5 SUBJECT: MONTHLY TREASURER’S AND INVESTMENT REPORT (JANUARY 2026) RECOMMENDATION: It is recommended that the City Council:
1. Receive and file the January 2026 report.
SUMMARY OF THE MATTER
A monthly report by the elected City Treasurer is required by Government Code. That report included the cash and investments by fund (Finance Department maintained) and the reports from the City’s banks. It was modified to comply with the Laguna Beach Investment Policy. The City Council retained investment authority and has hired Meeder to manage a portion of the portfolio. The report from the outside firm used other valuation sources and included some of the accounts which are managed by the City Treasurer.
Attached are the two reports for January 2026.
• Cash and investments managed by the City Treasurer totaled $79,729,000 and included most of the funds required for adequate liquidity for the next six months, assessment district and bond funds and Special Investment Accounts.
• Investments managed by Meeder totaled $91,885,000 and were held by a custodial bank. The custodial bank has reported valuations which are different from those reported by Meeder. • The portfolio includes US government agency instruments (31% of the portfolio), the Local agency Investment Fund (21%), high-yield, fully collateralized bank accounts (18%), treasury securities (18%), medium term corporate notes (11%) and supranational bonds (such as those issues by the World Bank – 1%).
