy requirements for an exemption from the standard competitive bidding process and allows the City to leverage pre-negotiated pricing, terms, and conditions while maintaining full procurement compliance.

FINANCIAL ANALYSIS
The cooperative agreement will have an initial three-year term aligned with the Sourcewell contract period, expiring March 25, 2027, with the option to renew for up to two (2) additional one-year terms, subject to the continued availability of the Sourcewell cooperative contract:
• Annual Not-to-Exceed Amount: $120,000
• Maximum Contract Value (All Terms): $600,000
Funding for purchases under this Agreement has been previously budgeted within the Police Department’s operating budget and will continue to be funded through the Uniforms and Laundry accounts (Account numbers 1102101-55000 and 1102102-55000). Approval of this Agreement does not require additional appropriations and does not increase the adopted budget. All expenditure remains subject to annual budget approval by the City Council.

ALIGNMENT WITH CITY COUNCIL GOALS AND PRIORITIES
Approval of this cooperative agreement will formalize the City’s long-standing use of Galls LLC, ensure procurement compliance through the Sourcewell Cooperative Contract, and provide a reliable and costeffective mechanism for obtaining public safety uniforms and related products necessary to support Police Department operations.

ENVIRONMENTAL ANALYSIS
The recommended action is not subject to the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378 because it involves administrative procurement activities and does not constitute a “project” as defined by CEQA. The agreement authorizes the purchase of uniforms and related
