Hope you had a great Thanksgiving! I’m reaching out to see if there is an update on the Laguna Beach Library remodel plans.
Sherry Toth and Julie Oakley, who you met at our recent meeting, connected with your architect, Shelley Sivak from IDS, this week regarding our La Habra Library tenant enhancement project. Shelley shared that she has been coordinating with your team, Christian and Pierre, on some concepts for the library.
We wanted to see if the project is far enough along for our teams to meet and review the scope together. It would be helpful to make sure we’re all aligned as the plans continue to develop.
Thank you,

Subject: RE: Library Phase 1 (1A) and Phase 2 Improvements (DRAFT) Hi Dave and Mark,
Thank you for the meeting – it was great to walkthrough the library and we are excited to begin! Phase 1A and 1B seem reasonable to OCPL, especially excited about the teen space, and we know these changes will transform the library for our community.
From back in August, I’ve attached the letter acknowledging receipt of the initial phase of the capital plan. It is very similar to the Phase 1B items. OCPL will contribute another $2M on top of the $4.2M funds for the Phase 1B items. It would be great if we could get Phase 1B completed by Q2 of 2026 – but we can have that as our goal if there are delays.
For next steps, we’re available to meet and if possible, we’d like to connect with your staff and the architect to walk the building to get started.
Thank you,
Julie Quillman

Hi Julie and OCPL Team (please add in David, too)–
Thanks again for the conversation last week. Here’s a draft of what Mark Orgill and I discussed after our meeting. Does this seem reasonable to you? As I look at it, Phase 1B is probably a $4-5M project, maybe $6M in this environment. I’m not sure of the best way to cost it out easily, but I can kick it around with Public Works.
Thanks for any edits/insight you can provide on the list.
Phases 1A & 1B
26 3
1A
Repaint the area with the pockmarks to the left as you’re in the kids’ area (looking out to the Fairy Garden)
Clean the windows
1B
Repaint inside overall
Remove walls of the history room.
Remove the walls of the kids’ study room.
Remove the 3 (?) low counters that are now just used for book and other storage.
Upgrade the lighting to Title 24 standards
Upgrade all shelving to seismic safety standards
Replace the carpet
Remodel bathrooms to be fully ADA compliant (staff bathroom included) Consider staff space to reduce, would allow for more customer floor space.
With same floor SF and other walls removed, could we also add a teen hangout room + a teen study room?
Phase 2
Larger expansion, including covering outdoor area, possibly ground floor, possibly 2nd story.
Re-do of outside surfaces but still in original architectural style.
